#ShineBright Promoting sustainability, taste & equality in Jämtand & Härjedalen

On the occasion of this year Regional Innovation Award on Circular Economy, ShineBright on the regions of Jämtand and Härjedalen in Sweden that presented their project Food In Action.

The initiative aims at creating successful, sustainable concepts, experiences and brands within the field of sustainable, creative gastronomy. It promotes new ways to grow, serve and enjoy food.  Its moto: GOOD FOOD revolves around 3 key words: sustainable, taste and equality. Food In Action believes that these 3 ingredients are the perfect recipe of regional force for sustainable growth!

FIA collaborates with all sectors and across cultures to promote equality, trust and raise awareness to design profitable ecosystems. The programme aspire to a true green, social, cultural and local economic development.

Food In Action founded eco and sustainable restaurants, new kitchen concepts, an organic tea company, an eco-friendly house and various cultural tools. It also helps organise education and training trips for foodies or professionals in the gastronomy field for a unique experience in the Nordic countries or abroad.

#ShineBright Västerbotten’ sustainable & innovative social development

On the Occasion of the Regional Innovation Award on Circular Economy, ShineBright on the region of Västerbotten, in Sweden that presented its project The Innovation Loop – an ecosystem for Open Social Innovation.

The main purpose is to create the best possible atmosphere and excellent opportunities for ideas and innovation to flourish.

The Innovation Loop is designed to create sustainable regional social development. It is an open platform that wants to engage every sector of society – students, politicians, scientists, seniors, entrepreneurs, etc;-. – and give them the opportunity to be the change they want to see in the world. The process is then simple to adapt for both national and international regions, communities and organisations.

The initiative, led by citizens, takes part in concrete actions. Frequent meetings are organised to share public/private innovation and creativity.

The process mainly identifies current needs among the public. Once settled, the Innovation loop translates their needs into sustainable and innovative concepts and prototypes. The process finally leads to smart services, products and methods serving the entire community’s interests, private individuals, companies, organisations and the public sector.

Continual development of the program itself is part of the Innovation Loop’s with constant addition of new partners and individuals. Adding their experience and skills transforms and improves the methodology. Online platforms enable continual idea and innovation activities, the exchange of know-how and good practices across national and organizational borders. More importantly it aims to include recent immigrants in innovation efforts.

Circular economy is a recurrent Innovation Loop theme, so far leading to more than four concepts and initiatives. This has led to a collaboration with Region Jämtland/Härjedalen in an innovation initiative that unites Region Västerbotten, Region Jämtland/Härjedalen, Sör-Tröndelag and Nordland in Norway with Österbotten in Finland and which focuses on the circular economy and digitalisation.

The process involves dozens of new companies and organisation every year who join the co-creative innovation endeavours. In addition to this, around 500 private individuals.

#ShineBright Sustainable cities in Timis

On the Occasion of the Regional Innovation Award on Circular Economy, ShineBright on the region of Timis, in Romania that presented its project on Urbanize Hub.

The start-up, Urbanize Hub, is an online platform built around the idea of urban development and oriented towards the study and promotion of sustainable future cities.

The initiative is covering the following topics:

  • Urban Regeneration: housing, inclusion, architecture and design, civil society actions,
  • Future Cities: technology and innovation, green cities,
  • Community Ideas & Opinions: a space for experts in the field to contribute with ideas and solutions for cities,
  • Projects & Cities: example of good practice for others
  • Renewable Energy: how it can be used practically and creatively to make a city more sustainable,
  • Waste Management
  • Circular Economy

It aims to involve experts, public administration, designers, architects, civil society activists, urban artists, academics or simply urban enthusiasts. The project intends to build a global network for urban development, using communication and advertisement to raise awareness on the importance of sustainable development for cities.

#ShineBright Brussels Region’s shift to circular economy

On the Occasion of the Regional Innovation Award on Circular Economy, ShineBright on the Brussels Region, in Belgium that presented its Program for a Circular Economy (BRPCE).

On the initiative of 3 regional Ministries he Brussels Region has adopted in March 2016 a global strategy for moving from a linear to a circular economy: The Brussels Regional Program for a Circular Economy (BRPCE).

In terms of circular economy, the Brussels region faces tremendous challenges as revealed in a recent study :

  • 9 million tons of resources imported every year (22kg/inhabitant/day)
  • 7 million tons of resources exported per year (16kg/inhabitant/day)
  • 1,3 million tons of waste are exported/year (average of 2kg/habitant/day).

This BRPCE is an integrated strategy englobing 111 measures covering both transversal, governance, territorial and sectorial topics for delivering circular patterns at city level. It’s the first bottom-up initiative of this size implicating 3 different regional ministries, 15 different administrations, advisory committee and about 60 stakeholders (public and private).

The BRPCE pushes forward 3 main objectives :

  • To transform environmental objectives in economic opportunities
  • To anchor economic activities within Brussels boundaries. This in order to maximize resources circularity while boosting entrepreneurship
  • To create new employment opportunities

The BRPCE directly support the 2025 Strategy adopted by the Belgian government which explicitely stated a transformation from a linear economy into a circular economy.

#ShineBright Vojvodina improves waste management systems

On the Occasion of the Regional Innovation Award on Circular Economy, ShineBright on the region of Vojvodina, in Serbia that presented its project on a Regional Waste Management Center.

The overall objective of the project is to develop an EU-standard integrated sustainable solid waste management system in the region of Zrenjanin, Vojvodina.

In the region, there is no control, treatment or systematic monitoring  of emissions, leachate waters or landfill gas.

In that sense, the initiative aims to build a regional sanitary landfill; a composting facility; a transfer station; local recycling centres. Adding  improvements to waste collection services and the closure and rehabilitation of selected existing waste disposal sites.

Improvements in the waste management system will contribute to significant improvement of health and environmental conditions in the region.

Noord-Brabant encourages bio-based economy – #ShineBright

On the Occasion of the Regional Innovation Award on Circular Economy, ShineBright on the region of Noord-Brabant, in Netherlands that presented its project Green Chemistry Campus: Waste2Aromatics project by Biorizon.

The Green Chemistry Campus is a business accelerator for developing biobased chemical building blocks for the chemical industry. The Campus thus contributes to the realisation of a biobased economy.

One of the multiple programs and projects that are hosted by the Campus is Shared Research Center Biorizon. It’s aim is to develop technologies to produce aromatics from organic waste. Aromatics are one of the main feedstocks of the chemical industry, constituting 40% of the total market. Currently, these are exclusively produced from fossil sources, generating considerable CO2 emissions. Biobased aromatics reduce dependence on petroleum, lead to lower CO2 emissions, enable the transition to a circular economy and offer profitable and sustainable prospects for the chemical industry and its supply chain.

One of the multiple technology development projects in Biorizon focusses on turning waste, that would otherwise be incinerated or end up in landfill, into valuable raw materials for the chemical industry.  Biodegradable waste, nappies, compost and sieving material from wastewater will be converted to aromatic compounds, such as those used in the production of plastics. This innovative Waste2Aromatics project will bring the commercial production of cost-competitive bio-aromatics, along with the circular economy, significantly closer.  Biorizon is now working towards its ultimate goal: commercial production of bio-aromatics.

Do you remember the winners of the 2007 edition of the Regional Innovation Award?

The AER team is preparing the Regional Innovation Award 2016 and we came across some pictures of previous awarded regions. Here you can see the winners of the 2007 Communicating Europe awards: Extremadura Region (ES), the region of Lower Austria (AT), and Sisak-Moslavina (HR) together with the President of the European Commission José Manuel Durão Barroso. On teh category Innovation, the winners were Lower Austria (AT), Comunidad Valenciana (ES) and Upper Austria (AT).

The 2007 edition of our awards focused on three main areas: Innovation, Communicating Europe, and Most Youth-Friendly European Region.

About the Regional Innovation Award

Since 2006, the RIA aims at honouring European Regional Authorities’ actions which have stimulated, fostered and implemented innovation in their territory.

The RIA 2016 edition targets projects on the circular economy. The deadline for sending applications for the call is 30 June 2016 and the award ceremony will take place in Brussels (BE) on 1 December 2016.

The circular economy: challenges and enablers for SMEs

SMEs represent 99% of businesses in Europe thus they are the backbone of the European Union’s economy. Adopting a “circular economy” business model will not only decrease resource consumption but will bring competitive advantage and open new markets to companies.

Nevertheless,  SMEs often encounter different types of barriers and challenges for which they need practical, legal, and of course, financial support. The financial aspect is one of the major barriers when adopting sustainable practices by SMEs. On the other hand, SMEs might have difficulties to understand the processes of accessing funds, EU or government grants due to lack of time and staff.

The lack of government support and effective legislation is also recognised as an obstacle. Sometimes these barriers might be found in the European legislation itself, or even in the translation or transposition into the national legislation. This situation creates uncertainty for SMEs and poses difficulties to comply with the necessary requirements.

Lack of information about the benefits of the circular economy plays a significant role. This is due to the wrong perception that green standards are costly. Administrative burdens also put SMEs in difficulty.

However, there are also enablers which will help to implement SMEs circular economy business models. Raising public/consumer awareness about the product or the circular process will help to engage citizens and boosting SMEs business success. The use of different platforms to acquire funds is another enabling factor. For instance, the use of crowdfunding campaigns would help to raise visibility and awareness about the product, and at the same time, obtain funds.

The AER has a long-lasting tradition in supporting innovation and SMEs. In this regard, the AER would like to invite the regions to participate in the 2016 edition of the Regional Innovation Award. This edition of the RIA focuses on circular economy and aims at honouring regions on their efforts to innovation.

Join Värmland in the way to innovation and become the next winner of the Regional Innovation Award

The 2014 Regional Innovation Award (RIA) was awarded to Värmland County Council (SE) following the building of a hospital in Karlstad, which aimed at monitoring and assessing an environmentally conscious choice of materials, as well as phasing out harmful chemicals in the construction of a new department for premature babies at the hospital. The prize was officially presented in Brussels on 18 March 2014 in the framework of a round table on the future of European industrial policy.

New EU-backed loan facility under the Horizon 2020 programme

SMEs in South-eastern Europe (from EU MS and Associated Countries) to benefit from €250 million in EU-guaranteed loan

InnovFin SME Guarantee Facility, managed by the European Investment Fund (EIF), is, in addition to InnovFin SME Venture Capital,  part of “InnovFin – EU Finance for Innovators”, an initiative launched by the European Commission and the EIB Group in the framework of Horizon 2020. It provides guarantees and counter-guarantees on debt financing of between €25,000 and €7.5 million in order to improve access to loan finance for innovative small and medium-sized enterprises and small midcaps (up to 499 employees). The facility is managed by the EIF, and is rolled out through financial intermediaries – banks and other financial institutions – in EU Member States and Associated Countries. Under this facility, financial intermediaries are guaranteed by the EIF against a proportion of their losses incurred on the debt financing covered under the facility.

As mentioned, InnovFin SME Guarantee is part of “InnovFin – EU Finance for Innovators”, the new generation of EU financial instruments and advisory services that was developed under Horizon 2020 to support innovative firms to gain access to much needed finance in a less complicated way. It will make possible to inject up to €48 billion in investments in Research and Innovation throughout Europe.

Small and medium-sized enterprises (SMEs) in seven countries in South-eastern Europe (from EU MS and associated countries) – Albania, Bosnia and Herzegovina, Bulgaria, The Former Yugoslav Republic of Macedonia, Moldova, Romania and Serbia – are granted, through this facility,  with easier access to risk capital. This is owing to the InnovFin SME guarantee, a recently introduced EU-supported loan facility under the Horizon 2020 programme. A deal signed on 28 January 2016 by European Investment Fund (EIF) with the German ProCredit group will grant possibility to its banks to enter into new loan agreements with SMEs as well as Small Mid-caps for a total of €250 million over the period of next two years.

The loans to finance innovation activities will be guaranteed up to 50% by the European Investment Fund and the European Union (EU) under InnovFin SME Guarantee, which targets early and development stage companies. It is part of the new generation of financial instruments supported under Horizon 2020, the EU’s Framework Programme for Research and Innovation (IP/14/670).

About InnovFin

InnovFin SME Guarantee is part of “InnovFin – EU Finance for Innovators”, the new generation of EU financial instruments and advisory services that was developed under Horizon 2020 to help innovative firms access finance more easily. It will help inject up to €48 billion in investments in Research and Innovation across Europe.

Over the seven years, almost €80 billion will be invested in research and innovation projects to support Europe’s economic competitiveness and extend the frontiers of human knowledge in course of the innovation funding programme Horizon 2020 that is launched back in January 2014. The EU research budget is focused mainly on improving everyday life in areas like health, the environment, transport, food and energy. Research partnerships with the pharmaceutical, aerospace, car and electronics industries also encourage private-sector investment in support of future growth and high-skilled job creation.

Regions make innovation happen: Värmland County wins the AER Regional Innovation Award 2014

As an illustration of the strategic role that regions play in making innovation happen in Europe, our Assembly also unveiled its Regional Innovation Award (RIA) winner: Värmland County Council (SE). The region was awarded the prize following the building of a hospital in Karlstad, which aimed at monitoring and assessing an environmentally conscious choice of materials, as well as phasing out harmful chemicals in the construction of a new department for premature babies at the hospital.

The project builds on Värmland Landstinget’s long established tradition in choosing the best environmentally friendly products in buildings. By controlling the selection of materials and managing the outputs, the project tries to avoid using material which will cause the structure to be in need of sanitizing or decontamination at a later stage or which might cause illness.

Marian-Constantin VASILE, President of the AER Committee for Economy and Regional Development, underlined that the task at the hand of the jury members was not easy due to the outstanding quality of the projects such as: “Pre-commercial public procurement and living labs” from Vale d’Aosta (IT); “Stella” from Noord-Brabant (NL); “Building integrated photovoltaic” from Castilla y Leon (ES).

Regions make innovation happen: Värmland County wins the AER Regional Innovation Award 2014

Can innovation save the industrial sector? Recommendations to the European Council:

This week, the European Council will underline the importance of a strong and competitive European industrial base, building on the Commission’s recent Communication on the new reform package for the future European Union (EU) industrial policy.

At the occasion of two round tables held yesterday in the Press Club Europe, the Assembly of European Regions (AER) representatives:

  • Acknowledged the role of innovation as a key growth factor for Europe’s industry.
  • Recommended a serious governance shift, placing the Regions at the heart of Europe’s innovation and industrial policy.
  • Identified territorial attractiveness and education as two of the major challenges for European regions to make innovation happen and save the industrial sector.
  • Insisted on the need to create a culture of entrepreneurship, including a debate on risk and failure.

The Regional Innovation Award 2011: Be the next winners!

Strasbourg (F), 22nd February 2011. 

The application forms for the 2011 edition of the Regional Innovation Award has just opened, hereby marking the launch of a 6th year of interregional competition for innovation.

Contribute to a better visibility of regional innovation initiatives 

Besides the fact that the AER award offers the possibility to obtain investment opportunities, it also allows the regions to promote their territory on the European scene.

“Winning the AER Regional Innovation Award did not only increase our visibility amongst other European regions but contributed to ongoing support for the prized project in the region” 
says Eugeniusz Romanski of the Silesian Centre for Information, Slaskie (PL), one of the 2009 winner. ”We are now sharing the benefits of the project with our colleagues from other departments and regions to promote it on regional and even national level” he added.

As for the 2010 edition, the results obtained are more than encouraging: the region of Tampere (FIN), which was one of the three winners along with the regions of Mecklenburg-Vorpommern (D) and Uppsala (S), largely go prove this. Its project « Demola », launched in 2008, aims to provide students with the possibility to develop prototypes of products and services based on concepts designed by companies. A gamble that paid off, as it created 25 new jobs, promoted the establishment of 3 companies and allowed 95% of the final projects to obtain a licence.

A 2011 edition with some novelties

Delivered each year on the occasion of the General Assembly of the AER, this year’s edition of the Regional Innovation Award distinguishes itself from those previous ones in that only the AER’s members are allowed to compete. And, as innovation is not only a question of Research and Development but concerns all fields in which the different committees of the AER are working, applications from the members of the “Social Policy and Public Health” Committee (2) and of the “Culture, Education, Youth and International Cooperation” Committee (3) are strongly encouraged, alongside those of the “Economy and Regional Development” Committee (1).

The deadline for submitting your application is 1 June 2011.

AER 2010 Awards for the regional best practices in the fields of ‘Communicating Europe’ and ‘Innovation’ go to…

The best Communicating Europe Region 2010

Istanbul (TR), 12 November 2010.

The Assembly of European Regions (AER) awarded this year the French Region of Rhône-Alpes for its project “Support and information campaign for project holders in Rhône-Alpes”. Aimed at communicating in a creative and different way the European Funds, the project was mainly addressed to projects holders and to media. Thanks to this massive communication on a rather technical and operational matter, Rhône-Alpes succeeded in bringing Europe closer to its citizens, making it more accessible and tangible. Moreover, the project resulted in a better use of EU funds in the region, as further projects were presented afterwards.
Through a series of twelve workshops, the creation of a dedicated webpage, the publication of a European projects’ handbook and even an own graphic chart, the project also succeeded in creating a sustainable network of project holders in the region.

This year, the jury also awarded Vrancea County (RO) with a Special Mention for the project “Your identity – a chance for equal rights”. As the situation of some Roma citizens lacking ID papers or birth certificates precludes all chances of their social inclusion and integration, Vrancea initiated a dialogue with representatives of Roma community in the region in order to find viable solutions. After a first round of awareness rising actions on the importance of being legalised, 1113 Roma citizens were legalised. The project truly represents a best example in communicating the values of a social and inclusive Europe for all its citizens.

AER rewards Innovative projects in three categories: Technology, Economy and People

This year, the winner in the category “Technology” is the German Land Mecklenburg-Vorpommern. The project “Entrepreneurial Technology Transfer” has the ambitious aim to identify the potential in the region and encourage people to start up their own business. “This project illustrates three important success factors for innovation projects: it is sustainable, it adopts a holistic approach and it is based on a public private partnership”, jury member Dr. Joachim Hafkesbrink, President of Technology Transfer and Innovation, commented. The result is impressive: more than 468 innovative technologies were analysed and 204 ideas with patent potential have been developed.

The Swedish Region Uppsala presented the “SUF-Resource Centre” which was rewarded in the category “Economy”; the project aims at reducing the marginalisation of families, where parents have intellectual disabilities. The objective is to improve their situations and reduce isolation, and to build bridges between many different parts of the governance structure at local and regional level. Dr. Peter Heydebreck, Managing Director of Inno AG, one of the jury members, noted: “I am particularly fond of this initiative which is an excellent example of social innovation with a huge impact on economic welfare.”

In the category “People”, the jury was most convinced by the “Demola” project of the Finnish Region of Tampere. The Council of Tampere provides a collaborative and multidisciplinary innovation environment to students and companies. Students create demonstrations of novel service and product concepts originating from companies. The project has reached some remarkable results: more than 400 students in projects, 71 projects completed and 17 more in progree, 95% of the results are licenced by project partners, 3 new companies to be established.
