Defining role of regions in the light of the new Transparency Register

In the context of the current discussions concerning the future of the Europe’s transparency register -a joined initiative of the European Parliament and the European Commission-, a high-level meeting between lobby groups, interest representatives and EC Vice-President, Maroš Šefčovič, took place on the 5th of June in Brussels. The purpose of the meeting was to get input from the different lobby groups and associations about the results achieved so far, the practical aspects related to the extend and feasibility of financial data publication and whether it should be a mandatory or voluntary register.

AER was invited as representative of sub-national public authorities which have also been invited to join the transparency register. Even though AER strongly supports the transparency initiative, it insisted on the fact that regions are not corporate or private lobbyists, but representatives of public authorities, democratically elected by the citizens.

To avoid any confusion, AER asked for a clear distinction between public and private interests and a reference to citizens as the primary beneficiaries of such a register.

EU Executive Training Programme: final call for 2013 applications

European SMEs still depend largely on their domestic markets despite the opportunities brought by the enlarged single market and by globalization at large. In order to step up the internationalisation capacity of SMEs, the European Commission has set up training programmes for European business leaders and managers, to gear up their knowledge of foreign markets, cultures, languages and business practices. One specific programme is EU’s Executive Training Programme (ETP) which is providing scholarships and training for two industrialised markets, yet difficult to access for Europeans, Japan and Korea.

AER wishes a happy birthday to the Committee of the Regions

The AER took part in the 100th plenary session of the CoR in Brussels on 11-12 April. After a fervent speech from the President of the European Parliament, Martin Schulz, in favour of a Multiannual Financial Framework matching with the European Union objectives, the President of the Committee of the Regions, Ramón Luis VALCARCEL SISO, presented the CoR’s political priorities. He also underlined the complementary role that the EP and the CoR can play. Several important opinions have been adopted during this plenary on issues such as Enlargement, devolution in the EU, poverty and social inclusion, education, the European Fund for the most deprived, etc.

AER’s Secretary General used the opportunity to meet with several member regions alongside the plenary session and to get in contact with new regions.

Funds for interregional cooperation: Conclusions of info session by AER

INTERREG is not the only instrument for regions to finance interregional cooperation in the EU. Regional Operational Programmes can also allow for interregional cooperation via Article 37.6.b of the current General regulation. As this funding opportunity is often ill-known by regional authorities, the AER joined forces with INTERACT to organise an information session on 26 March 2013, which brought together 25 participants from 20 regions and 14 countries. Ms Amparo Montan, from the INTERACT Information Point of Valencia, Mr Michel Lamblin, Director of the INTERREG IVC Joint Technical Secretariat and the Limousin Region representatives explained how to use Article 37.6.b, presented the changes likely to occur in the next programming period, brought forward a comparison between INTERREG and the article 37.6.b and showcased the experience of the Limousin region (F), as one of the pioneers using article 37.6.b.

Friendship AER/Congress reiterated at the Council of Europe

AER invited the members of the Congress of the Council of Europe to a cocktail on 20 March 2013 in Strasbourg. This short reception gave the opportunity to Congress members, in particular from non-AER member Regions, to discover the new AER communication tools and services. It also allowed President Sabban to reiterate the claim she made during her previous intervention at the plenary session: Europe will not be successful in getting out of the crisis if it does not acknowledge Regions as key motors of its economy. Regions know best their territories and already provide, via their strategies and projects, some elements towards a response to the crisis. It is in that spirit that AER has launched a series of Summits on the Regions and the crisis. She invited the Congress to attend the final Summit (16 May, Paris). Ms Romanova, President of the Chamber of Regions (photo), thanked President Sabban for her invitation and welcomed her active involvement for a tight cooperation between the Congress and AER.

Cooperation Committee of the Regions / AER

During a working meeting this March 15th 2013, AER Secretary General met his counterpart from the Committee of Regions, Mr. Gerhard Stahl. The meeting was an opportunity to discuss the political priorities of the AER and the work program of the Committee of Regions in 2013.

Certain specific points were discussed, such as the arrangements for collaboration as well as the complementary of our work. It was agreed to suggest a new collaboration agreement as well as a more intense exchange between the CoR and our Assembly. Particular attention was given to the Eastern Partnership in order to prepare a joint action within the framework of the Ministerial Meeting of Foreign Ministers in Vilnius in Autumn. Our conference on Eastern Partnership in Dnipropetrovsk is in this respect, a good opportunity to define our point of view.

New EU energy efficiency directive

The 2012/27/EU Directive on energy efficiency entered into force on 4/12/2012. It will have to be transposed by all Member states by mid-2014. Until then, there was no specific binding legislation aiming at implementing the objective of 20% less energy consumption by 2020. This directive brings forward binding measures to step up Member States’ efforts to use energy more efficiently. By April this year, all Member states must have set their targets and levels of ambition. Binding measures apply notably in the fields of buildings and industry: energy companies are requested to reduce energy sales by 1.5% every year among their customers; the public sector is required to renovate 3% of their buildings; Member states are requested to draw up a roadmap to make the buildings sector more energy efficient by 2050. Finally, energy audits and management plans will be required for large companies.

AER and Hungarian counties meet Johannes HAHN

On 13th February 2013, Dr. Roland MENGYI, President of Borsod-Abaúj-Zemplén County Government and Co-President of the Hungarian National Association of County Governments (MÖOSZ) met, together with AER President Michèle SABBAN, the European Commissioner for Regional Policy, Johannes HAHN. The meeting, initiated by Mr. MENGYI and set up by AER, focused on the new organisation of the territorial sub-national government in Hungary and its role in managing and implementing the Structural Funds as of 2014-2020. President MENGYI explained this new set-up, stressing that Hungarian counties wish to play a greater role in the management and decision-making process. Mr. HAHN assured President MENGYI and AER President SABBAN that his team will make sure that all partners are included in the preparation and execution of the Partnership Agreements. He also underlined the need for Member States to respect the principle of multi-governance in this regard.

Committee of the Regions on Regional State Aid

The Committee of the Regions (CoR) has just adopted an own-initiative opinion on the revision of Regional State Aid guidelines. Jean-Paul Denanot, President of the Regional Council of Limousin (F) and member of the Committee of the Region was the rapporteur on this issue. The paper is calling for a regional state aid policy that matches better cohesion policy 2014. All regions and associations are invited to also contribute to the consultation on the EC draft guidelines on Regional State aid for 2014-2020. Consultation open until 11/03/2013.

AER wins over Partnership principle

AER has been calling for an improved implementation of the partnership principle in the context of cohesion policy since 1988. Recently, we led and participated in many lobbying initiatives, aiming at supporting the European Commission’s initiative to draft a European Code of Conduct on Partnership (ECCP).

In December 2012, thanks our efforts and the support of the European Parliament, an agreement has been found and the ECCP has been endorsed by both MEPs and the Council. On 5 February 2013, the AER welcomed this major step forward at the occasion of a structured dialogue with the European Commission and insisted on the need to monitor the implementation of the ECCP and the role of AER and European institutions in supporting capacity-building to support regions and member states in the implementation of the partnership principle.

AER assists Dnipropetrovsk (UA) in European Parliament’s hearing

On 30 January 2013, AER contributed to the organisation of a hearing in the European Parliament on the characteristics and priorities of the Dnipropetrovsk region (UA), which was presided over by MEPs Gabrielle Zimmer (DE), Miroslav RANSDORF (CZ) and Jaromir KOHLICEK (CZ). From the Ukrainian side, Vice-Prime Minister Olexandr VILKUL introduced the hearing giving an overview on the recent activities in Ukraine regarding regional development and decentralisation and then passing the floor to the other representatives from Dnipropetrovsk region who informed participants about the energy efficiency projects, the role of local government, and environmental aspects. Pascal GOERGEN, AER Secretary General, emphasised the important role of interregional cooperation and informed participants that AER is ready to assist regions in their cooperation efforts.

AER presents Irish Presidency of the Council of the EU

On 17 January 2013, AER Brussels office organised a Breakfast Briefing for 2013. Kindly hosted by the Irish regions office, the briefing featured the Irish Presidency’s priorities for these coming months in the area of Cohesion Policy. Over 30 participants were able to listen to Frank Maughan, Cohesion Attaché in the Irish Permanent Representation, who explained the main challenges of their presidency, which includes most importantly the general Multiannual Financial Framework negotiations and the uncertain outcome, as well as the next steps of the presidency.

Local and regional authorities urge member States to maintain Cohesion Budget

The four main European associations of local and regional government* are deeply concerned about the impact a reduction in the European Union budget would have on the future of cohesion policy.  They therefore call on national governments to maintain the cohesion budget at €339 billion, as proposed by the European Commission in July 2012.

This call comes ahead of the European summit to be held on 22 and 23 November 2012 in Brussels, where the heads of state and government will decide on the EU budget for 2014 to 2020 (Multi-annual Financial Framework).  A common message was also delivered to the regional policy ministers from the 27 member states during their meeting held on 6 November 2012 in Nicosia, Cyprus.

Under no circumstances should a potential reduction of the upcoming Multi-annual Financial Framework have a disproportionate impact on the future cohesion policy, which is one of the EU policies with the highest evidence of added value.  The European Union should send a clear message to our citizens that it cares about getting Europe out of the crisis by investing in job creation and growth.

The four associations ask that the heads of state and government keep in mind that the European cohesion policy – and more specifically EU structural funds – contribute significantly to the economic, social and territorial development of cities and local and regional authorities.  Indeed, according to Janusz Lewandowski, EU budget and financial programming Commissioner, one euro spent at EU level can generate up to €14 on the ground, thus creating a leverage to stimulate growth and development.  Without the sound financial support of structural funds, the objectives of the Europe 2020 strategy will not be achieved.
