Adopted by the AER General Assembly on 13 June 2024, Batumi (Ajara, Georgia)
The Assembly of European Regions (AER) is a driver of policymaking close to citizens, of a sense of belonging to value-based democratic regional communities, of cohesion among citizens and political actors in wider Europe, and of socially, economically, and environmentally sustainable development.
Four cornerstones of the AER Strategy for 2024-2031
-
Democracy and Citizen Participation:
AER upholds democratic principles and places the needs of citizens at the heart of its efforts. By promoting citizen participation and increasing transparency in decision-making processes, AER strives to create platforms for dialogue and engagement from all European regions and their inhabitants.
-
Solidarity and Fairness:
AER advocates for solidarity and fairness among Europe’s regions, beyond cultural, linguistic, and socioeconomic differences. With a foundation of mutual respect and equal opportunities for all, AER works to ensure that all regions can benefit from collective progress and development.
-
Sustainable Development and Cohesion:
AER is committed to sustainable development encompassing environmental, social, and economic aspects. By promoting cohesion as a political value, AER aims to ensure progress in Europe through cooperation and joint actions for a sustainable future.
-
Innovation and Regional Cooperation:
AER dares to challenge the status quo by driving forward-looking initiatives and supporting innovation in various policy areas. By fostering partnerships and cooperation among regions, AER supports regional innovation, education, and economic development to strengthen local economies and create new job opportunities.

Implementing mission and core objectives
The AER Strategy is a fourfold global strategy of the Assembly of European Regions which aims at setting the stage to ensure that the mission and objectives of AER are implemented effectively. The four components comprise Member relations, Planning, Communications, and Human resources. The documents are interlinked and dependent on one another.
AER’s mission is:
- To be the voice of the regions of Europe
AER’s core objectives are:
- Promoting regional interests in Europe and beyond;
- Fostering interregional cooperation to promote the exchange of experience and the development of regional policy.
AER believes in the following values:
- Democracy and transparency – two totally complementary and inseparable values: AER will act transparently to focus on defending the interests of all member regions while respecting democratic principles.
- Fairness and solidarity – the root of mutual respect and acceptance of cultural, linguistic and socioeconomic differences: AER advocates solidarity between all regions of Europe, while urging fairness as a source of cohesion between member regions and promoting equal opportunities for all.
- Openness and dialogue: AER is open to all European regions and their elected representatives, men and women alike, from all non-extremist political movements. AER promotes dialogue and dares to confront ideas;
- Boldness and effectiveness: AER seeks to stimulate creativity and encourage political debate, and aims to transform the regions via forward-looking projects.
