Meet Ana Tomanova Makanova, AER Vice-President for Equal Opportunities and Inclusion

After four year smartly spent at raising awareness on the topics of equal opportunities, Monica Carlsson (Norrbotten-SE) passed on the baton to Ana Tomanova Makanova (Vojvodina-SR) who was unanimously elected by the General Assembly on 1 December as the new AER Vice-President for Equal Opportunities and Inclusion:

Equal opportunities and inclusion has been an important topic at AER for many years and I am honored to take over this important portfolio and thank the AER members for trusting me with such a crucial issue. I have been closely following the work of my predecessors, especially Ms. Monica Carlsson and look forward to furthering the cause she and all others before her have so passionately fortified.

The region of Vojvodina is particularly well placed to speak on behalf of regions in the matter of equal opportunities and inclusion as we have extended experience in this field. We have 6 official languages in use, we have 26 national minorities in Vojvodina, we have specially designed Strategies for the Roma inclusion, women in politics are equally represented as men and hold high decision making positions, we have 20 National Councils of national minorities, our regional broadcasting network has a program in 10 languages, …

My region has been an active member of the network since 2002, hosting numerous events and taking part in different programs and activities. We confirm our full engagement by taking part of the Bureau and now the Executive Board of the organisation.

Equal opportunities should be area where equal opportunities are leading value. My activities will address the strengthening respect of the human rights, democracy, and role of law; empowerment of women in business sector, especially in rural areas; and structuring common base for combating discrimination in today’s Europe.

Looking forward to our fruitful cooperation in future within the AER network.

Equal Opportunities Forum – Roma Inclusion

On 21 April 2015 in Strasbourg, AER organised its first Equal Opportunities Forum of the year, dedicated to the issue of Roma inclusion. Monica Carlsson, the Vice-President of AER, delivered an opening speech. A round-table brought together experts, such as Yaron Matras, who summarised how the Roma issue has been perceived through history. Denis Huber from the European Alliance of Cities and Regions for Roma Inclusion (CoE) announced the creation of the European Roma Institute, a place dedicated to research of Roma culture, which will aim at combating stereotypes by educating broad public about all aspects of Roma history and culture. The debate was punctuated by interventions from representatives of the Roma community from Sweden. Moreover, the participants could visit an exhibition by photographer Jeannette Gregori, whose work is focused on the Roma community.

White Paper on abuses and rights violations of Roma during the 1900s

The Swedish Government has published a white paper that highlights abuses and rights violations of Roma in the 1900s. It highlights the mapping of Roma, sterilisation and taking custody of children, entry ban and regulated immigration and, finally, access of Roma to housing, education and work.

“I welcome this openness from the Swedish government, and call upon others to follow. The white paper clearly shows that the Roma were looked upon as undesirable”, says Monica Carlsson, AER Vice President for Equal Opportunities.

A Roma Inclusion Strategy is part of the AER Action Plan for Equal Opportunities. The work has started, and will be presented to the AER General Assembly 2015.

European Year of Equal Opportunities: Regions set the example on integrating Ethnic Minorities

Meeting in Pécs, Baranya-H at the occasion of a seminar organised by the Assembly of European Regions (AER), 38 regions from 14 European countries set today a milestone in the field of ethnic minorities integration, by signing up to a declaration that firmly commits them to concrete targets in this field.

The “Regions’ Declaration on the Integration of Ethnic Minorities”, officially adopted today in the Hungarian city of Pécs, sets binding objectives for the regions in politics and in the fields of media, gender equality, employment, educational, youth and housing policies. Among the most important chapters adopted in the Declaration are:
– the region’s commitment to having ethnic minorities represented in regional governments, as well as the need to ensure that their interests are reflected in all policy areas;
– a better promotion of ethnic diversity in regional communication policies and in the local media, so that a rounded view of society is presented;
– a special attention to women belonging to these minorities: it is often them who are marginalised inside not only society at large, but also within smaller ethnic communities;
– the creation of diverse employment opportunities, in co-operation with trade unions, chambers of commerce and business associations;
– the representation of ethnic minorities in the education system, together with a better teaching of the value of diversity to youngsters across Europe.

“Equal opportunities for all are a fundamental value for Hungary and for the European Union. When the countries of Central and Eastern Europe entered the EU, they brought with them their ethnic minorities. With the continuous enlargement of the European Union, European society will only become more diverse. We want the EU to acknowledge the particular issues that Central and Eastern Europe must address regarding minorities. The regions hope that the EU will establish the necessary legislative framework to encourage integration and respect for ethnic minorities across Europe,” stated Dr János Hargitai, President of Baranya County Council (H) and host of the meeting.

The Declaration contains key recommendations to the European Union, on the occasion of the “European Year of Equal Opportunities – 2007”, and a commitment on behalf of the European regions to take action on this issue.
