Green (H)ydrogen: Powering Our Regions’ Future

Why is Europe talking about hydrogen?

Hydrogen is a versatile energy source with significant potential. It can be used as a feedstock, a fuel or an energy carrier, and has many possible applications across industry in the transport, heating and construction sectors. Most importantly, it does not emit CO2 and produces almost no air pollution when used. The European Commission estimates that “green” hydrogen from renewable sources could make up 13-14% of Europe’s energy supply by 2050, and act as a replacement for fossil fuels in high polluting sectors. 

However, there is significant work to do to scale-up production and demand. At present, hydrogen makes up less than 2% of Europe’s energy mix, and is still largely produced from fossil fuels. Producing clean hydrogen from renewable sources like wind and solar is expensive, and while technology has improved and come down in cost, there remain challenges connecting hydrogen production to energy grids and securing enough investment to make it viable.

What’s in it for Regions?

Regions have a key role to play in scaling-up the renewable hydrogen economy across Europe.  With the right level of private and public investment, European regions can lead in the creation of self-contained “hydrogen hubs” that link all elements of the value chain. Indeed, the EU has committed to a total generation capacity of 40GW of renewable hydrogen by 2030, and in early 2022 launched a call worth €300.5 million for projects to develop “cutting-edge hydrogen technologies” under its Clean Hydrogen Partnerships programme.

In this context, the AER and the Government of Catalonia are initiating discussions among European regions on hydrogen in the energy transition. This knowledge exchange and networking session will be the first step towards sustained exchanges between regions on the development of green hydrogen. It will be an opportunity for AER members to identify common priorities in the field, project and funding opportunities with the European Commission, and accelerate work towards building a hydrogen community within the AER network.

Are you developing a project in the tourism sector? Umbria is keen to join!

Are you currently developing a project proposal within the Cosme programme or are you planning to do so? Sviluppumbria, the Development Agency of Umbria (Italy), AER member region, is eager to join as a partner an established consortium and to input with their expertise.

About the call

This COSME action aims to promote entrepreneurship and improve the business environment for SMEs to allow them to realise their full potential in today’s global economy.

In particular, the call for proposals Innovation uptake and digitalisation in the tourism sector (COS-TOURINN-2020-3-04) focuses on supporting the digital transformation of tourism entrepreneurs, particularly SMEs and start-ups, and enhance innovation along the tourism value chain, through the integration of tourism businesses and stakeholders in transnational and inter-regional innovation ecosystems as well as territorial partnerships and cooperation.

About SVILUPPUMBRIA

Sviluppumbria is the regional agency that supports Umbria’s competitiveness and economic growth, one of the AER member regions placed at the heart of Italy.

In particular, Sviluppumbria would like to join a partnership in the framework of COS-TOURINN-2020-3-04 – “Innovation uptake and digitalisation in the tourism sector”, and share experience and know-how for designing a successful project in order to improve the digitalization in the sector of tourism. Umbria is characterized by a combination of large enterprises and clusters of Small and Medium-sized Enterprises and can boast a close network in the tourism sector.
Moreover, Sviluppumbria has participated with success in previous European projects in the sector of tourism with the role of lead partner as for the SHARE project – Sustainable approach to Cultural Heritage for the urban Areas Requalification in Europe within the Interreg Europe programme, which aimed at exchanging experiences in cultural heritage policies in urban settings, and developing a sustainable and smart approach to its management.

Partner Search: Develop innovative land-based and offshore renewable energy technologies with the team from Umbria

Are you currently developing a project proposal within the Horizon 2020 European Green Deal Call or do you wish to do so? Then, Municipality of Acquasparta, Municipality of  Sangemini, Municipality of Terni and company Green Power, based in Umbria (Italy), AER member region, are eager to either join an established consortium or to find partners willing to co-create an effective project application.

About the European Green Deal Call

Horizon 2020 Green Deal Call launched on the 18th of September, offers €1 billion investment to boost the green and digital transition. It provides the opportunity and resources to achieve the primary objective of a sustainable Europe and planet. Project proposals have to be submitted by 26 January 2020.

The structure of the call is mirroring the European Green Deal. One of the ten thematic areas is Innovative land-based and offshore renewable energy technologies and their integration into the energy system – LC-GD-2-1-2020 within which proposals should focus on decarbonising Europe by making land-based and offshore renewables the main energy source while keeping the stability and resilience of the European Energy System.

About the “Renewable energy-based systems for District heating and cooling (DHC)” idea

Municipality of Acquasparta, Municipality of  Sangemini, Municipality of Terni and the company Green Power are looking for an established consortium to join as partner for an effective project application to be submitted in order to create a District heating and cooling (DHC) or for cogeneration of heat and power (CHP), possibly within the Horizon 2020 Green Deal calls – Innovative land-based and offshore renewable energy technologies and their integration into the energy system (LC-GD-2-1-2020).

Municipality of Acquasparta, Municipality of  Sangemini, Municipality of Terni and company Green Power aim to create a Self-Sustainable District in region Umbria, Italy. The protection and safeguard of the environment in this area, including springs with mineral water (Sangemini, Fabia, Amerino, etc.) will represent the basis for an eco-system that promotes the well-being of the citizens and other users of the mineral waters produced there. This will be achieved through an environmental recovery, including preparations for the production of green energy in former industrial areas and recovery of land connecting urban centres with major communication routes.

Therefore the team from Umbria is ready to contribute – in a potential project proposal that is already ongoing – by sharing their experience and know-how for designing a qualified project as well as its administrative capabilities for a pilot implementation/validation.

Partner Search: New project proposal to boost the circular economy!

The paper-making consortium ECOVPRINT based in Città di Castello, in Umbria, one of the AER member regions, could be the right partner to join your project!

About the European Green Deal Call

Green Deal Call, worth €1 billion, has been launched on the 18th of September. It is the last call of the Horizon 2020 Programme and just ahead of the launch of Horizon Europe, the next research and innovation programme kicking-off in 2021.

The Green Deal Call is all about making Europe the first climate-neutral continent by 2050, with a sustainable and inclusive economy. This is the opportunity to contribute to shaping a fair and greener society.

The structure of the call is mirroring the European Green Deal. Among the ten thematic areas, Demonstration of systemic solutions for the territorial deployment of the circular economy – LC-GD-3-2-2020 seeks for proposals enabling to decouple economic growth from resource use and to ensure a swift transition to climate-neutral and circular solutions.

About ECOVPRINT

ECOVPRINT is a consortium of companies specialized in paper-making and it is willing to put their expertise into the development and implementation of concrete actions. To this aim, ECOVPRINT is eager to get involved as a partner in projects in the framework of the Green Deal Call, Topic LC-GD-3-2-2020 “Demonstration of systemic solutions for the territorial deployment of the circular economy“.

Small Medium Enterprises’ members of the consortium produce packaging of paperboard, the printing of all kinds,  paper and paperboard products, durable and non-durable displays with components also of metal, plastic, and wood. In particular, ECOVPRINT can provide his experience in order to improve the social and environmental impact of the life cycle of the products concerned.

Considering the increasing global consumption and growing pressure on resources, boosting circular economy solutions can limit the environmental impact and waste of resources, increase competitiveness, improve the security of the supply of raw materials. This is even more relevant at the current time in light of the EU’s recovery from the adverse socio-economic and environmental impacts of the COVID-19 crisis.

Partner Search: Develop Integrated Interventions for Vulnerable People with Izmir Metropolitan Municipality

Are you currently developing a project proposal addressing the EaSI call VP/2020/003 “Establishing and testing integrated interventions aimed at supporting people in (the most) vulnerable situations” or do you wish to do so? Then, Izmir Metropolitan Municipality, the third-largest municipality in Turkey and a hub for multiculturalism and integration, is eager to either join an established consortium or to find partners willing to co-create an effective project application to be submitted by 15/10/2020.

About the Call

By means of the European Programme for Employment and Social Innovation (EaSI), the European Union finances actions needed to pursue one of its core objectives, i.e. “the promotion of high-level quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions”.

Despite the increase in the living conditions in the European Union over the last decade, threats to the social and economic wellbeing of people are still persisting and in need of an active response. Long-term employment and activity are still lacking across the continent, while poverty and social exclusion remain a major concern for many individuals. Making social protection and social inclusion as resilient as possible becomes even more urgent at the current time, when, as a result of the Covid-19 pandemic crisis, urgent needs of disadvantaged groups are increasing, whereas accessibility to public services and employability rate are dramatically decreasing all over the world.

Through the “(EaSI) – VP/2020/003”, the EU is calling for authorities and organisations to address this persisting gaps in the effectiveness of social benefits hindering the wellbeing, inclusion, and social mobility of most vulnerable people, referring to people facing the greatest barriers to social and labor market integration.  

The call supports the development and testing of policy innovations and experimentations aimed at the effective delivery of Principle 14 of the European Pillar of Social Rights, according to which“everyone lacking sufficient resources has the right to adequate minimum income benefits ensuring a life in dignity at all stages of life, and effective access to enabling goods and service”. The action must build on the integrated approach combining three strands: the provision of adequate minimum income benefits; activation services supporting the access to employment; and effective access to enabling goods and services.   

  • The EU co-financing rate for the projects implemented under this call is 80%

About Izmir Metropolitan Municipality

Izmir Metropolitan Municipality (IMM) holds a very important place in the local administration organization of Izmir, being the third-largest city in Turkey and an important logistic hub. IMM, as the local authority of the whole province, is responsible for the wide variety of areas, including social projects, community services, vocational education, health, culture, tourism, environment, climate change, IT, transportation, energy, natural resources, water, and sewerage administration, infrastructure, planning, and development, etc.

Izmir has been a remarkable city for both internal and external migration movements throughout history. Especially internal migration movements (from rural cities to metropolitan cities) that have been continuing since the 1970s and Syrians’ refugee movements for several years their repercussions raise vulnerable groups in Izmir like other metropolitan cities. Since then, IMM has given great importance to these and implemented a variety of projects and activities for vulnerable groups and other disadvantageous groups.

IMM provides a wide range of services in reference to fields of social support and social investment, and it has many service centers peculiar to each vulnerable group. To name a few examples: Milk Fed Lamb (Süt Kuzusu) is providing milk for kids between 1 to 5 years old. Vocational Factory (Meslek Fabrikası) is a project which improves the employability of job seekers with its local labor market-sensitive vocational training programs. Accessible Izmir (EngelsizIzmir) aims to form better conditions in all public services for disabled citizens. Grocery of Public (Halkın Bakkalı) is a project which provides urgent nutrition products to low-income neighborhoods while supplying them from local small producers. Hanging Meal (AskıdaYemek) and Hanging Invoices (AskıdaFatura) are the projects contributing to the solidarity of people who lives in the city for supporting low-income people by paying their invoices and fundamental food needs with donations. We are providing a diversity of services through our infrastructure and participating in grant projects (EU, UN, etc.)  for vulnerable groups such as women, disabled, refugees, NEETs. IMM has a good level of experience, implementation and cooperation capacity, infrastructure facilities, and responsiveness to changing local needs. 

In order to ensure social, cultural, educational, and economic cohesion and to transform the multicultural and multi-identity structure of the city into a richness, Izmir Metropolitan Municipality creates inclusive urban policies with a rights-based and holistic perspective always pushing for delivering the necessary. In light of the new threats posed by the Covid-19 and new migration flows in terms of supporting and providing proper services for vulnerable groups (including NEETs, disabled people, women with low educational attainment), IMM especially values the work that can be developed by being part of the EaSI project as it will enable to structure beneficial and inclusive policies, feed and support coexistence culture and social cohesion in the city.

European Youth Together: Denizli (TR) is eager to join projects

Denizli City Council Youth Assembly: the partner you were looking for?

The Denizli City Council Youth Assembly is keen to get involved as a partner in a project answering the Erasmus+ open call “European Youth Together”.

The Assembly aims at raising awareness of young people and ensuring their active participation in the mechanisms of local government. It also aims at raising awareness of social enterprise projects among young people. In the past years, the Denizli City Council Youth Assembly carried out various activities and projects in relation to education, culture, youth unemployment or technology.

What is the European Youth Together open call?

As in previous years, Erasmus+ launched the open call European Youth Together 2020. This call answers to Key Action 3: Support for policy reforms. It aims at creating networks promoting regional partnerships. These networks must run in close cooperation with young people from across Europe. The networks should organise exchanges, promote training and allow young people themselves to set up joint projects, all of which could be done through both physical and online activities. Projects should particularly address challenges related to inclusive participation for all young people, regardless of their background. The deadline for this call is 28 July 2020.

Mersin Metropolitan Municipality (TR) is eager to join projects!

European Youth Together 2019 is a call for proposals within Erasmus+ Key Action 3, Support for Policy Reform. The main objective of this call is to promote young people’s participation in European civic life by encouraging them to create networks aimed at organising exchanges, promoting trainings and allowing them to set up joint projects.

In this context, Mersin Metropolitan Municipality is looking to join projects as a local public body partner.

Charming open-air museum!

Mersin is a large city and port on the Mediterranean coast of southern Turkey.

It does not only offer 321 km long sea shore with unique natural beauties like sea, sand and sun trio but also offers variety of tourism opportunities such as: culture, faith, congress, uphill, tracking, rafting, paragliding and mountain climbing.

Often called “the Pearl of the Mediterranean”, Mersin is an important economic center as well as an open-air museum, a home with many historical and touristic places like numerous ruin sites and magnificent ancient castles.

Central Denmark seeking partners for Erasmus+ Project on Recruiting and Retraining Young Farmers

The difficulties of attracting young people to become
farmers is a challenge throughout Europe. This is reflected in the European Commission’s
proposal on the Common Agricultural Policy (CAP) beyond 2020 in which
generational renewal is one of the nine clear objectives. As such, a proposed 2
percent should be allocated to each Member States’ efforts to attract young
farmers by building on a single strategic plan that will simplify the support
for this group.

The project idea, which is planned as a Strategic
Partnership under the Erasmus+ programme Key Action 2 ‘Exchange for good
practice’, and proposes to set up a European partnership of at least three
European countries involving educational institutions, farmers, agri-businesses
and policy-makers with the aim of sharing good practice, finding new ways to
attract more farmer students, to change the public narrative on farming as a profession,
etc. The project will produce and disseminate its finding as intellectual
outputs.

The lead partner from Central Denmark, Asmildkloster Landbrugsskole, is an academy of Agricultural Business furthering agricultural education. The college is looking for partners from upper secondary educational institutions (age 14-16), VET institutions as well as students’ career guidance centres in order to exchange practices on how to attract young people to the agricultural profession. Additionally, interested institutions and organisations are invited to join the consortium. Latvian or Estonian? Join a project to revamp care for the elderly and the disabled

Örebro Municipality (SE), found within AER member region Örebro (SE), is seeking partners from Latvia and Estonia to join a project proposal within the Interreg Central Baltic Programme under Priority 4.1. The project will develop new methods for effectively serving the elderly and people with disabilities, forging durable relationships between public authorities and civil society organisations.

As populations age, public authorities face new challenges in providing the care and supporting their citizens need. Örebro (SE)  is looking for creative solutions to overcome these challenges. Their project will focus on developing a rehabilitative working method that:

  1. Empowers citizens to set goals for their own care

  2. Establishes civil society organisations and citizens as equal actors and facilitates cross-professional cooperation

  3. Incorporates all aspects of daily life into rehabilitation

While developing and testing the working method, partners will alter welfare techniques, reorganise care, redistribute competences among actors, and change the steering system. Throughout the project, partners will share their knowledge and experience to bring about sustainable care and prevention.

If you are a local, regional or national organisation in Latvia or Estonia interested in building up the independence and self-sufficiency of elderly and disabled citizens, this project is for you!

Share your experiences in helping unemployed immigrants gain access to the labour market

Gävleborg region (SE), member of AER, is looking for partners to join a project they are developing within the Swedish European Social Fund (ESF).

Overview of the project

The project called “Extra Support in Gävleborg”, aims at bringing long-term unemployed immigrants closer to the labour market. The municipalities in Gävleborg will try out different methods and working tools to motivate, train and educate the people born outside Europe and excluded from the labour market. By transnational exchange, the project will gain experience from partners having a background within this field. The project focuses on three themes that will be discussed and compared:

  • language
  • social entreprise
  • successful integration projects, towards further studies and jobs

The project is carried out on a regional level. But there is also a transnational part of the project, as Gävleborg  region wish to gain experiences from international partners, dealing with similar projects or programs, for similar target groups.

Partners searched

Gävleborg region is looking for European partners who are willing to host one transnational meeting and support the project throughout the project period. The idea of the project is to put together at least three groups, consisting of project members from different municipalities, who will visit at least three different partner organisations in Europe. The transnational meetings will consist in study visits and workshops or seminars, which will enable experience sharing.

Greek partner wanted for a cultural heritage project (Interreg Adrion)

The Central Europe Initiative is leading a proposal within the current call of the Interreg Adrion programme and they are looking for an additional partner from Greece to complete the consortium.

The proposal is addressed to the Specific Objective 2.1 “Promote the sustainable valorization and preservation of natural and cultural heritage as growth assets in the ADRION area”, Topic 1 “Preserve, Capitalise and Innovate cultural and Natural Heritage”, and it aims to launch the start up phase of an European Cultural Route focused on history.

The consortium is currently composed by museums, municipalities, chambers of commerce, cultural associations from Italy, Slovenia, Croatia, Bosnia Erzegovina, Montenegro.  A Greek partner is now searched in order to finalise the consortium.

Partners wanted to exchange on supporting SMEs to benefit from digital innovation

AER is happy to share with you an interesting project proposal that comes by one of our member regions, Catalonia (ES).

The proposal, that will be submitted within the Interreg Europe 4th call,  is led by the Spanish company Mesadvocats which is looking for partners to complete the consortium.

The project titled “Supporting SMEs to take advantage of new IT breakthroughs to enhance internationalisation”, aims to improve response from public entities in the face on new electronic documents and digital processes related to import-export operations and intra-community goods transport.

Managing authorities and intermediate bodies that manage structural funds usually implement programmes and services that support SMEs internationalization. The project’s objective is to establish an exchange of knowledge between partners and relevant stakeholders which usually implement programmes and services that support SMEs’ internationalisation. In particular, the project aims at understanding how support programmes could be improved with new actions with regard to three digital innovation in order to reduce the administrative burden or simplify freight and transport information exchange and on the other side how managing authorities and intermediate bodes can also benefit from the new digital technologies.

The three selected digital innovations that will be targeted within the project are:

  • e-invoicing
  • open data and open sources of knowledge
  • blockchain

EEA Grant: looking for partners to join a project proposal

The New Tech vocational-technical school in Zamosc (PL) is working on a project proposal within the EEA Grant having the deadline on 1st July and is looking for additional partners to complete the consortium.

The consortium is currently composed by 3 schools from Poland and a partnership with Simens. The lead partner wishes to add 2-3 vocational-technical schools from Portugal or Greece, Malta, Croatia, Cyprus, Turkey, that may be private or public school with pupils at the age of 14-18 years, teaching or ready to teach in the following subjects:  electronics, automatics and robotics. The cooperation will be initiated between vocational-technical schools from 3-4 countries.

What are the benefits in joining this project?

  1. Implement innovative educational programme in the field of electronics, robotics and automatics (development of the innovation is the main aim of the project)
  2. Launch and equip NewTechLab at school
  3. Disseminate good practices in the sector of national vocational education in the field of electronics, robotics and automatics
  4. Implement in their country best practices of cooperation between vocational schools and social, public and business sector

All above activities will be co-funded by the EEA Grant, having covered 80-90% of the eligible costs. The estimated duration of the project is 3-4 years (2019-2023).

What are the following steps?

Partners that will join the proposal have to provide a declaration of cooperation from partner schools (in the first step a formal agreement is not required).

By the end of June, the lead partner will send a concept note to EEA Grants (the first step).

If successful, the full application form has to be submitted by the end of December (the second step).

Interested in collaborating with Castilla y León, Spain on innovative financing for social services?

Gerencia de Servicios Sociales de Castilla y León, which is the Public Body competent on Social Services in the region of Castilla y León (Spain), is searching an additional partner for the project proposal they are developing within the IV Call of the Interreg Europe Programme.

The project aims at helping regional and local governments across Europe to develop and deliver better societal impact policies. It is set to drive societal impact by accelerating Social Impact Investments (SII) and it focuses especially on Social Impact Bonds (SIB). By learning from the most advanced/experienced regions that have already implemented SIBs in their territories, other regions in Europe can start testing the validity of this novel instrument and, if successful, induce a policy change to improve regional policy instruments.

Is it the area of inter-regional cooperation on innovative financing for social services something that you are interested to work on? Do you wish to focus on SIBs to finance societal? If so, you can canditate to join this project!

The ideal partner should be public administrations (preferable regional ones) with great interest in Social Impact Bonds (SIBs), mainly in social services or healthcare areas, able to influence their Structural Funds programmes (ERDF/ESF), especially those under the Investment for Growth and Jobs goal, on the topic of innovation.

Looking for partners? Kamza Municipality is available to join projects!

Kamza Municipality (AL) is looking for projects to join as partner within the Interreg Adrion Second Call for Proposals.

Kamza is located 7 km far from the capital city, Tirana, and it is the 6th largest city in Albania. The geographical position of this city is most advantageous in the triangle strategic, Tirana – International Airport “Mother Teresa – and Durres.

Kamza has previous significant experiences in European funded projects, in particularly within the IPA Adriatic Cross-border Cooperation Programme having been partner in the Project BWS314 “Build Waste Sustainability: New Capacities for a Sustainable Waste Management”, which was aimed at building the capacities of Local Actors in the field of integrated waste management.
