Looking for EU partners: social employment & elderly care

In different European countries, the European Social Fund agencies are launching calls for transnational collaboration. In Belgium, Flanders different projects were approved to go to the second phase. In this phase the Flemish organisations are looking for European partners, who are interested in the same topic and who want to collaborate, with funds from their own local ESF agency.

De Biehal is looking for European partners, to collaborate around a project idea on the use of social employment in the sectors assisted living and elderly care.

This project focuses on two sectors, having looked at some urgent issues from both perspectives and willing to connect them: social economy (social employment) and assisted living and elderly care.

The questions raised are the following:
How can we adapt or break up assignments of the caretakers (so) to avoid distraction because of non-explicit tasks of care in order to focus on their real task(s)?

How can we, being social employment, take over these assignments and how can we facilitate the assisted living and elderly care? Which initiatives and assignments can possibly develop?

How can we integrate these assignments into the labour market?
In other words: which adaptions are necessary, which cooperations are needed to start up and how can we let take over these tasks by the employees of a target group with a bigger distance to the labour market?

This project aims to answer these questions and the results of both sectors will be compared afterwards and in order to formulate a number of recommendations for the policy, based on these results.

Looking for partners: project on living with Islam

The Autonomous Region of Navarra (Spain) – General Directorate for Peace, Coexistence and Human Rights is looking for partners in order to apply for a project concerning the Coexistence with Islam, in the Rights, Equality and Citizenship Programme for the topic “Support dialogue and exchange of best practice in fostering tolerance and mutual respect” (Topic identifier: REC-RRAC-RACI-AG-2016).

The partners should preferably be EU bodies, public or private, preferably regional, or cities of large or medium size which are interested in developing intercultural strategies in their villages and/or neighborhoods. The project’s approach requires from each partner to work in its own territorial area of competence in cooperation with small towns and small-sized cities or in larger city neighborhoods that have a certain social organization.

The project lead by the Government of Navarra aims to carry out cooperation activities with the Islamic communities of the region, in order to improve different aspects that affect the intercultural relations in the different areas where these communities are present.

Looking for partners: “Cognition and Inclusion” – persons with disabilities

AER continues its focus on people with disabilities also on the projects side. Following its participation on 29 and 30 November at the European Day of Persons with Disabilities 2016 organised by the European Disability Forum and the European Commission in Brussels and the work carried out by the Working Group “Equal Europe for People with Disabilities” within AER Social Policy and Public Health Committee, it is now time to share concrete actions that could foster an inclusive society.

Den Achtkanter, a Belgian organisation supporting learning disabled adults, is looking for European partners to build the project ‘Cognition and Inclusion’ within the Erasmus+ programme.

An inclusive society adapts the environment physically and mentally to the disabled person, taking into account the ‘disabilities’ . Although this is a necessary condition, it is not a sufficient one. Also, the disabled person needs to (learn to) adapt to society, as this is an ever changing environment. This second condition addresses the ‘abilities’ and is necessary to promote learning potential, problem solving, self regulation, etc. These ‘cognitive’ skills are the basis for being able to be the director of one’s own live, to be independent, to be a full citizen who exercises his rights, etc. (Cognitive) methodologies within learning disabled (young) adults – although effective – are not well known, or are dealing with resistances based on beliefs that learning disabled people can’t develop these skills (as an element of the ‘mind set’ of the one who supports the disabled person). This project wants to share practices and produce a compendium with cognitive approaches (goal 1), and wants to develop a tool to assess the ‘mind set’ of professionals to be used in all kind of HRM-applications (selection, training, evaluation, etc).

This project foresees the following main activities:
– exchange of good practices of cognitive approaches within learning disabled adults (focusing on a specific context e.g. employment, living, etc)
– exchange of good practices focusing on methods to change belief systems/mind sets
– intellectual output: compendium of practical tools to foster general skills within learning disabled adults; training program and manual and development of a tool to assess the ‘mind set’ of professionals to be used in all kind of HRM-applications (selection, training, evaluation, etc).

Den Achtkanter is especially looking for partners who have experience in and knowledge on methodologies on the development of cognitive skills (planning, evaluation, reflection, being flexible,…) for persons with disabilities.

Partner search on entrepreneurship support schemes for the Syrian migrant community

A member of the Assembly of European Regions, Kahramanmaras Metropolitan Municipality (Turkey), is going to submit a new project within the Call for Proposals for Migrants Entrepreneurship Support Schemes launched by the European Commission – Executive Agency for Small and Medium-sized Enterprises (EASME), deadline 20 December 2016 17.00 hours (Brussels time).

The project idea deals with the establishment of a Migrant Education, Training and Advice (META) centre to support the Syrian migrant community in order to set up their own businesses. The centre will provide migrants with the opportunity to become more familiar with the local business and regulatory environment as well as local language courses.

The lead partner is looking for two additional partners to complete the consortium, coming from EU members and COSME participating countries which have within their territories a large Syrian migrant population. Preference will be given to German and Swedish partners but the search is anyways open and it will be discussed case by case. In terms of responsibilities, the missing partners will be involved in sharing information, experience and methodologies within the consortium, in transferring to other regions/countries the successful entrepreneurship support programme, and in designing and implementing new joint projects between the partner organisations.

Looking for partners to join a new project on “Capacity building in the field of climate change in Turkey”

Capacity Building in the Field of Climate Change in Turkey Grant Scheme (CCGS) is a multi-faceted programme to support a wide range of activities required to contribute to the global efforts to mitigate climate change and to increase the resilience of its citizens in line with the National Climate Change Strategy, National Climate Change Action Plan, the Europe 2020 Strategy and other national strategies related to climate change. The activities under this programme are also expected to have visibility function, via informing and awareness raising towards various stakeholders nationwide, by which they will also be aware about the importance and the objectives of the project.

Edirne Special Provincial Administration (TR) as Lead Applicant, together with Korudag Environmental Association (TR) as Co-Applicant, are drafting a project proposal in the framework of the CCGS having the following objectives:

  • Overall objective: to reduce anthropogenic greenhouse emissions to contribute to the global efforts to mitigate the climate change in line with the specific evidence
  •  Specific objectives: raising awareness of local people regarding the necessity and importance of combatting climate change, achievement of a permanent exchange of experience between local administrative institutions regarding the climate change by joint actions, to establish a cooperation between local authorities in Turkey and EU Countries by sharing best practices regarding the climate change.

This project foresees the implementation of several activities among which the setting up of a Working Group on Climate Change, the launch of a survey study in order to determine the knowledge level of local people regarding the importance and urgency of combating climate change, the organisation of training programmes, study visits and workshops.

Interested to join a new project on care sector & social economy?

Four organisations dealing with care and social economy in Flanders (BE) are looking for partners willing to join a project proposal they are developing on this topic: “Collaboration between care sector and the social economy: exchanges of good practices”.

This project proposal – that will be submitted in the framework of the Erasmus+ Programme – aims at exchanging good practices at European level on how to extend and deepen a collaboration between the care and social economy sector. The exchange good practices will be realised on different levels:

  • Macro level: Are there policy measures taken to stimulate the collaboration? Are there collaboration mechanisms between the 2 sectors installed?
  • Meso level: How are organisations from the 2 sectors collaborating? Are there innovative approaches that support this collaboration?
  • Micro level: Are there good practices of support for a sustainable employment in the care sector? What are concrete examples of tasks that are performed by social economy workers for (clients in) care institutions?
The potential new partners should be engaged and share the following values linked to the fields of care and social economy: “Quality, accessibility and continuity of care are considered as central for the organisation of care as are the quality and sustainability of jobs and labour contracts are vital to the business of social economy”.

Horizon 2020: partner search for a project on water systems

Ambling Ingeneria y Servicios SL, an experienced Spanish company in water handling, is searching partners for a project on the improvement of water system and services which will be submitted in the framework of Horizon 2020 – Water in the context of circular economy b) Towards the next generation of water systems services large scale demonstration projects (2017).

Currently transport infrastructures do not have integrated water reuse systems even though they have large areas for collection. This project aims to collect rainwater through transport infrastructures for its treatment, storage and reuse.

In order to complete the consortium the lead partner is looking for European research centres with experience in water management, new materials, and monitoring and sensor systems, as well as companies specialized in the management and maintenance of transport infrastructures, in monitoring and sensor systems, and in environment, including water management, energy efficiency and environmental impact.

Partner search: project on new technologies to foster social innovation

The University of Greenwich (lead partner) located in London (UK) in collaboration with one French and one Belgium local authority are looking for partners to develop a project under the Interreg North-West Europe’s priority axis ‘Innovation’, which supports actions aimed at delivering societal benefits through innovation.

Actions developed under this project will target specifically excluded population or population at risk of exclusion and communities under pressure. Actions will aim at supporting the development, testing and implementation of innovative solutions for social needs and problems (‘social innovation’).

The high level objective of this project is to develop new innovative approaches to engaging with key sections of the community that, hitherto, were found difficult to access, and to pilot the use of new technology to support the development of community activities, promote entrepreneurship, and improve skills (including language, financial and digital skills) and hence develop more resilient and cohesive communities.

The partner search is addressed to any local authority (especially above 250.000 inhabitants), universities, R&D agencies, non-profit organisations as well as private partners, including profit-making partners (e.g. SMEs) located in the following countries only:

  • The Netherlands
  • Ireland
  • Luxembourg
  • Germany
  • Switzerland

Estimated budget: around € 6 million (60% covered by the EU grant)

Estimated duration: between 30 and 36 months with an approximate starting date if the project is successful in Winter 2017.

Project opportunities on migration and social inclusion

Europe is facing a dramatic increase in the number of refugees and migrants travelling to the continent. This unprecedented inflow of people, many of whom are vulnerable individuals seeking international protection, presents a challenge across Europe not only in terms of their immediate reception, but also with regard to their long-term integration into society.

Throughout history, common values and the collective identity of Europe have been shaped by the help of the diversity of its people which represent a challenge but, at the same time, also an opportunity to build new inclusive communities and to grow Europe’s society.

AER member are strongly committed in sharing discussions and good examples on how to foster the integration of migrants and also open to act concretely on it through projects and joint initiatives.

To this aim, AER Secretariat attended a project development event on migration and social inclusion, organised in Brussels on 23rd May by its partner network Errin and the University of Wolverhampton (UK). On that occasion, representatives of the European Commission gave and overview of the funding opportunities available to face the societal challenge linked to the current migration trend and participants shared their project ideas and interest to cooperate on this topic.

Partner search: Life project on climate adaptation

The AER Secretariat is happy to share with its member regions and partners a project opportunity developed by its partner network ALDA – The European Association of Local Democracy with the leadership of the Municipality of Santorso (in Vicenza province – Italy).

The project “Rural and Urban Lands of NOrth VIcenza Province under a Sustainable WATER management” will be submitted within the Life Programme and it relates with climate adaptation. Its main objective is to demonstrate that local communities could make the difference in order to reduce the impact of floods.

More specifically, the project is aimed to:

  1. demonstrate that small diffused works and implementation of best practices can guarantee hydraulic safety and face climate change consequences effectively;
  2. establish a local administrative, financial, and technical context that is favorable to develop initiatives for water retention;
  3. promote a participative approach in the setup of strategies and measures to implement local initiatives for water retention.

The project is innovative for the type of approach adopted to tackle the flood issue. In fact, instead of developing big structural interventions (e.g. banks, detention basins) the project proposes a set of less expensive works that can be easier to replicate and adopt by municipalities, farmers or citizens in different contexts. Some demonstrative interventions will be realised during the project such as green roofs, sustainable drainage system SuDs, water basins in agricultural areas, drainage networks and more, etc.

ALDA is now searching for local entities (public bodies or similar) in Europe that are interested to know the results of the project in order to realise and implement similar actions/works.

The dissemination of the results will foresee the following activities:

  1. a training week in Italy on project themes addressed to technicians and/or administrators;
  2. webinars on specific topics (for example, green roofs, sustainable drainage system SuDs, water basins in agricultural areas…);
  3. workshops in different communities (our technical experts will showcase the interventions realised in Italy in order to “invite/encourage” other stakeholders to replicate them).

The supporting local entities will benefit of all the above-mentioned actions, whose costs will be entirely covered by the project.

Project opportunities related to health

Many challenges need to be met to grant everybody’s legitimate wish for a long, happy and healthy life. European research and innovation in health helps to tackle these challenges. It is an investment in our health and, on a larger scale, an investment in a healthy workforce, a healthy economy and lower public health bills. The return on this investment will be finding new ways to prevent diseases, developing better diagnostics and more effective therapies, as well as taking up new models of care and new technologies promoting health and wellbeing. New technologies could keep older people active and independent for longer and help European health and care systems to remain sustainable.

European research and innovation in health is about working together across borders, sharing each other’s knowledge and resources and improving our health and care system together. This is the approach we want to foster for AER regions, being health a priority within AER and having a dedicated Committee working on social policy and public health.

Horizon 2020 funding opportunities related to health have being explored within the Health Brokerage event organised by our partner network Errin on 21st June in Brussels. AER attended this interesting event and wishes to share with its members and partners the project opportunities presented on that occasion dealing with silver economy, digitalised services, system digitalisation and patient conditions.

Urgent partner search for a project on the role of older women in societies

The AER member Donegal County Council is urgently seeking partners to participate in a funding bid to the recent DEAR funding call Lot 4 “Global Learning Education and Campaigning and Advocacy Projects led by a local authority”.

Donegal County Council is a local authority in the north west of Ireland and has responsibility for the delivery of a range of public services to a population of some 160,000 citizens.  The Council has significant experience of EU projects across a range of programmes, including Interreg A,B,C strands, Peace programmes and more recently participation in the LADDER programme supported by the EU.

The OWLS (Older Women Learning and Sharing) project seeks to deal with issues of migration, gender equality and climate change and to recognise the important role played by older women in society and in development education particularly.

The project will develop a mentoring role for older women in community units across varying cultures within the partner regions and focus on principles of DEAR as they relate to existing communities, both the indigenous and minorities elements of the partner regions.

Donegal County Council is looking for the last partners to complete the consortium, both local Authorities and Civil Society Organisations.

Young entrepreneurship in Croatia-Norway: looking for Norwegian partners!

The City of Kutina Development Agency (Sisak-Moslavina County, Croatia) is looking for partners from Norway (Legal persons registered in Norway as private or public entities, including non-governmental organisations as well as International organisations) to join the project proposal “From local to global – development economy cooperation of young entrepreneurship from Republic of Croatia and Kingdom of Norway”.

The proposal will be presented within the Fund for Bilateral Relations in Republic of Croatia, aimed to strengthen bilateral relations between the Kingdom of Norway and Republic of Croatia by stimulating long-lasting cooperation between institutions and organization through the implementation of activities with partners from Kingdom of Norway, including through partnership at project level in all programme areas supported

The main objective of the project is to contribute to higher cohesion between Croatian and Norwegian young entrepreneurs with the aim to enhancing competitiveness Croatian economy and his further stronger internationalisation through knowledge transfer, networking and promotion Norway and Croatia.

AER is willing to share this opportunity with member regions and partners from Norway.

Interreg Atlantic Area: 1st call for projects is open!

Interreg Atlantic Area  just launched its 1st call for projects, which will be open until 31st May h 12.00 noon (GMT).

This call supports transnational cooperation projects in 38 regions of 5 Atlantic countries: France, Ireland, Portugal, Spain and the United Kingdom, contributing to the achievement of economic, social and territorial cohesion. The overall objective is to implement solutions to answer to regional challenges in the fields of innovation, resource efficiency, environment and cultural assets, supporting regional development and sustainable growth.

The Programme is committed to funding high quality sustainable projects addressing key transnational challenges or common transnational problems shared by different regions across the Atlantic Area. Therefore, they should also be impact oriented, seeking to generate sustainable change in the regions and responding to genuine transnational needs.

A wide range of organisations under public or private law, are potential beneficiaries of ERDF funding and may therefore join a project partnership. Eligible organisations cover entities like:

– National, regional, or local public bodies

– Education and research institutions

– Not-for-profit organisations

– Private and public companies

– International, transnational and cross-border organisations

As general rule the Programme offers a maximum co-financing rate of 75% of the total project budget. Projects should have a work timeline of 18 to 36 months, with a start in the first quarter of 2017.

This call is structured in two stages:

  • 1st stage regards the submission of the Expression of Interest providing a clear outline of the proposed project (deadline 31st May). Decisions on the 1st stage will be made in September 2016.
  • 2nd stage for successful applicants, that are invited to submit a full project application within about 6 weeks from the date of notification. Final decisions on the 2nd stage applications will be made by January 2017.

We encourage AER eligible member regions and partners to take into consideration this interesting funding opportunity for projects and to read carefully the relevant documents and instructions to apply for this call. AER Secretariat is at your disposal to help you in developing your project idea and build a relevant partnership!

The Interreg Atlantic Area has also planned a launching conference on 24th May in Porto (PT), aimed to officially present the new Programme features and vision, debate the territorial cooperation added value for the Atlantic Area regions and also provide information about the projects that intends to fund under the first ongoing call. Interreg Central Europe: 2nd call is open!

The Interreg Central Europe launched the 2nd call for proposal, open until 23 June 2016 h 18:00 CET. This call offers around 90 million Euro ERDF co-financing for the best transnational project ideas in all programme priorities and specific objectives. The co-financing rates reach up to 85% depending on the location of an institution.

This programme is looking for transnational partnerships that jointly address challenges shared across central European cities and regions – related to either innovation, CO2 reduction, natural and cultural resources or transport. Such partnerships can be formed by both public and private organisations.

The eligible areas are all regions from Austria, Croatia, the Czech Republic, Hungary, Poland, Slovakia and Slovenia, as well as eight Länder from Germany (Baden-Württemberg, Bayern, Berlin, Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachsen-Anhalt, Thüringen) and nine regions from Italy (Emilia-Romagna, Friuli Venezia Giulia, Liguria, Lombardia, Piemonte, Provincia Autonoma di Bolzano, Provincia Autonoma di Trento, Valle d’Aosta and Veneto).
