AER is always eager to share with you funding opportunities that might be of interest. Today we would like to emphasise the EaSI call for proposal “Support for the deployment of skills assessments in the implementation of Upskilling Pathways”, having followed a dedicated webinar where useful information were shared.
This call aims to address the following challenge: a high number of adults are relatively not qualified and either cannot benefit from adequate training or they can but they don’t.
What is it about?
Employment, Social Affairs & Inclusion (EaSI) programme is the EU financing instrument to promote quality and sustainable employment and working condition, social protection and inclusion and to combat poverty. With this call, it wishes to face a major issue for regions: adults with relatively low-qualification.
The general objective of this call is to support the implementation of “Upskilling Pathways”. The specific objective targeted is to support the deployment by national and/or regional authorities of the provision of individual skills assessment for low skilled/low qualified adults.
More specifically, the skills assessments deployed should:
- identify and document the individual’s existing basic skills to make them visible;
- identify and document and specific learning gaps in each individuals’ basic skills;
- provide the basic for designing a learning offer adapted to the specific needs of each individual;
- be easily accessible and available to low-skilled adults.
Likewise the provision of skills assessments should:
- be based on effective and sustainable coordination of relevant public and private actors;
- be completed by guidance and support the take up of further learning opportunities;
- where available, provide individuals with opportunities to validate/certify his or her skills.
Activities that will be funded are tools for assessing the skills of low skilled/low qualified adults and/or arrangements for providing such assessments to low skilled/low qualified adults.

The deadline to submit application is 13 July 2018.
Project should last between 12 to 24 months.
Within this call, between 3 to 6 activities will be funded. Each project can request between 250,000 to 500,000 EUR.
The following countries can apply: EU members, Norway, Iceland, Albania, Macedonia, Montenegro, Serbia, Turkey.
Public entities in charge of national or regional policies/actions for up-re-skilling adults can be applicants and lead applicant. Whereas public or private entities (profit or non-profit making) involved in the organisation and/or financing and/or provision of services to adults can be co-applicants, in case of regional/national/transnational consortium).
More information for those who are ready to apply
Only one project per country can be financed. As a result, it is strongly recommended to exchange with other stakeholders in order to avoid unfruitful competition and rather build a strong and successful project. Furthermore, trans-national consortium are possible but activities must take place in one single country.
This call for proposal is in line with the “Upskilling Pathways” Recommendation set in 2016. Therefore applicants are strongly advised to read this recommendation and design a project which is based on it.
