Follow up on youth mental health: join our working meeting at 2017 AER General Assembly

Following the discussion on youth mental health on occasion of the AER Spring Plenaries, AER Secretariat is fully supporting the development of actions on this topic having AER members chosen to create a specific working group aimed at both sharing experiences and defining a joint European project proposal. To this extent, AER Committee 2 on Social Policy & Public Health and Committee 3 on Culture, Education & Youth decided to join forces and use interregional cooperation to improve policies in this field.

To move this decision into actions, we take the opportunity of member regions gathering together at 2017 AER General Assembly to organise a first operational meeting in order to brainstorm on this topic, sharing previous experiences, analysing EU funding opportunities & calls that could finance the development of a project idea and planning next steps.

This meeting will take place within the General Assembly, on 31st May from h 12:00 to h 13:00, and it is structured as follows:

  • Catalonia and Norbotten, which are co-leading the working on youth mental health, will share their background on this topic and their ideas on how to move this at interregional level;
  • AER Secretariat will present an overview of the main EU funded programmes and initiatives that could support the development of a joint project idea as well as potential experts in this field that we could support us for the content;
  • Member regions are welcome to also share their prevision experiences on this topic and objective to improve them;
  • Planning of next steps in terms of project development and sharing good practices on this topic;

Interreg Europe for cultural heritage: do you want to join ProCHESS?

Cultural heritage continues to be a key topic for many AER member regions. To this extent, we would like to inform you about an interesting project proposal that Umbria region (IT) is preparing on this topic in the framework of the Interreg Europe programme, priority axis 4 “Environment and resource efficiency (Investment priority 6c “Conserving, protecting, promoting and developing natural and cultural heritage”, specific objective 4.1: Improving natural and cultural heritage policies) and make you aware that Umbria is looking for partners to complete the consortia. Therefore, we invite our member regions to take advantage of this valuable opportunity!

Project summary

This project, called Promoting Cultural Heritage through Entrepreneurship Support and Simplification (ProCHESS), aims to improve and promote policies/instruments relevant for any European region facing an inadequate existing cultural heritage exploitation. It will focus on the exchange of experiences and strategies about creation of cultural and creative enterprises with the following subject targeted:

  1. Promoting qualified skills and competencies in the field of cultural heritage.
  2. Using international mobility schemes as tool of business creation for cultural and creative industries.
  3. Provide coaching and managerial support for young entrepreneurs in the field of cultural heritage.
  4. Reduce administrative and legal burden for young entrepreneurs and startups in the field of cultural heritage.
  5. Digital Agenda as an asset to assist young entrepreneurs and startups in the field of cultural heritage.

The project will be designed as follows:

  • Exchange of best practices between partners
  • Divided into five workshops with one specific focus theme each
  • Set up a long-term cooperation and partnership between regional partners
  • Involve regional stakeholders and key regional decision-makers to ensure the successful implementation of the selected good practices.

The partners searched for ProCHESS are:

  1. Leader regions (at least 3): Regional managing Authorities/public authorities experienced in some of the themes, assuming that the project will be designed to ensure that these partners can access and import relevant good practices;
  2. Learner regions (up to 5): Regional managing Authorities/public authorities with specific interest in the project.

Join the “New possibilities” project on model of working with addicts

We are happy to announce a new partner search from the Wroclaw Centre for Integration (WCI), the unit of the Municipality of Wroclaw involved in social and professional activation of people without employment who are experiencing problems such as disability, homelessness.

What is the proposed project  about?

The project idea, titled  “New possibilities”, is about developing a model of working with addicts, based on the concept of harm reduction in order to maintain total abstinence. Abstinence is an unattainable goal. There is no access to other alcohol harm reduction models, so a significant proportion of people with a problem cannot fully benefit from help getting back into the labour market. The Wroclaw Health Centre has started the implementation of alcohol harm reduction program aimed to launch a pilot program targeting non-employed people with alcohol problems who will benefit from the alcohol harm reduction programme.

This project will be submitted in the framework of the Operational Program – Knowledge Development Education, Measure 4.3 Transnational Cooperation, having as deadline September/October 2017.

Who are the partners searched to join this project?

The partners searched to complete the consortium are non-governmental organisations whose mission is to help addicts (especially alcohol) to return to the labor market and which should be able to demonstrate the experience of the beneficiaries’ use of harm reduction programs.

The Wroclaw Centre for Integration would like to learn from the additional partners the specifics of the implementation of harm reduction programs and the principles of co-operation between different actors, aimed at reducing alcohol harm and professional activation of addicts, in order to transfer experience from other countries to Poland.

Social entrepreneurship: partners wanted!

Europe, as a community of shared values and a framework for collaboration, will only be able to endear itself to the majority of Europeans if it manages to carry a significant social dimension. A social dimension which visibly impacts the lives of Europeans in a positive way. Social entrepreneurship can help growing this social dimension.

Social inclusion: a real need in Europe

Social inclusion is a key aspect for Europe. It, therefore, is also a key policy goal. Indeed, many citizens are still not able to equally benefit of all the opportunities Europe has to offer. Women are still underprivileged in certain respects, young people and elderly people as well. Immigrants often have a hard time to be fully included in their new country. Minorities, such as the Roma or the LGBTI people and communities are also confronted to inequalities. The situation of people with disabilities is yet another illustration of inequalities and exclusion which have to be addressed.

Action plan: from ideas to projects

At the recent AER London plenary meeting, members discussed the actions they want to implement in the coming year. All three AER thematic committees held an individual session about the themes which should be addressed and the actions which would be relevant for members. In Committee 2 one of the prioritized themes was that of social inclusion. The discussion focused on the aspects of social inclusion to be put highest on the agenda but also which strategies would be most effective in promoting and stimulating social inclusion.

Regions attending the London meeting discussed who would be willing and able to lead joint projects and collaborative efforts of member regions in this broad field. The rule of the game being that no proposal could be made without specifically identifying for each action the regions which would be leading the implementation and those which would support it.

Social entrepreneurship, a tool for inclusion

In the discussion on social inclusion, considerable attention was being paid to social entrepreneurship as a method of practically strengthening social inclusion. It was widely recognized that involving the private sector and engaging individual employers are key to really making a difference when it comes to social inclusion and cohesion. Highly relevant is then how to engage entrepreneurs effectively. How to reach them, how to convince them, how to engage them, how to make them act effectively.

Exchanging good practices & developing a project

Participants in the discussion agreed that identifying and exchanging best practices would be very valuable and that the AER network provides an excellent and natural framework for such exchange.

Participants discussed the opportunity of getting co-financing from the European Union for good practice exchange in the context of an EU-funded interregional project. The region of Timis, for instance, presented a project idea focused on good practice sharing for social inclusion.

The province of Flevoland (NL)  shared it would be willing to look into the possibility of playing a role in initiating a project around social entrepreneurship, based on the exchange of best practices. Regions also interested in participating in a project focusing on social entrepreneurship are kindly invited to let this know

Are you searching for partners for the Erasmus+ KA3 call on social inclusion?

AER is glad to propose you a good partner to join your project proposals within the Erasmus+ KA3 on Social inclusion through education, training and youth. If you are designing your project for one of the specific objectives in Lot 1 – Education and training, the Universidad Católica San Antonio de Murcia (UCAM) would be happy to join your consortium as additional partner.

UCAM is keen in working on Erasmus+ projects and AER is happy to continue supporting them in creating links and connections with potential other partners and lead applicants.

What can they offer?

The private Catholic University will contribute to the success of your project having specific expertise in the project cycle management. In particular, the International Project Office (OPRI) is an office responsible for the management of international research projects at UCAM. They are currently involved in projects within Horizon 2020 and Erasmus+ Sport Calls.

Interested in joining a project to foster the dialogue among youth and policy makers?

Following the successful workshop organised within the European Week of Regions and Cities 2016 “EU Regions-Partners for Youth”, Harghita County Council is now leading the drafting of a project proposal in the framework of the Erasmus+ programme – Key Action 2, Strategic Partnerships in the field of Youth.

This project, titled “Youth Caravan”, aims to foster the dialogue between decision-makers and youth experts so that the voices of young people get to the decision makers. The target group that the project aims to reach is therefore composed by students, young people, teachers, teaching and administrative staff, youth workers, policy makers, youth policy experts resident in the countries involved in the project.

The main activities planned are the following:

  1. international / transnational meetings (“Youth Caravan”) that provide opportunities for young people to have dialogue with decision-makers, to be informed, to debate and to participate actively in terms of the structured dialogue about relevant issues the EU Youth Strategy;
  2. consultations with youth related to their democratic engagement in partner countries;
  3. consultations with youth established in partner countries: questionnaires, interviews;
  4. establishment of a common project platform by project partners, containing useful information for youth, in youth related topics like educational systems, employment, entrepreneurship, social activities, voluntary services, cultural programmes, travelling, etc;
  5. elaboration of a joint action plan containing proposals for the improvement of youth  policies and aimed to be shared with local/regional/ European decision making institutions.

Harghita County Council is now searching partners to complete the consortia, mainly coming from Italy and Spain. AER, together with the AER Youth Regional Network,  is a proud partner of this project and we wish to encourage our member regions and partners to join it as well.

INTERREG North West Europe: looking for an innovative project?

The University of Greenwich (UK) as lead partner, in collaboration with the Royal Borough of Greenwhich and Lille Metropole are developing a project within for the fifth call of INTERREG North West Europe Programme. Activities like exchanges of good practices, especially operational projects including pilot and innovative projects, will be supported within this programme. They plan to design and test an innovative digital platform to foster entrepreneurship and soft skills among inactive young people.

New partners are welcome to join this project!

The project is already at advanced stage and will be applied in the priority axis ‘Innovation’. The actions planned will target excluded population or population at risk of exclusion as well as communities under pressure by delivering societal benefits through innovation. The goal of the project is to bring together partners to develop a shared methodology supporting local economic activity and providing access to essential services such as improving digital skills and promoting entrepreneurship for range of currently disenfranchised groups, concentrating on those between 16-30.

Potential new partners should have the following profile:

  • local authorities (especially above 250.000 inhabitants)
  • universities
  • R&D agencies
  • non-profit organisations
  • private partners, including profit-making partners (e.g. SMEs)

and they should be located in the following countries:

  • the Netherlands
  • Ireland
  • Luxembourg
  • Germany
  • and Switzerland

Activities undertaken by project partners will be:

  • to develop a joint research methodology based on design thinking to define a new service,
  • to carry out needs assessment through a series of workshops involving various stakeholders and young people who is ‘Not in Education, Employment or Training’ (NEETs),
  • to develop the online platform that will then be tested in different locations and improved based on feedback from service users.

AER series on investments: Episode 2

Episode 2 of the AER series on investments focuses on the EFSI technical and advisory services available to regions for a sound and smooth implementation of the Juncker Plan.

Reaching the real economy

At the Opening Conference of AER Committees’ Plenaries in London, Florentine Hopmeier, Team Leader for the Investment Plan for Europe, European Commission, presented the latest features of the Investment Plan. She insisted on the EFSI technical and advisory services in particular. Regions had the opportunity to discuss and ask her questions about the challenges their facing. The European Fund for Strategic Investment is mobilising at least € 315bn for access to finance and strategic investments and is already supporting projects from areas such as research & innovation, digital economy, energy union, transport or the circular economy.

To facilitate the process of developing projects and matching with the investment opportunities, the EFSI has been equipped with the European Investment Advisory Hub (EIAH), for advisory services, technical assistance and providing expertise and with the European Investment Project Portal (EIPP), to improve transparency and to help matching investment opportunities proposed by project sponsors with investors’ interest. We will go through the main accessible services.

EFSI technical and advisory services for project development

To address the main financial and non-financial obstacles the European Investment Advisory Hub (EIAH) is providing support to the investment environment, during the project development and preparation. It is a partnership between the EIB and the European Commission and both contribute to its financing.

Project promoters, public authorities and private companies can ask for technical assistance and receive advices from high-level experts in order to get their project ready and suitable for investment opportunities. Here are the main programmes available:

  • JASPERS (Joint Assistance to Support Projects in European Regions), provides EU Member States with assistance during all stages of the project cycle, from development to capacity building and provides you an independent quality review. Here is the detailed description of the services, which are free of charge.
  • ELENA (European Local ENergy Assistance), provides investment preparation support related to energy efficiency and renewable energy across the 28 EU Member States. You can contact ELENA providing a brief description of your entity and the planned investment programme. The ELENA team will review the information and assess if the project meets the eligibility criteria and they will actively support you during the application process.
  • EPEC (European PPP Expertise Centre), supports the public sector’s ability to deliver better Public-Private Partnerships, through market intelligence, helping the PPP legal framework, the processes of preparing, approving and managing PPPs. This is mainly done through network activities, policy advice and project development support. Through the helpdesk facility they provide responses to immediate questions or find the relevant expertise needed.

The fi-compass  platform supports and enhance the use of EU funds. Searching by topic or by country gives access to guidance and manuals, providing practical know-how and learning tools on financial instruments. Through events and learning opportunities the platform enables the sharing of experiences in using the financial instruments and supports in the management.

InnovFin Advisory guides its clients on R&I projects in order to improve their structure and the access to finance. The services provided are many such as business modelling, strategic planning, eligibility criteria, governance, innovative financial instruments and they are provided independently of the EIB’s lending/investment decisions. You can submit you request writing a detailed description of the project, including business plan highlights and the expected budget commitment.

Bridging opportunities to investors

The European Investment Project Portal (EIPP) is a web portal where investors can search for project opportunities across Europe, choosing the size, sector and geographical position. Project promoters seeking for investors have only to register their proposal to the portal  and filling out a project application. The publication is free for public authorities.

In this way the project opportunities gain visibility and the investors can choose the solution which better fit their willings. The matching process between the interested sides becomes smoother and easier. This simple and user-friendly portal enables the transparency of the EU investment opportunities and at the same time makes them attractive to investors worldwide.

Sport and Eco-Labelled Green Tourism: partners wanted for two different project proposals

The Sakarya Metropolitan Municipality (Turkey) is currently working on two projects and is looking for partners that could join the consortia.

AER is pleased to share this research with member regions and the entire network, being this a good opportunity to be involved on projects in line with AER priorities and topics.

1) The first project targeting teenagers and refugees will be submitted within Erasmus+ Sport Programme. The project objectives are to foster intercultural dialogue among teenagers, to set up teams together and to encourage them towards sports by offering them opportunities for shared-learning and discover their individual skills.

The activities foresee within this project are the followings:

  • informing and raising awareness about a healthy life
  • disseminating ethical behaviour among sportsmen and sportswomen
  • organising conferences where teenagers will meet their idol athletes (basketball players) like streetball tournaments to provide equal opportunities for the teenagers
  • during these tournaments and events, providing the opportunity for local sports organisations to build stronger dialogue with each other.

The partners searched are:

  • municipalities
  • sports clubs
  • federations
  • local public bodies, etc.

2) The second project, mainly addressed to cities with rivers, will be submitted within the first call of Black Sea Basin Cross Border Cooperation Programme – Priority 1.1 of the first thematic objective: Promote business and entrepreneurship within the Black Sea Basin – Jointly promote business and entrepreneurship in the tourism and cultural sectors.

The project titled  “EU Eco-Labelled Green Tourism Project with Sustainable Tourism and Eco-Friendly Virtual Reality Applications”,  is targeting stakeholders in the tourism sectors such as local entrepreneurs, hotels, art crafters and tourism agencies as well as local farmers, boat owners, etc.

The short-term objectives are:

  • contributing to the development of jointly promoting business and entrepreneurship in the tourism and cultural sectors through partnership with region, by developing innovative eco-friendly virtual reality applications to sustain joint touristic services and cultural actions both during the project itself and afterwards
  • implementing symmetrical activities within the project together with the regions partner in the consortia

The long-term objectives are:

  • sustaining the joint eco-focused touristic and cultural visible impacts among project partners in the Black Sea Basin with EU Eco-Labelled green tourism criteria
  • establishing joint periodic events (joint festivals, virtual fair, etc.) within the partners’ regions

The expected results are stronger cross-border business opportunities in the tourism and cultural sectors in the Black Sea Basin, and tourism routes having green tourism criteria in partners’ regions.

The final beneficiaries are:

  • local people
  • local public authorities
  • local municipalities
  • nature parks and protected areas management bodies
  • farmers’ associations
  • national public bodies
  • cross-border and EU countries tour operators

URGENT Partners wanted for Erasmus+ KA2 project on Strategic Partnerships

ARTos Foundation (Cyprus), a contemporary arts and science centre, is looking for partners to join a project they are drafting within the Erasmus+ programme, Key Action 2: Strategic Partnerships – School Education.
This project titled “hisTOrY: An innovative toy-based educational tool for History”  aims to introduce an innovative educational tool for history, based on toys and their evolution through the last two centuries. Its main outcome will be is a movable educational tool to be used at schools and other educational spaces, having the form of a bookshelf made of cartoon where there will be 3D printings of toys and tablets. Children will have the opportunity to travel to the past using the tablets where videos and audios will interfere giving the information and incentives to learn about toys and their history. Serious gaming will be introduced with specific targets. At the same time a web-platform will be presented where more information will be available to help participants to accomplish their targets.
ARTos Foundation is looking for partners having the following characteristics:

URGENT partner search: project for groups at risk of discrimination

Abi Foundation – a Romanian non-profit organisation active in initiating and supporting projects in the field of education, culture and sports – is working on the launch of a Diversity Chart in Romania and is looking for European partners to join their project that will be submitted within the call for proposal ‘Action grants to support national or transnational projects on non-discrimination and Roma integration’ (REC-RDIS-DISC-AG-2016).

This call focuses on supporting activities for racial or ethnic minorities, persons with disabilities, older/younger people, religious minorities and LGBTI people, and it is structured on the following priority areas:

  • Fighting against discrimination based on sexual orientation in society and promoting the rights of LGBTI people;
  • Diversity management in the public and private sector: identification of existing practices, measurement of diversity management benefits, and awareness-raising;
  • Roma: activities aiming to raise awareness and combat harmful stereotypes of Roma and supporting thereby their integration into mainstream society;
  • To raise awareness about intergenerational solidarity and non-discrimination on the basis of age (in particular of young people).

The main activities of this project will be the identification of existing practices, measurement of diversity management benefits, and awareness-raising among the public and private sector.

Looking for partners: project for early childhood education and care

Kind en Gezin (Child and Family) is looking for partner to join their project proposal on “SCHOOL EDUCATION: Supporting efforts to increase access to affordable and high quality early childhood education and care (ECEC)” which will be submitted in the framework of Erasmus+ programme. This project aims at increasing the accessibility of integrated ECEC-services to support all families with young children.
Kind en Gezin is a Flemish governmental organisation, aiming at physical, mental, emotional and social development of children, with respect for diversity and rights. It is responsible for:
  • registration of high quality child care
  • support for parents-to-be and parents with young children
  • the criteria for adoption agencies

Consequently, Kind en Gezin has experiences in developing scientific (educational and medical) methods and monitor all these changes in the society.

The project aims at increasing the accessibility of integrated ECEC-services to support all families with young children and it focuses on the provision of good-quality integrated services for parents with children in early childhood such as the so-called ‘family centres’ or ‘children’s centres’ targeting the most vulnerable groups of families (e.g. migrant and poor families).
Kind en Gezin is looking for potential partners which the following profile:
  • experience in ECEC, in working with families;
  • being part of integrated services or being major expert centres of authorities on ECEC
  • experience on the topic of accessibility of services for all families, participation of families, working with vulnerable families, etc
  • willing to exchange practices on the theme of accessibility and work on a common toolbox to inspire other European ECEC-services.

Interested in tackling skills gaps? The Catholic University San Antonio in Murcia is looking for a lead applicant to join

If you are designing a project under the ERASMUS+ Key Action 2: Sector Skills Alliances EACEA 04/2017 and you are looking for partners, we are glad to inform you that the Catholic University San Antonio in Murcia (UCAM) is interested to join this kind of proposals.

The University has 18 years of experience of personalised teaching methods and offers distance teaching. As Higher Education and VET provider, it cooperates with regional, national, and multinational institutions, SMEs and companies. Your potential partner has been actively involved in European and International Projects through its Research Groups and its technical unit, called the International Projects Office (OPRI), and can take in charge the Dissemination and Exploitation of Results activities, because of its resources in the field of Audio-visual communication.

In brief, the aims of the University are:

  • Teaching higher education as a spreading vehicle of science, technology, culture and as a training method

Call for Partners: project for children with autistic spectrum disorders

The Regional Ministry of Education of the Region of Murcia (Spain) is searching for public or private institutions for an ERASMUS+ KA2 project they are drafting. To this extent, the Ministry is working in close cooperation with Murcia Regional Association of Professional Art-Therapists (MURARTT) in order to develop the following topic: ‘Art therapy and Inclusive Art for the Emotional and Cognitive Development of Children on the Autistic Spectrum Disorders (ASD)’.

The aim of this project is to design a programme of art therapy structured in workshops aimed at increasing cognitive and emotional capacity of children with ASD, within educational settings (infant and primary schools), NGOs and other related institutions. The project will be delivered by accredited professionals in associated countries.

The partners searched to complete the consortia are: private and public institutions with art-therapy intervention programmes aimed at children with ASD.

Support people to find more job opportunities thanks to environmental good practices

Pro Natura is a social enterprise based in Belgium. The core of Pro Natura action is the natural landscape design.

By doing so Pro Natura supports people who have troubles to find a job on the regular labour market. The organisation provides to them tailored trainings and work experience to increase the chances for a new start in their career. Pro Natura is constantly looking for organisations to join the exploration of innovative services and open to new markets to keep going in its mission.

PARTNER SEARCH

Pro Natura wants to get in touch with player in the social economy, local authorities, knowledge institutions, all around Europe.

The goal is to get in touch with them to build an informal network to participate in European project. Pro Natura is part of several european projects. The more recent is the “RE-DIRECT – REgional Development and Integration of unused biomass wastes as REsources for Circular products and economic Transformation” under the in the Interreg NWE.

TOPICS

Those organisation should be active in one of the following fields:

  • Valorisation of biomass waste;
  • Natural burial services;
  • Natural playground programme for schools;
  • Biodiversity programme for industrial areas;
  • “Dementia gardens” for retirement homes;
  • A façade greening programme in urban areas;
  • Every related field connected to the above topics.
