Partner Search: Develop Integrated Interventions for Vulnerable People with Izmir Metropolitan Municipality

Are you currently developing a project proposal addressing the EaSI call VP/2020/003 “Establishing and testing integrated interventions aimed at supporting people in (the most) vulnerable situations” or do you wish to do so? Then, Izmir Metropolitan Municipality, the third-largest municipality in Turkey and a hub for multiculturalism and integration, is eager to either join an established consortium or to find partners willing to co-create an effective project application to be submitted by 15/10/2020.

About the Call

By means of the European Programme for Employment and Social Innovation (EaSI), the European Union finances actions needed to pursue one of its core objectives, i.e. “the promotion of high-level quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions”.

Despite the increase in the living conditions in the European Union over the last decade, threats to the social and economic wellbeing of people are still persisting and in need of an active response. Long-term employment and activity are still lacking across the continent, while poverty and social exclusion remain a major concern for many individuals. Making social protection and social inclusion as resilient as possible becomes even more urgent at the current time, when, as a result of the Covid-19 pandemic crisis, urgent needs of disadvantaged groups are increasing, whereas accessibility to public services and employability rate are dramatically decreasing all over the world.

Through the “(EaSI) – VP/2020/003”, the EU is calling for authorities and organisations to address this persisting gaps in the effectiveness of social benefits hindering the wellbeing, inclusion, and social mobility of most vulnerable people, referring to people facing the greatest barriers to social and labor market integration.  

The call supports the development and testing of policy innovations and experimentations aimed at the effective delivery of Principle 14 of the European Pillar of Social Rights, according to which“everyone lacking sufficient resources has the right to adequate minimum income benefits ensuring a life in dignity at all stages of life, and effective access to enabling goods and service”. The action must build on the integrated approach combining three strands: the provision of adequate minimum income benefits; activation services supporting the access to employment; and effective access to enabling goods and services.   

  • The EU co-financing rate for the projects implemented under this call is 80%

About Izmir Metropolitan Municipality

Izmir Metropolitan Municipality (IMM) holds a very important place in the local administration organization of Izmir, being the third-largest city in Turkey and an important logistic hub. IMM, as the local authority of the whole province, is responsible for the wide variety of areas, including social projects, community services, vocational education, health, culture, tourism, environment, climate change, IT, transportation, energy, natural resources, water, and sewerage administration, infrastructure, planning, and development, etc.

Izmir has been a remarkable city for both internal and external migration movements throughout history. Especially internal migration movements (from rural cities to metropolitan cities) that have been continuing since the 1970s and Syrians’ refugee movements for several years their repercussions raise vulnerable groups in Izmir like other metropolitan cities. Since then, IMM has given great importance to these and implemented a variety of projects and activities for vulnerable groups and other disadvantageous groups.

IMM provides a wide range of services in reference to fields of social support and social investment, and it has many service centers peculiar to each vulnerable group. To name a few examples: Milk Fed Lamb (Süt Kuzusu) is providing milk for kids between 1 to 5 years old. Vocational Factory (Meslek Fabrikası) is a project which improves the employability of job seekers with its local labor market-sensitive vocational training programs. Accessible Izmir (EngelsizIzmir) aims to form better conditions in all public services for disabled citizens. Grocery of Public (Halkın Bakkalı) is a project which provides urgent nutrition products to low-income neighborhoods while supplying them from local small producers. Hanging Meal (AskıdaYemek) and Hanging Invoices (AskıdaFatura) are the projects contributing to the solidarity of people who lives in the city for supporting low-income people by paying their invoices and fundamental food needs with donations. We are providing a diversity of services through our infrastructure and participating in grant projects (EU, UN, etc.)  for vulnerable groups such as women, disabled, refugees, NEETs. IMM has a good level of experience, implementation and cooperation capacity, infrastructure facilities, and responsiveness to changing local needs. 

In order to ensure social, cultural, educational, and economic cohesion and to transform the multicultural and multi-identity structure of the city into a richness, Izmir Metropolitan Municipality creates inclusive urban policies with a rights-based and holistic perspective always pushing for delivering the necessary. In light of the new threats posed by the Covid-19 and new migration flows in terms of supporting and providing proper services for vulnerable groups (including NEETs, disabled people, women with low educational attainment), IMM especially values the work that can be developed by being part of the EaSI project as it will enable to structure beneficial and inclusive policies, feed and support coexistence culture and social cohesion in the city.

How is your country progressing in energy efficiency? We want to know!

AER invites you to participate in the EU-wide Energy Efficiency Watch Survey which collects opinions from experts in all EU Member States on the progress in energy efficiency in the last years in their own country.

By taking part, you will be making an important contribution to energy efficiency efforts in Europe.

The survey is targeted at all people working on topics relating to energy in the business sector, energy agencies, university/research organisations, the public sector and others.

The European Commission and the European Parliament have expressed strong interest in the results of this survey, which is carried out in the framework of the H2020 Energy Efficiency Watch project.

The Energy Efficiency Watch project (EEW4) supports policy makers on EU, national and regional levels in improving energy efficiency policy and their implementation. Learn more about the project at www.energy-efficiency-watch.org.

Together for Cohesion project goes to the Council of Europe!

The Together for Cohesion project has been represented at the 37th session of the Local and Regional Authorities Congress, led by the Council of Europe and held in Strasbourg on 28-31 October 2019.

At our dedicated stand, project representatives promoted and advertised the project mission and activities to the interested participants attending the congress. Thanks to this event, the project information reached out to many different stakeholders from all over Europe, mostly regional and local civil servants, governmental representatives, politicians and NGOs. Indeed, more than 300 participants took part in the congress and had the opportunity to get insights and Marketing materials from our project, either for information purposes or for getting somehow involved in the project activities. The project’s mission is now in the phase of being spread and disseminated all over Europe.

Being also a member of the European Cohesion Alliance and linked to this year congress’s theme “Mayors safeguarding democracy”, project representatives mentioned to the participants who passed by our information desk the importance of EU cohesion policy and funds as a channel to implement social and economic investments at the grassroots level with the view to fostering better and enhanced growth among the regions. In this sense, AER considers EU cohesion policy and funds as an opportunity to help reduce (territorial) disparities and inequalities across the regions and therefore contribute to the respect of principles of solidarity, equity and good public governance – essential for achieving strong regional and local democracies. Indeed, our project is also touching upon this democratic dimension and is contributing somehow towards sustainable developments goals 8 (economic growth), 10 (reduced inequalities) and 16 (strong institutions).

More precisely, attendees who were interested in our information desk received a showcase on how to use the project website, how to handle the online database of good practices and learn/share about communication campaigns and reflect on examples from other regions for mutual learning. In addition, participants were invited to propose events or activities – within their regions – that can be linked to cohesion and structural funds directly or indirectly. These events are to be included in the so-called “European cohesion calendar of local events” – which is envisaged to provide an overview of the key regional events and activities on the topic of EU cohesion and structural funds, focused on the partner regions. This activity is one of the central hubs of the project implementation and will garner interest not only from the European institutions but also from the regions and citizens themselves!

In conclusion … attendees had the opportunity to learn more about the project either for dissemination purposes or for getting engaged somehow. Our project representation through the dedicated and well-organised stand in such an important event has given a strong visibility boost and political attention – not only from the Council of Europe representatives but also from key regional and local institutions across Europe.

Next Together for Cohesion project visibility activity will take place on 5 December at the AER Bureau meeting in Brussels.

Successful ‘Together4Cohesion project information desk’ at the AER committee’s plenaries in Podčetrtek (SI)

On 25 September 2019, at the committees’ plenaries in Podcetrtek in Slovenia, an information desk (stand) was organised to present and disseminate the Together 4 Cohesion project activities.

In particular, participants had the opportunity to exchange insights about EU cohesion and structural funds from their point of view. Participants received a showcase on how to use the project website, how to handle the online database of good practices on communication campaigns and how to contribute to the so-called “European cohesion calendar of local events”. Flagship regions Trentino (IT), Varazdin (CRO), Catalunya (ES) and Timis (RO) had the opportunity to meet each other and to discuss and clarify aspects linked to the organisation and implementation of their corresponding regional events and activities.

Participants attending the plenaries approached the information desk to learn more about the upcoming project opportunities. Insights on funding synergies between both EU and regional levels, enhancement of the upcoming local events, networking opportunities, better visibility and positioning for the region and Marketing-related issues linked to the project dissemination were touched upon between the project representative and the attendees interested.

Particular interest was given to the planning of the training workshops across the regions since they will provide advice and guidance on the use and communication of EU cohesion policy and structural funds. The workshops are intended to bring together regional civil servants, NGOs, entrepreneurs, public authorities, private companies and media media partners. Actually … how the EU cohesion funds have had and are having a positive impact on citizens’ life and therefore contribute to a better quality life for people established in the regions!

The “European cohesion calendar of local events” is still open so we encourage you to come up with ideas and proposals so as to include yours in our calendar and give a boost to your event at European level! It might draw the attention of European institutions to your regional topical needs and priorities!

Mersin Metropolitan Municipality (TR) is eager to join projects!

European Youth Together 2019 is a call for proposals within Erasmus+ Key Action 3, Support for Policy Reform. The main objective of this call is to promote young people’s participation in European civic life by encouraging them to create networks aimed at organising exchanges, promoting trainings and allowing them to set up joint projects.

In this context, Mersin Metropolitan Municipality is looking to join projects as a local public body partner.

Charming open-air museum!

Mersin is a large city and port on the Mediterranean coast of southern Turkey.

It does not only offer 321 km long sea shore with unique natural beauties like sea, sand and sun trio but also offers variety of tourism opportunities such as: culture, faith, congress, uphill, tracking, rafting, paragliding and mountain climbing.

Often called “the Pearl of the Mediterranean”, Mersin is an important economic center as well as an open-air museum, a home with many historical and touristic places like numerous ruin sites and magnificent ancient castles.

Together for Cohesion: let’s rEUnite! and…let’s kick-off

When you say connection, you say cohesion. When you say cohesion policy you say regional policy. When you say regions you say the Assembly of European Regions. That’s the short way to say that one of the core reasons that led to the setting up of our network is to advocate the principles of regional cohesion at European level. This is how the action started and continues, as like in any complex narrative, challenges take the most interesting place.

Background of the project

Given that cohesion policy is a key EU’s investment tool to foster the development in Europe, regions could benefit of it in order to improve citizens’ quality life through job creation, business competitiveness, economic growth and sustainable development. Despite all that, the Eurobarometer surveys prove that there is a big discrepancy in the way citizens acknowledge the existence and the benefits of cohesion policy from one region to another all over Europe. The European Institutions along with different organisations have been constantly developing actions to improve this situation, but apparently there is still room to work on it.

Together for Cohesion: let’s rEUnite!

In this context the Assembly of European Regions designed the ambitious project “Together for Cohesion: let’s rEUnite!”, conceived as a communication campaign that aims to raise awareness about the importance of programmes, projects and services funded by the cohesion policy funds in terms of benefits on citizens’ life as well as to turn citizens and stakeholders in active players regarding the future debate on cohesion policy. At the heart of it, there is a bottom-up approach that leads regions, citizens and stakeholders to become main protagonists of the action. The campaign will mainly focus on 5 European countries: Croatia, Hungary, Romania Italy and Spain, while some projects initiatives will be also open to interested actors outside this geographical scope. The campaign is based on the stories of locals in each of these countries as focal points to convey the positive impact of cohesion policy in people’s everyday life.

Kick-off meeting & mc Group

The project “Together for Cohesion: let’s rEUnite!”, funded by DG REGIO (European Commission-Directorate-General for Regional and Urban Policy), officially started on 1st of April 2019 and will last for 12 months. In line with the European spirt of its consortium, we celebrated the 9th May – Europe Day – in a significant way, by having in Brussels the kick-off meeting of the project with our consortium partner: “media consultant International Holding AG” (mc Group). As a full-service international integrated communication agency network, mc Group is the top-ranked German public relations agency and ranked third among advertising agencies in Germany. With offices in all 28 EU member states and 82 countries globally, mc Group will play a key role in order to successfully reach the project’s objective and to provide professional expertise on communication and dissemination to the actors involved at different levels into the project.

The kick-off meeting has been a fruitful occasion to strengthen the cooperation among the project partners, to agree on the project’s values and objectives and to elaborate the detailed action plan of the forthcoming activities. 

Stay tuned to follow the next initiatives…

The first project activity is the Call for Engagement launched by AER on the 8th May. This call stands as an official invitation for the AER regions within the 5 target countries that sent us letters of support in the preparation phase of the project, thus expressing their interest in being directly involved in the campaign. Therefore, the very first step of our project is “Regions on board!”. The regions that will reply positively to the Call for Engagement will be the direct beneficiaries of a diverse typology of actions to foster the perception of cohesion policy in their territories. Nevertheless, other regions within AER network and beyond will benefit from the events and the outputs of the project.

The next step of the “Regions on board!” is the Call for Action. This is a public invitation for all AER members as well as other organisations not strictly in our network yet, in order to share with us information regarding:

  • communication campaigns developed in the regions related to any kind of activity (projects, programmes, etc) funded by the cohesion policy funds. The best 10 practices will then be selected and included in an on-line catalogue which will be widely disseminated
  • pre-existing local initiatives and events related to cohesion policy that are going to be included in the “European Cohesion Calendar” which could be linked and fostered by the project activities.

The initial mapping of good regional practices represents a crucial step in developing our communication campaign: giving us the state of art of the already existing and successful campaigns at local level which we are willing to scale up with innovate ways of communication in order to better reach the citizens and stakeholder in the regions.

Launching of the communication campaign on cohesion policy

The launching of the “Together for Cohesion: let’s rEUnite” campaign will take place on 5th June 2019 on occasion of the AER General Assembly in Larnaca (Cyprus). Anyone interested in joining us and eager to feel the enthusiasm of the moment, is more than welcome!

Given that this project will last for 12 months, the activities are intense but nice and we are happy to keep you posted very soon on the next steps of this Let’s rEUnite adventure!

New financial and networking opportunities for environment: LIFE Calls!

AER has a long tradition of knowledge sharing and initiatives on “green” topics. As President of AER, Mr Magnus Berntsson, is also President of R20 – Regions for Climate Action. In order to promote an integrated approach on this matter, AER regularly attended the UN climate Conference of Parties (COP), shared the UN Sustainable Development Goals (SDGs), and organised ad-hoc activities for members as the study visits in the Province of Gelderland (NL) on energy transition and climate change.

In terms of EU funding and projects, we would like to share with you the opportunities now available for 2019 within the LIFE Programme, the EU’s funding instrument for the environment and climate actions.

LIFE Programme & Calls

The EU LIFE Programme provides funding opportunities for the support of Environment, Nature Conservation and Climate Action projects throughout the EU.

LIFE calls for 2019 are now open and planned as follows:

1.Environment sub-programme

  • Environment and resource efficiency traditional projects – deadline concept note 17 June 2019
  • Nature and biodiversity traditional projects – deadline concept note 19 June 2019
  • Environmental governance and information traditional projects – deadline concept note 19 June 2019
  • Integrated projects – deadline concept note 5 September 2019
  • Technical assistance projects – deadline 12 June 2019
  • Preparatory projects – date to be announced

2.Climate action sub-programme

  • Climate change mitigation traditional projects ​​​​​- deadline full proposal 12 September 2019

3.Operating grants for NGOs

LIFE calls are opened to…anyone!

  • Public body operating under a national government’s authority, e.g. local authority, national administration etc.
  • Private commercial organisation
  • Private non-commercial organisation (NGOs etc.)

In contrast to other funding
programmes LIFE projects are very flexible in terms of how they are set up. You
can run a project on your own as well as with partners from your own
or another country.

Anyone registered in the EU can make a proposal for LIFE traditional, integrated, preparatory, and technical assistance projects under the sub-programmes for environment and climate action. Specific conditions apply only to capacity building projects.

LIFE Information & Networking Day

The European Commission is organising an Information & Networking Day on the 2019 LIFE call for project proposals that will take place in Brussels on 30th of April. With this occasion you will be able to acknowledge the significant changes of the programme compared to previous years, you will have the chance to meet the representatives of the LIFE Programme from the European Commission and get to know potential partners for your project.

Therefore, don’t miss this opportunity and join it! The registration is open until 25th of April 2019, so no time to wait! In case you cannot come to Brussels, you can watch the event by streaming.

colleague to help us in managing the implementation of EU funded projects,
joining the AER Project Unit and being able to well liaise with the other staff
of the AER Secretariat, member regions and project partners. If you like the

Call for European Heritage Stories

Within the European Year of Cultural Heritage 2018, AER developed several activities in line with the overall goal of encouraging
people to discover, explore and boost Europe’s cultural heritage.

In this
respect AER organised the 2018 Summer Academy in
Maramures
(Romania) that
brought together over 100 young people from various regions across Europe to
discuss about the many benefits that heritage and culture can bring to a
region. In the same time during the AER 2017 Spring Plenaries
in London
and the Autumn 2017 plenaries in Nancy the delegates debated topics that
tackled the crisis of cultural heritage on today’s society and provided
participants with information on funding opportunities.

The call for European Heritage Stories

AER is enthusiastic to share with its members this funding opportunity that fits so well in the landscape and actions that we are focusing on.

The EHD Call for European Heritage Stories was initiated as a pilot initiative within the framework of The European Heritage Days (EHDs) and is set to be continued on a yearly basis.

The European Heritage Days are the most widely celebrated
participatory cultural events shared by people from the 50 European States
signatory of the European Cultural Convention.
Each EHD event and every visitor to those events represent a
unique European Story that communities would
like to share and potentially develop into a project.

The call for European
Heritage Stories is open to:

1. European Heritage Days communities from the 50 European
States signatory to the European Cultural Convention that have organised at
least one EHD event in the last three years.

2. EU Prize for Cultural Heritage/Europa Nostra Award
winners.

3. European Heritage Label sites.

Each community can submit
up to three stories per Call and up to one project proposal to be eligible for
the grant procedure (maximum €10 000) connected with one of the submitted
stories.

The objectives of
the initiative are:

  • To encourage people to engage with
    Europe’s cultural heritage and to reinforce a sense of belonging to the
    European common space.
  • To collect testimonies/stories that
    give an insight into how communities understand the European dimension of local
    heritage.
  • To identify and promote communities
    working with heritage in line with European values and with a long-term
    perspective of collaboration.
  • To reward communities for their
    efforts and to encourage them to develop their Stories further.
  • To motivate and encourage
    communities to participate in the EHDs.

AMiD workshop: multilevel cooperation for migration policies

On the occasion of this year Spring Plenaries in Örebro (SE), AER is organising a workshop on multilevel cooperation for migration policies.

What is AMiD about

The AMiD-Access to services for Migrants with Disabilities project aims to support an efficient management of the reception and integration of asylum seekers and migrants with disabilities in the EU.
AER is an important partner in the consortium, representing local authorities. Timis (RO), Värmland (SE) and Valencia (ES) have an active role in the Community Advisory Board (CAB), which gathers partnership members, European Regions and external experts from service providers.

A multistakeholder approach

In the migration context, cooperation and coordination between governments, local and regional authorities, civil society and other relevant stakeholders is needed.

At the International Migrants Day: Promoting Diversity in Regions, regions already discussed how to successfully harness the benefits of diversity for better social cohesion outcomes, through multi-level and multi-actor cooperation.

The AMiD project itself uses a multi-actor approach – involving civil society organisations and regional authorities. The workshop will devote particular attention to the local level and to the role of regions in the multi-level governance of migration and integration.

The workshop: get involved!

The AMiD workshop will take place on March 28th from 9:00 to 10:00 in Örebro. The idea is to have an interactive 60-minutes workshop which will allow participants to share their experiences and to learn from the experience of their peers in other regions. The main focus will be on multistakeholder cooperation and how this results in better outcomes in inclusion policies.
Highlights of this workshop also include a presentation of the AMiD Needs Assessment Tool, which should help regions address the needs of migrants with disabilities in an effective and integrated way.
The AMID project is an example of the way AER gets involved in EU-financed projects, with the aim to provide extra benefits and services for members.

European Projects Intern Wanted for Assembly of European Regions Secretariat Brussels (Closed)

Ready to train with the EU projects team for the largest independent network of regions in Europe?

We are looking for an intern to join the Project Unit at our Brussels Office, supervised by the European Projects & Private Partnerships coordinator.

Your main tasks will be:

  • Mapping calls for proposals and collecting information on funding (based on desk research and by attending relevant events as Info Days on funding programmes)
  • Writing articles on the results of your mapping as well as on running projects and activities
  • Disseminating information about projects and funding opportunities on social media
  • Supporting AER’s projects team in its partner searches and follow-ups with its members
  • Contributing to the implementation of ongoing projects for all concerning activities and finances
  • Providing inputs in terms of drafting documents to join new project proposals
  • The intern will also assist the team with general office management tasks.

Before applying, please keep in mind…

An internship contract must be signed by AER, the trainee and a sending University/School/Institute.

You will receive a monthly financial contribution of EUR 150 during your internship period. Travel and living costs must be covered by the intern.

If you are a citizen of a non-EU country, you will have to make sure that you meet all the legal requirements (visa, residence permit, etc.) to stay in Brussels as specified by the Belgian Law for foreigners. Health insurance must be ensured during your stay.

Latvian or Estonian? Join a project to revamp care for the elderly and the disabled

Örebro Municipality (SE), found within AER member region Örebro (SE), is seeking partners from Latvia and Estonia to join a project proposal within the Interreg Central Baltic Programme under Priority 4.1. The project will develop new methods for effectively serving the elderly and people with disabilities, forging durable relationships between public authorities and civil society organisations.

As populations age, public authorities face new challenges in providing the care and supporting their citizens need. Örebro (SE)  is looking for creative solutions to overcome these challenges. Their project will focus on developing a rehabilitative working method that:

  1. Empowers citizens to set goals for their own care

  2. Establishes civil society organisations and citizens as equal actors and facilitates cross-professional cooperation

  3. Incorporates all aspects of daily life into rehabilitation

While developing and testing the working method, partners will alter welfare techniques, reorganise care, redistribute competences among actors, and change the steering system. Throughout the project, partners will share their knowledge and experience to bring about sustainable care and prevention.

If you are a local, regional or national organisation in Latvia or Estonia interested in building up the independence and self-sufficiency of elderly and disabled citizens, this project is for you!

Share your experiences in helping unemployed immigrants gain access to the labour market

Gävleborg region (SE), member of AER, is looking for partners to join a project they are developing within the Swedish European Social Fund (ESF).

Overview of the project

The project called “Extra Support in Gävleborg”, aims at bringing long-term unemployed immigrants closer to the labour market. The municipalities in Gävleborg will try out different methods and working tools to motivate, train and educate the people born outside Europe and excluded from the labour market. By transnational exchange, the project will gain experience from partners having a background within this field. The project focuses on three themes that will be discussed and compared:

  • language
  • social entreprise
  • successful integration projects, towards further studies and jobs

The project is carried out on a regional level. But there is also a transnational part of the project, as Gävleborg  region wish to gain experiences from international partners, dealing with similar projects or programs, for similar target groups.

Partners searched

Gävleborg region is looking for European partners who are willing to host one transnational meeting and support the project throughout the project period. The idea of the project is to put together at least three groups, consisting of project members from different municipalities, who will visit at least three different partner organisations in Europe. The transnational meetings will consist in study visits and workshops or seminars, which will enable experience sharing.

EU funding programmes post-2020: what is foreseen?

The European Commission is currently working on the next Framework Programme for the period 2021-2028 which will have an impact on various funding programmes. AER had the opportunity to learn about the changes envisaged on two European programmes, Horizon 2020 and COSME, on occasion of a dedicated event organised by the Flanders-Europe Liaison Agency (VLEVA) and the Flemish Department for Economy, Science and Innovation.

Horizon Europe, a new Horizon 2020?

Horizon Europe is the Commission proposal for research and innovation funding programme post 2020. It will aim at strengthening EU’s scientific and technological bases, at boosting Europe’s innovation capacity, competitiveness and jobs and at delivering on citizens’ priorities and sustain our socio-economic model and values.

Horizon Europe will be divided in three pillars:

  • Open Science, aimed to reinforce and extend the excellence of the Union’s science base;
  • Global Challenges and Industrial Competitiveness, whose goal is to boost key technologies and solutions underpinning EU policies and Sustainable Development Goals. It will be composed of 5 clusters: health, inclusive and secure society, digital and industry, climate, energy and mobility, food and natural resources. These clusters are meant to be cross-disciplinary;
  • Open Innovation, which aims at stimulating market-creation breakthroughs.

Build upon the lessons learnt of Horizon 2020, Horizon Europe is an evolution rather than a revolution, as stated by Marnix Surgeon, Deputy Head of Unit Analysis and Monitoring of National Research and Innovation Policies at the European Commission. Among the novelties, the following can be particularly interesting for regions:

  • Research & Innovation (R&I) missions: they will better link R&I activities to society and citizens’ needs. Therefore, these missions will create more impact and will contribute to citizens’ involvement;
  • Extended associations possibilities: so far, only some non-EU member states, called third states, could be part of partnerships. Within Horizon Europe, third countries will be eligible partners.

Regarding rules, an increase use of simplified forms of grants will be applied where appropriate, through lump sums. The Horizon 2020 funding model, including up to 100% co-funding rate will be kept.

The end of COSME?

COSME, the EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises (SMEs), will be partly integrated in a new programme for single market, competitiveness of enterprises, including SMEs and European statistics. This new programme will combine 6 programmes and numerous actions together, which will allow to improve synergies, achieve better value for money and provide for greater visibility of the single market.

Along with a focus on competitiveness of enterprises and SMEs, this new programme will have a focal point on improving the internal market, standardisation, consumers and end-users, food chain and European statistics.

So far, COSME is composed of financial instruments and non-financial instruments. The latter will be included under the new programme, whereas the financial instrument will be part of InvestEU. Regarding the non-financial instruments, the following actions might be reinforced due to their success under this programming period: Enterprise Europe Network, Cluster initiatives and Erasmus for Young Entrepreneurs, whose names will be changed. Likewise, the IPR SME helpdesk, SME performance review, SME envoys will be carried on. Eventually some pilot actions and new activities will receive budget to be tested.

This is not over

All of these programmes are still under discussion. AER will keep you update in the following months on the evolution of negotiations.

It is noteworthy to recall that COSME and Horizon 2020 are still ongoing programme, which offer funding opportunities and call for projects till 2020. AER will continue to inform you on particularly interesting call for projects and  info days on fundings, as the  Information & networking days on Horizon 2020 (2019 calls) – Societal Challenge 5, planned in Brussels on 11-12 September.

Project Development Workshop on Rethinking Education

Education is a topic of high importance within AER having a dedicated Committee (Committee 3) focused on it, fostering the discuss and knowledge transfer among regions. Therefore, we are always looking for new opportunities to develop projects within this field and we would like to share with you the fourth edition of the Project Development Workshop on “Rethinking Education”.

Rethinking Education

This Project Development Workshop is about bringing together civil society organisations, institutions, providers active in the field of education and training with the aim of building consortia for the next Erasmus+ call for applications.

This year, the topic of the Workshop is Rethinking Education. It will therefore focus on projects fostering new ways of educating in all educational sectors and training.

If you have an innovative idea for a European project within the Erasmus+ (KA2, KA3 and Sport) programme and you are looking for partners to join your consortium this could be the right opportunity to find them!

Practical information

If you are interested, it is required you assess your eligibility by answering yes to the following questions:

  • Do you have a clear project idea and can your organisation free a person, the time and resources to be project coordinator of an international Erasmus+ project?
  • Is your project idea linked to rethinking education, e.g. finding new ways of educating?
  • Are you available to come to Brussels on 22 and 23 November 2018, and are you prepared to lead a round table with interested international partners?

Then, you can send your project idea before 20 August by following this link.

If your project is selected it will be distributed among potential partners during the Workshop.

The workshop will take place on 22 and 23 November 2018 in Brussels (BE). It is organised by the ReSET Task Force, together with EARLALL, Lifelong Learning Platform, the Liaison Agency Flanders-Europe (VLEVA), Central Denmark EU Office, South Denmark European Office, Région Hauts de France and West-Finland European Office.
