Erasmus+ KA1: Call for Partners!

Cooperativa Sociale “Il Mosaico” – member of ALDA (European Association for Local Democracy) – is working on the submission of an interesting project proposal within Erasmus+ program, Key Action 1 on youth exchanges.

The project will be developed in the city of Dueville (nearby Vicenza, Italy) which will host young people from different countries involving them in a program of activities about digital fabrication. The aim is to increase creativity through digital innovation, 3D printing and handicraft know-how, taking inspiration from all the activities that can be made in a Fab Lab – Fabrication Laboratory.

A Fab Lab is a small-scale workshop offering (personal) digital fabrication. It is set up to inspire people to turn their ideas into new products and prototypes by giving them access to a range of advanced digital manufacturing technology. Some examples of activities that could be performed are: tour of local enterprises to know the digital fabrication in Veneto Region, courses about machines used in digital fabrication such as 3D printer/CNC router/laser cutting, creation of a product using the digital fabrication, workshop about role of the women in the digital fabrication, etc.

“Il Mosaico” is looking for 4/5 partner organisations that will send 5/6 participants each, including a youth leader.

All accommodation and food costs will be covered. Travel costs will be reimbursed according to the distance calculator and the Erasmus+ rules. Participants are asked to pay an extra fee of 40 euros to the youth exchange expenses for the raw materials used in the machines.

Partner Search for a project within the 3rd Health Programme

The Government of the Balearic Islands (E) is looking for partners to join a project proposal that will be submitted within the 3rd Programme of Community Actions in the Field of Health (2014-2020), Topic « Gathering knowledge and exchanging best practices on measures reducing underage drinking and heavy episodic drinking » (Call PJ-02-2016, deadline 2nd June 2016 h 17:00 CET).

This project aims to study and determine the alcohol-related trauma in summer destinations along the Mediterranean coast, connecting the dots followed by the young European tourists going on holidays which often involves heavy drinking as main ingredient, that suffer an alcohol-related major trauma. That means getting to know their reasons in order to be able to establish preventive measures in their countries of origin and at their destinations as well. The project wants to explore which kind of trauma are more frequent after alcohol consumption in order to improve the care to these patients and to prevent it from happening. Moreover it wants to get knowledge about how is the come back to normal life into their countries after suffering alcohol-related major trauma, that will help in launching actions to improve their integration and quality of life.

The project duration will be between 30 and 36 months and the EU grant is 60% of the total estimated budget (consequently, the remaining part of the total eligible expenses entered in the budget must be financed from sources other than the EU grant).

The partners willing to join should have the following profile:

– National or Regional Ministry of Health

– National or Regional Ministry of Tourism

– Hospitals

– Universities, Research Centres, etc

– Local Authorities

– Others

And should come from the following countries: Bulgaria, Croatia, Cyprus, Germany, Greece, Ireland, Malta, Sweden, United Kingdom.

Erasmus for Young Entrepreneurs: looking for the last project partner!

LocalEurope is looking for the last partner to join a project proposal on young entrepreneurs that will be submitted within the Call for Proposals of the programme “Erasmus for Young Entrepreneurs” (deadline 05 of April 2016).

The potential partner should be an Intermediary Organization with at least 4 years of experience in implementing “Erasmus for Young Entrepreneurs” projects. The consortium is currently composed by partners from Spain, Italy, France, Portugal, Czech Republic, Germany and United Kingdom.

Erasmus+ project proposal on social-farming: looking for partners!

A member of ALDA (European Association for Local Democracy) is looking for partners to join a new project proposal that will be submitted within Erasmus+, Call 2016 – Key Action 2 on Strategic Partnerships (deadline 31 March h 12:00 CET).

The project proposal is led by Unione degli Assessorati Comunali e Provinciali alle Politiche Socio-Sanitarie e del Lavoro (Palermo, Italy) and aims to design and piloting a training curriculum concerning the professional profiles working in the socio-farming sector (the ones already existing and the potential ones), whose employability is rising all over Europe. In fact, the social-farming field is progressively developing, both in terms of employment offer and production, and it is generating a plurality of profiles integrating agronomic competences with the ones related to care and rehabilitation linked in particular to the psychiatric field.

This partners search is addressed to all the countries eligible in Erasmus+ except Italy being this country already represented within the partnership, having the potential partners the following profile:

1) Public Authorities in order to “translate” the project results in tangible products aimed at strengthening the production and placement system of the socio-farming field in all national territories involved in the partnership;

2) Organisations holding specific know how in both the agroeconomic and care sectors, and in the design of the professional curriculum expected that must be piloted in at least 3 partnership countries;

3) Social private companies, responsible of the piloting of the training curriculum within their respective territories.

Interreg Europe, project on food security: looking for partners!

The CIHEAM-IAMM in Montpellier (France), one of four Mediterranean agronomic institutes of the International Centre for Advanced Mediterranean Agronomic Studies, is working on a project proposal on “The governance of food security as a new driver for innovative and sustainable territorial economies” (Interreg Europe, 2nd call, Objective 4.2: Improving resource efficient economy policies).

The project idea is to take food security as a global cross-cutting concern and to see how this issue can drive innovation and economic and social development of the territories in the non agricultural sectors of the economy. That is the originality but also the challenge of this proposal!

The consortium is already composed by partners from Italy, Spain, France, Denmark and Poland. In order to finalize it, CIHEAM-IAMM is looking for partners from Belgium, The Netherlands and Sweden which represent regional authorities in order to have a quite direct link between the project of setting up a regional cross-cutting governance for food security and the execution of the Regional and Social development programmes.

Erasmus+ Key Action 3: Policy Reform Call

Erasmus+ aims at boosting skills and employability, and modernising Education, Training and Youth work, providing opportunities for over 4 million Europeans to study, train, gain work experience and volunteer abroad. In addition to providing grants for individuals, Erasmus+ supports transnational partnerships among Education, Training and Youth institutions and organisations to foster cooperation and bridge the worlds of education and work, and supports also national efforts to modernise Education, Training and Youth systems. The field of Sport is also approached, supporing grassroots projects and cross-border challenges such as combating match-fixing, doping, violence and racism.

Erasmus+ Key Action 3 covers the area of Supporting Policy Reform.  A call has been issued in the area of European Policy Experimentations with the general objective of promotion the improvement of the effectiveness and efficiency of education and training systems and youth policies through the collection and evaluation of evidence on the systemic impact of innovative policy measures.

This call requires the involvement of high-level public authorities of the eligible countries and the use of sound and widely recognised evaluation methods based on field trials (experimentation).

An estimated budget of €14 million is available for this call, with €12 million available for Education and Training and €2 million for Youth. Grants are available for up to 75% of total eligible costs.

The deadline for pre-proposals is 14 April 2016 – 12.00 noon CET. The deadline for full proposals is 13 October 2016 – 12.00 noon CET.

A webinar for interested applicants is organised by EACEA and European Commision on 17 March 2016.

Indicative planning for Life calls 2016

An indicative planning for the LIFE call 2016 is now available. Applicants busy designing a potential new LIFE project now have a rough guide to the expected deadlines and submission routes. In addition, the total budget allocations for project types and subprogrammes are detailed. The official 2016 call is provisionally scheduled to be published in the second half of May. Once ready, an application package and supporting information will also be made available.

The LIFE programme is the EU’s funding instrument for the environment and climate action. The general objective of LIFE is to contribute to the implementation, updating and development of EU environmental and climate policy and legislation by co-financing projects with European added value. LIFE programme is structured as follows:

– Sub-programme for Environment: types of interventions on Environment and Resource Efficiency, Nature and Biodiversity, Environment Governance and Information

– Sub-programme for Climate Action: types of interventions on Climate Change Mitigation, Climate Change Adaptation, Climate Change Governance and Information

The LIFE Regulation,  which was published on 20 December 2013, sets a budget for the funding period 2014–2020 of €3.4 billion in current prices.

Here below is the indicative planning for the LIFE call 2016, with the indication of the typology of project and budget breakdown.

– Traditional projects (budget €239,000,000):

  1. Subprogramme Climate – all objectives, deadline 7th September 2016
  2. Subprogramme Environment – objective Environment and Resource Efficiency: deadline 12th September 2016
  3. Subprogramme Environment – objectives Nature and Biodiversity, Environmental Governance and Information : deadline 15th September 2016

– Preparatory Projects (budget €1,920,000) – Subprogramme Environment, deadline 20th September 2016

– Technical Assistance Projects (budget €800,000) – Subprogramme Environment, deadline 20th September 2016

– Technical Assistance Projects (budget €160,000) – Subprogramme Climate, deadline 20th September 2016

– Integrated Projects (budget €79,200,000) – Subprogramme Environment, deadline 26th September 2016

2016 Summer Academy & Erasmus+ project

Østfold County Council is inviting AER members to join an Erasmus+ project proposal Østfold is going to lead. The idea is to develop a joint project, which will be rolled out on the occasion of the Summer Academy.

Meetings between young people and decision-makers:

The project Østfold County Council  plans to apply for is the Erasmus + Key Action 3 “Support for policy reform: meetings between young people and decision-makers in the field of youth”, specifically fulfilling the following priority:

National meetings and transnational/international seminars that offer space for information, debate and active participation of young people – in dialogue with youth decision-makers -on issues which are relevant to Structured Dialogue or to the EU Youth Strategy

Deadline: April 26th 2016

The project will allow to further develop the dialogue between youth and regional politicians, which is already a highlight of this event. For partner regions this will also be an opportunity to lower the costs of the participation of their youth representatives and contribute to their own efforts.

The AER Summer Academy

The AER Summer Academy gathers 120-150 participants from across Europe for discussions and dialogue between youth and decision makers from European regions.
About half of the participants are young representatives from regional youth councils/parliaments/other regional youth organisations. Through 5 days of key note speeches, interactive workshops, plenary discussions, study visits and informal learning activities, the Summer Academy encourages dialogue between youth and decision makers and experts in all activities.

The topic for the AER Summer Academy 2016 is youth and entrepreneurship.

Østfold County Council

Østfold is a county located southeast of Oslo, at the Swedish border. Østfold has an area of 4,186 km², and 265,000 inhabitants. The most important business sectors are agriculture, forestry and industry. The county council’s main task is to act as a regional developer. It is our responsibility to help expand the labor market by stimulating creativity and innovation. Youth and entrepreneurship are important focus areas for the regional development work in Østfold.

The County Council has been actively involved in international projects and partnerships for many years. Østfold participates in European organizations such as AER and CPMR and in partnerships in the North Sea and Baltic Sea regions (NSC and BSSSC). In addition, Østfold is heavily involved in the INTERREG programs.

Interreg Europe 2nd call: application pack now available!

The Interreg Europe monitoring committee has approved the terms of reference for the 2nd call for project proposals. If you want to improve regional policies on research and innovation, competitiveness of SMEs, low-carbon economy, and the environment and resource efficiency in your region,  Interreg Europe will be accepting applications for the second call from 5 April to 13 May 2016. You can get co-financing from the European Regional Development Fund for working with other regions, learning from each other and solving common challenges.

The application pack is made up of:

  • Terms of reference
  • Updated programme manual (version 19 January 2016) 
  • Letter of support 
  • Partner declaration 

Taking into consideration the high interest of regions and local public authorities across Europe for this Programme as well as the high competition, preparation is key to submitt a good proposal! Interreg Europe has put in place an extensive assistance plan for applicants which runs from mid-February until mid-April.

  • Project idea and partner search through the website’s integrated search tool to find people and ideas in line with yours and Join the community to create your own profile, and publish your project idea to find partners.
  • Project idea self-assessment which check the compatibility of your project idea with the Interreg Europe programme.
  • Lead applicant workshop, planned in Rotterdam on 22-23 March.
  • Lead applicant webinars, if you cannot make it to Rotterdam or prefer to focus on the topics you need, you can ask questions and interact with the speakers using the latest online technology.

The lead applicant webinars will run the week of 11 April from 10-11am. One topic is addressed per day:

  1. Designing project methodology: 12 April, 10-11am
  2. Building relevant partnerships: 13 April, 10-11am
  3. Managing budget and finances: 14 April, 10-11am
  4. Planning a project communication strategy: 15 April, 10-11am
  • Virtual Q&A hour, you can submit questions on any aspect of Interreg Europe’s 2nd call which will be gathered through registration and on the spot, answered during a live webinar on Fridays; you can pick a date that suits you at registration.
  • Project idea feedback, meaning the applicants can request the analysis of the Secretariat on your specific project idea; the request for feedback is made (and received) online, once you have joined the Interreg Europe community. Feedback requests are already open.
  • National information days, you can check out your ‘In my country’ to see if any local or national events are organised by the Interreg Europe point of contact.

“On y va – auf geht’s – let’s go!” is open for applicants

The ideas competition “On y va – auf geht’s – let’s go!” aims to support active citizenship in Europe and projects which benefit the community. The award is a recognition of this involvement, but at the same time it is a way to encourage the project initiators to develop and expand their activities with partners from other European countries. It is a Robert Bosch Stiftung programme, run jointly with the Deutsch-Französisches Institut (dfi), which acts as project coordinator.

“On y va – auf geht’s – let’s go!“ is looking for teams of 3 partners, one from Germany, one from France and one from another EU country to carry out a charitable and voluntary project together. The second round of entries closes on March 31st 2016,  for projects starting between June 1st 2016 and November 30th 2016.

Are you involved in a Franco-German project and wish to extend the cooperation to include a third European partner?

Do you live in an EU-member state and want to realize a project with French and German partners?

Do you want to vote for your favourite On y va –auf geht’s – let’s go!” project to win funding?

If so, “On y va – auf geht’s – let’s go!” is just right for you and open to receive applications!

Let’s develop a new project together!

The Province of Gelderland (NL) works on a fundamentally new approach to healthcare. Due to demographic, societal and technological developments the complexity of care is increasing while the number of healthcare professionals is decreasing.

The Foundation ParkinsonNet was created to tackle this challenge. It developed a new innovative approach and ecosystem to care for patients suffering from chronic diseases. ParkinsonNet was publicly initiated by Radboudumc, the medical centre in Nijmegen. Over the years, ParkinsonNet built a network and national infrastructure of specialized care in all 68 Dutch health regions and more than 3000 care professionals.

ParkinsonNet has derived working relationships with health insurance companies, sharing the objectives of an effective value based care. The network has an outstanding position also to create a public private ecosystem with health entrepreneurs.

Study visit & project development in Gelderland

Many of the products developed in the Parkinson project could be helpful also in the prevention and slowing down of other chronic diseases or in the quality and affordability of care. The same is true for methods and products developed in projects on other chronic diseases.

Following discussions in the AER [email protected] network, the region of Gelderland proposes to organise a two-day working meeting with AER members. The focus is on regions that have experience with projects on chronic diseases or are willing to implement a broader strategy.
This meeting is for you if:
– You have a health background,
– are a policy maker, a civil servant involved in health
– are a health cost representative
– are a private health care provider
– are an (e-)health entrepreneur working on self-management supporting tools or methodology
– …

The meeting will take place in Spring 2016 and in Nijmegen, Gelderland (NL). A number of regions have already indicated they were interested to participate.

Partner search: project proposal within Europe for Citizens

The European Association for Local Democracy (ALDA) is looking for partners to join a new project proposal that will be submitted in the framework of the Europe for Citizens Programme, on the measure Network for Town.

The project proposal is led by Consorzio Leonardo di Cooperative Sociali (member of ALDA) and it scratches from a crucial assumption that the current socio-economic situation brought many challenges with regard to the issue of addressing population needs and challenging European model of development. These newly emerged needs are often not addressed properly neither by public institutions, nor private ones, having lack of resources and slow procedures to improve situation in the first case and prevalence of, mainly economic interests in the second case. Therefore, in many cases civil society and civil society organisation have taken the leading role, trying to fill the gap arising from the lack of public response.

The project introduces innovative “cooperative communities” approach, integrating the core ideas of social cooperatives as a basis for creating a partnership among various stakeholders at local level, for creating positive synergies, strengthening cooperation and information exchange, establishment of networks and enhancing social capital.

Given the nature of the action, the partner search is mainly addressed to Local Authorities and their association.

Interreg Europe networking and partner search event

AER would like to share with member regions the save the date launched by the Interreg Europe for the 2nd edition of the partner search/networking event which will welcome around 650 people from all around Europe. The event will take place in Rotterdam (The Netherlands) on 22-23 March 2016 and is structured in a plenary session (available also via web stream) and different workshops offered to participants who have project ideas and have questions or need assistance by the Interreg Europe Joint Secretariat in preparing applications for the 2nd Call of proposals.

Interreg Europe helps regional and local governments across Europe to develop and deliver better policy, offering opportunities to share their ideas and experiences on public policy in practice and improving strategies for their citizens and communities.

Looking for experience sharing in cross border business parks

The Dutch municipality of Coevorden that would like to exchange experiences with border and cross-border regions regarding cross-border business parks with the aim to check if there could be also a possibility to initiate a project regarding this subject. The municipality of Coevorden and its German neighbour municipality Emlichheim, share a cross-border industrial park „Europark Coevorden GVZ-Emlichheim GmbH“. In practice, the industrial park is confronted with several problems resulting for example from the different legal regulations in the Netherlands and in Germany. The municipality of Coevorden would like to get in contact with border regions who have made similar experiences and to examine if maybe a common project on this subject could be developed (e. g. in the framework of Interreg Europe).

Partner search: regional planning and project development centre

The region of Usak (TR) and its regional development agency ZDA are looking for an EU partner region to establish a Regional Planning and Development Center.

The region is looking for EU co-applicants to establish a high level cooperation within the Project. All the costs of the project will be covered by EU and ZDA. Several activities will be carried out to share our experiences in the fields of;

–  Developing and implementing regional policies and strategic projects
–  Ensuring cooperation and coordination among regional stakeholders
–  Establishing new networks and getting involved in networks
–  EU policies and funding
–  Regional databases for networking and information dissemination.
