AER presents its new branding, for a stronger Europe

On Tuesday 20 June, AER launched its new visual identity. This new branding symbolises AER’s political priority: “A Stronger Europe”.

This transition to a renewed AER could not have been possible without the hard work and dedication of AER during the last four years, under the presidency of Dr. Hande Ozsan Bozatli.

Let us now work all together – local, regional, national and European levels – to address the challenges ahead and bring cooperation and solidarity to the forefront of our priorities to deliver the policies our citizens truly deserve.

On 31 May, during AER’s General Assembly in Sankt Pölten (AT), Magnus Berntsson (Västra Götaland – SE) was voted in as the new President of the Assembly of European Regions.

As we now look to the successful future of AER, let us not forget the efforts of the last few years that enabled us to transition into an organisation that is a voice, a network and a partner for its member regions. I am excited about this new branding and the modernised website, and see them as an opportunity to further cement our commitment to a stronger Europe.

On the 1 June 2017, AER’s bureau meeting took place. AER’s position of cohesion policy was adopted, under the chairing of Flevoland Minister, and AER Cohesion Rapporteur Michiel Rijsberman.

The position calls for a strong renewed cohesion policy for all regions. Emphasising the added value of Europe’s largest investment policy, it notes that an effective cohesion policy will be essential if the EU is to successfully address the challenges confronting Europe today and deliver the results for a greater economic, social and territorial cohesion beyond 2020.

With a new, bold look, and a modernised website, AER stands for a stronger Europe.

We are a voice. AER represents its member regions, and stands for stronger cohesion between regions.

We are a network. AER aims to bring together regions, and to provide an environment for best practice exchange.

We are a partner. AER will continue to act as a dissemination partner for EU projects, providing a space for its members to grow and learn in a dynamic way.

MYFER Award ceremony

The Most Youth Friendly European Region Award ceremony took place yesterday in Sankt Pölten, Lower Austria on the occasion of the 2017 AER General Assembly.

This ceremony, chaired by Sonja Steen, outgoing President of the AER Committee for Culture, Youth and Education, highlighted the efforts region make to become more youth-friendly territories. Youth participation and inclusion are very high on the AER agenda and the award is a way of raising awareness on this topic while shining a light on successful and transferable examples in the regions.

…And the winner is

Jury Members unanimously awarded the MYFER award to Vojvodina (SRB) for their project on sex and relationship education for high school students.

The MYFER Special Prize went to Catalonia (ESP) for its tailor-made Youth Guarantee programme which combats early school leaving and increase the employability of Young people not in education, employment or training.

The MYFER Jury gathered on 16 May 2017 in Brussels and was composed of representatives from the AER Youth Regional Network, Eurochild, the European Youth Forum (EYF), the European Youth Parliament (EYP), and the Advisory Council on Youth of the Council of Europe Youth Department.Evaluation criteria include aspects such as sustainability, equal opportunities, social inclusion and gender equality as well as the impact of the initiative in the region and the role played by youth in its implementation and development.

Vojvodina: a holistic approach for healthy sex and relationships

This project started in 2013, after a survey of high school students returned alarming results indicating poor knowledge among sexually active teenagers. As regular school curricula in the country do not include sex education the region took action and implemented an extra-curricular programme for students.

This comprehensive sex and relationship education programme includes 14 one and a half hour workshops, a trainer’s guide and a book for students. Classes discuss sexuality, attraction vs. love, communication, gender roles, equality, sexual and reproductive rights, anatomy, AIDS and STIs, contraception and family planning, access to gynecology and urology health services etc. Gender-based violence and sexual abuse are also specifically addressed.

Young people are not mere beneficiaries: they are engaged and empowered to be actors of change: 30% of trainers are indeed peer trainers, enabling young people to be both recipients and providers of support.

This highly transferable initiative started with a pilot project for 10 schools. 2 years later it already involved 77 schools across the region. In total 150 trainers were trained, ensuring sustainability and long term impact.  After 3 years, 11865 young people from all over the region have been empowered through this action, for healthy sex and relationships.

Catalonia: social innovation for empowered youth

Confronted with the daunting task to curb a 48.9% unemployment rate for young people under 25 in 2013, this region developed its own Youth Guarantee model based on social innovation, with two highly successful programmes.

The “New Opportunities” programme targets early school leavers. Creative methodologies is used to offer job guidance, training, mentoring and insertion. After a short period of personal and vocational guidance exploration young people follow personalised itineraries of up to 2 years.

The “Unique” programme focuses on increasing employability. Major landmarks of this programme are the training activities outside the classroom, the work on transversal competencies and the ongoing tutoring.

Youth from very diverse backgrounds, at risk of exclusion or with higher education, receive customised support for training, employment or to set up their own business. The close cooperation with local social and economic stakeholders from an early stage prove instrumental in supporting the youth and bringing innovation to the local economy.

Moreover, specific actions are being carried out for youths with functional diversity and over 660 youths with disabilities are being hired at special employment centres.

 The unemployment rate dropped by 16,6% in 3 years. Over 42700 young people have participated in one of these two programmes, and 19,940 are currently working.

MYFER: snapshots of a Beautiful Europe

“Every second year the MYFER award enables AER to seize a picture of how regions build a progressive Europe with and for youth. While the two winning regions are particularly in the spotlight, all participants presented inspiring examples of how to make regions youth-friendly” says Sonja Steen, whose region organised the award this year and who was also the Chair of the Jury.

Each participating region received a detailed feedback on major assets and elements which can be further improved from the Jury members. These examples will be highlighted via the AER website to continue to disseminate good practices and encourage other regions to import successful ideas.

Moreover, the AER Youth Regional Network will be involved in the development of the upcoming edition of the MYFER award, because AER takes youth seriously.

AER launches its report on Regionalisation

Today, during AER’s General Assembly, our outgoing President launched AER’s Report on the state of Regionalisation in Europe.

The story behind the report

Early 2014, as the new programming period started, the Assembly of European Regions (AER) decided to look into the role regional authorities play in European politics and in Europe in general. To what extent is the subsidiarity principle implemented in European countries? Have Regions seen their competences and influence developed in the last years? How does multilevel governance look like in the various European states? If we consider the case of EU regional policy, to what extent has the partnership principle been respected for the setting up and implementation of this key policy for European regions?

These questions have been at the heart of a first study run in 2014-2016. More than 40 academic experts accepted to give their contribution to this work, by delivering detailed reports about the state of regionalisation and multilevel governance in chosen European countries. The study covers 41 countries, and each country report is based on a similar structure, thereby allowing a comparative approach among all studied countries.

Follow up on youth mental health: join our working meeting at 2017 AER General Assembly

Following the discussion on youth mental health on occasion of the AER Spring Plenaries, AER Secretariat is fully supporting the development of actions on this topic having AER members chosen to create a specific working group aimed at both sharing experiences and defining a joint European project proposal. To this extent, AER Committee 2 on Social Policy & Public Health and Committee 3 on Culture, Education & Youth decided to join forces and use interregional cooperation to improve policies in this field.

To move this decision into actions, we take the opportunity of member regions gathering together at 2017 AER General Assembly to organise a first operational meeting in order to brainstorm on this topic, sharing previous experiences, analysing EU funding opportunities & calls that could finance the development of a project idea and planning next steps.

This meeting will take place within the General Assembly, on 31st May from h 12:00 to h 13:00, and it is structured as follows:

  • Catalonia and Norbotten, which are co-leading the working on youth mental health, will share their background on this topic and their ideas on how to move this at interregional level;
  • AER Secretariat will present an overview of the main EU funded programmes and initiatives that could support the development of a joint project idea as well as potential experts in this field that we could support us for the content;
  • Member regions are welcome to also share their prevision experiences on this topic and objective to improve them;
  • Planning of next steps in terms of project development and sharing good practices on this topic;

The first European Silver Economy Awards at the AER General Assembly

The AER General Assembly is one of the launching events of the fist European level Silver Economy Awards. AER is proud to be a partner of the SEED project, the promoter of this important initiative.
Silver Economy is on the AER priority list since years. Already AER and member regions addressed Silver Economy  at the Training Academy in Aalborg in 2015 and more recently at the 2016 European Summit on Innovation for Active and Healthy Ageing (EIP on AHA), network in which eight AER member regions are active players.

SEED project powers the Silver Economy Awards
SEE project represents a good achievement for AER within the project side, having a big potential for the three Committees both in terms of content and activities. AER briefly presented the project at the last 2017 Spring Plenary now we would like to share with member regions more information being the time for the launching of its main activity: the Silver Economy Awards.
SEED is the acronym of “Supporting the recognition of the Silver Economy in Europe in the Digital era”, a successful project submitted under the Horizon 2020 programme, as Coordination and Support Action. Led by Empirica, SEED aims to put under the spot innovative solutions that show the prominence of the silver economy and the importance of the quality of life for the ageing population.
The nine partners of the consortium are engaged to design, organise and launch an innovative award scheme to finally give to silver economy the highest visibility possible at EU level.
The Silver Economy Awards has a long term vision as, once the two years project ends, the European Covenant of Demographic Change will assure the sustainability of the award itself.

The 2017 edition of the General Assembly is going to be an important milestone of the promotion of the award. AER took the opportunity of this important event for the AER network getting to know the process to apply and to promote the participation to the award among the member regions. AER wants member regions to submit all the great experiences they are carrying on to show how regional authorities and stakeholders are committed and innovative in this field. To put member regions in the best position to prepare a successful application, AER provides new format: not the usual presentation, but a stand. The Silver Economy Awards stand will be accessible to all the participants of the General Assembly during the two days of the event. Agnese Pantaloni – Coordinator for European projects and private partnerships, helped by Elin Berglie – Coordinator for member relations, will give you all the information about the Silver Economy Awards.

The must-to-know of the Silver Economy Awards
AER members are used to awards. The Regional Innovation Award is an an opportunity that no region want to miss.  Following the 2016 Regional Innovation Award on circular economy, this time (2017) the Silver Economy Awards will replace the replaces the Regional Innovation Award.
Member regions will have even a broader visibility thank to the composition of the award stakeholders. Not only public authorities, but also non-for-profit and business organisations.
Save the dates: applications opens the 8th June and close the 15th Novembre 2017.
The award ceremony is planned in Brussels, in May 2018.

AER Election Committee nominations for the elections at the General Assembly 2017

Per AER Statute and Procedures, elections for the Executive Board and the Election Committee and ratification of the members of the Bureau will occur at the General Assembly in St. Pölten (AT) on 31 May-2 June 2017. Elections for Committee Presidents took place at the Committee’s Plenary meeting in London (UK) on 21-23 March 2017.

  • Call for nominations and all statutory regulations concerning the elections

Established by the AER General Assembly in Västra Götaland 2015, the AER Election Committee will inventory and prepare for the elections at the General Assembly and the Committees by

  • Gather nominations from AER members; and
  • Nominate one candidate for each position to be elected;

If necessary, the Election Committee may nominate candidates of its own.

The Election Committees nomination of candidates

The Election Committee 2017 has discussed the formal requirements associated with the various positions and identified the needed competences.

The Executive Board has added the election of a President Emeritus to the agenda, in the AER Procedures defining the role of this position as follows:

“At the discretion of the Executive Board, the AER President Emeritus is a distinction that can be conferred on the person who served a prior term as President. The President Emeritus serves as an ex officio member of the Executive Board to provide such advice as from time to time is requested by the President or the Executive Board.”

The Executive Board has proposed a change of Statute, changing the number of Vice Presidents from 3 to 3-6. Should the General Assembly adopt the changes, the Election Committee may present up to six nominations for Vice Presidents. Should, however, the General Assembly reject the changes, only three nominations may be presented.

To be able to submit a proposal in accordance with current statute and at the same time be prepared for a changed one, the Election Committee has decided to propose the candidates for Vice President in order of priority.

The position of President of the Eurodyssey programme is open for nominations. As per the Eurodyssey Founding Texts, article II.1.3. “The President (is) elected by the AER General Assembly on the basis of his/her application”.

The programme is undergoing changes in its structure and processes. The Executive Board will submit a new proposal of Statute to be adopted by the General Assembly in June. Should these changes be approved by the AER General Assembly, the President of the Programme will:

  • no longer be linked with the secretariat of the programme
  • be adjunct of the AER Executive Board, acting as a rapporteur on Eurodyssey
  • be a member of the AER Committee for Culture, Education and Youth’s Presidium
  • represent Eurodyssey in all external relations

The Monitoring and Evaluation Group

Per AER Statute 4.8, the General Assembly elects, for a mandate of three years, three members, not involved in other governing structures of AER, to form a Monitoring and Evaluation Group. One of the politicians will have a coordinating role.

The current members are:

They were elected in 2016, and are subsequently not up for election.

Elections at the Committee Plenaries

Per AER Statute 9.3, The Committees may prepare, decide and implement initiatives in the framework of their assignments, including assigning ad hoc Working Groups and Task Forces to assist in their activities. Each Committee is chaired by a President, elected by the General Assembly on proposal by the committee itself and with a term of 2 years, renewable once.

Call for nominations

Per AER Statute and Procedures, the following is applicable to nominations to the General Assembly and the Committee Presidents:

In general

Statute 1.5: The bodies of AER are:

  1. a) The governing bodies: The General Assembly and the Executive Board;
  2. b) The Bureau for political discussion, debate and decision making as basis for lobbying and advocacy;
  3. c) The Thematic Committees for exchange and dissemination of best practise and running of programmes and projects.

The composition of all AER bodies should respect a geographical and gender balance.

Statute 1.7: The working language of AER is English.

Statute 1.8: Delegates in all bodies of AER must hold a regional political mandate. They may give due written authorization for a representative. In case of absence or should a delegate’s regional mandate be lost, the Executive Board is, after a period of a maximum of six months, charged to assign a substitute until the next General Assembly.

Statute 1.9: All votes in all AER bodies are by simple majority, defined as more than 50% of those present and voting, unless otherwise specified in the present statute. All elections are carried out by secret ballot, unless a unanimous decision to the contrary is made by the body in question. Other decisions are taken through a vote by show of hands, unless a member requests otherwise. In the event of a tied vote, on issues other than elections, the President of the body in question has the casting vote.

Statute 1.10: Common practice of political assemblies shall be applied to all AER meetings. Decisions are, in principle and whenever possible, adopted by consensus of opinion. The consensus should be understood as being the absence of any objection formulated and submitted by a member which may constitute an obstacle to the decision in question.

Statute 4.3: Each Full member of AER, after paying the membership dues, has one vote at the General Assembly. The vote will be expressed

  1. a) Directly by one of the representatives of the member region present;
  2. b) By proxy from one absent region to one region present.

Procedures 4.1: Proposals to be presented at the General Assembly, can be submitted up to the evening before the start of the Executive Board meeting preceding the General Assembly.

4.1.1 The Executive Board will give its opinion on the proposals to the General Assembly.

The AER President

Statute 7.1: The President prepares the work and all the decisions of the Executive Board. The President represents the organization in all external relations. Notwithstanding the Vice President Treasurer’s financial responsibility, the President remains fully responsible overall.

Statute 7.2: The President

  1. a) Chairs the meetings of the AER governing bodies and has the power to make all necessary decisions concerning the implementation of the decisions of the said bodies;
  2. b) Chairs the Bureau;
  3. c) Has the right to take legal action in the association’s name and on its behalf. The President may delegate such right to a representative, through a duly signed and dated written authorisation form.

Procedures 7.1: The AER President is charged to appoint a seconded officer who will work towards all tasks linked to the President’s duties – speech writing, drafting answers to letters, drafting the President’s contributions to communications, preparing the logistics of trips etc – in collaboration with the secretariat.

The Vice-Presidents

Statute 8.1: The Vice-Presidents

  1. a) May represent the President;
  2. b) Have assignments as decided by the Executive Board.

Statute 9.5: Each Committee is chaired by a President, elected by the General Assembly on proposal by the committee itself and with a term of 2 years, renewable once. The President is responsible for the committee’s smooth running.

Procedures 11.2: Each Committee President’s region is charged to appoint a seconded officer to act as committee secretariat in liaison with the secretariat and, ideally, at the AER office in Brussels. The seconded officer is responsible for:

  • Co-organise events and projects in collaboration with the secretariat;
  • Manage the content of the meetings;
  • Draft speeches and policy contributions

The Vice-President Treasurer

Statute 10.1: The Vice-President Treasurer is responsible for the administration of finances, in particular the management of assets and the supervision of income and expenditure, and shall report to the Executive Board and the General Assembly.

Timetable

Procedures 14.1: The member regions shall be informed four months in advance of the elections taking place at the General Assembly or the Committees.

Procedures 14.2: The candidates are invited to send an application letter at least two months before the election.

Procedures 14.3: The portfolio of the candidates will be distributed to all members at least two weeks before the election.

Procedures 14.4: The election will be presided over by the oldest representative of a member region, assisted by the youngest representative of a member region. In case of a second round of voting, only the two candidates in the lead can stand.
