Status quo is not an option for the European regions

The Assembly of European Regions (AER) was deeply impacted by the results of the referendum held on 23 June 2016 on the United Kingdom’s membership to the European Union. Although AER expresses major concern over the outcome, it also acknowledges the results of this democratic vote and respect the decisions of the British citizens to leave the European Union.

The outcome of this referendum embodies the numerous problems we are facing in Europe today, from which it can only recover with sound and major changes. The current politically and institutionally stagnant period, which is exacerbated by the economic crisis, has to come to an end. The consequences of the British referendum must therefore be heard, understood and exploited by the political forces to emerge strengthened.

What should be well considered as a difficulty of the European project must now be turned into an opportunity to implement true changes. We are all responsible of breathing life into a new bill for a sustainable, green and inclusive continent, recognising our diversity as a strength. European leaders must focus on policies that will ensure territorial cohesion and the concrete implementation of the principle of subsidiarity, equality for all citizens and generations, and increasingly innovative systems. Europe must bestow a bright future upon its youth.

The whole European continent needs to learn from the current difficulties of the EU and reacts swiftly. The regions of Europe call upon the European institutions, national governments and regional authorities within and outside the European Union to take the following recommendations into account:

Vision and values

We should relaunch the political reasons founding the European integration, based on common and shared values of democracy, human rights, peace, social dimension and rule of law. This should be done first at local level, entrusting citizens and giving answers at all levels, enhancing European identity. We need to improve the effectiveness and the accountability of the political leadership, we need to enhance European vision in education, media, politics. We need an effective management of public affairs, rebuilding trust on our systems, able to respond to the present questions, threats and the opportunities of an emerging future, giving confidence and sense of stability and integrity for candidates and neighbouring countries.

Patterns and institutions

Europe has different types of regions (according to their administrative division), hence it is important to understand the different cultural and administrative differences. Institutions like the Committee of the Regions and the European Economic and Social Committee have a greater role to play in order to represent local and regional interest at the EU level. They should have a more proactive attitude in order to represent local and regional interests at the EU level. Subsidiarity is not just a word but a concept that is really implemented. Tax authority at the local level brings the benefits and costs directly to citizens, and it makes them more responsible by deciding how to use the money, and being accountable. The institutions at national and EU levels need to be re-evaluated: they should be more accountable, transparent and more focus should be put on economic growth. To have better subsidiarity and accountability there should be more attention to local and regional governments. Growth and social care should be based on a bottom-up approach; as a result, the needs of communities would be better satisfied. AER has the power to act in this field, and to build knowledge and responsibility among its members.

Communicate and promote

In order to better promote the European project and to make it clearer to the citizens, communication should be made on the level where it belongs, therefore the implementation of the principle of subsidiarity is key. Decision-makers should explain how the political process takes place before it becomes a concrete decision, thus enforcing the idea that Europe is also a political project endorsed by political leaders. Peace and democracy are Europe’s greatest achievements and should not be taken for granted; all actors are responsible to take responsibility and to exchange with citizens. We need to involve young people in the visions and values of Europe. There is a need for stronger leadership to endorse the European project and to promote its ideas and touch the citizens’ emotions. The EU regional policy remains one of the important tools to promote the concrete outcomes of European cooperation.

 

The European regions take their share of responsibility and will keep on working together, within the European Union, within the Council of Europe, and other forms of cooperation. The Assembly of European Regions will pursue its missions of promoting the regional interests in Europe and fostering an increasing interregional cooperation at all relevant levels. Supporting the idea of a united Europe in diversity, we call upon the European and national bodies to provide the most effective means, such as a strengthened EU regional policy, to meet the needs and concerns of the citizens and revitalise the hope of a democratic, prosperous and peaceful Europe.

AER Breakfast Briefing and Summit of the Regions

The Assembly of European Regions and its member region Lower Austria (AT) invite you to attend the Summit of Regions on 28 September in Brussels, at the occasion of the handover of the Book of Signatures of the initiative for a strong renewed regional policy with all regions post 2020.

The current programming period of cohesion policy is set until 2020. However, the discussions already started behind the doors of the European Commission and other institutions, especially as we are coming close to the mid-term review of the Multiannual Financial Framework (MFF), which will serve as a strong working base to prepare the post-2020 period. The EU Cohesion policy, as one of the biggest beneficiary of the EU budget, will obviously be discussed as well as the question whether Cohesion policy should cover all regions or only less developed regions in the future. This could be questioned as it is the only policy solely dedicated to the benefit of the regions and as such gives visibility to the regions of Europe and legitimation of regions as such.

Each decision taken in the framework of the discussions for the MFF will impact regions. Yet, the regions are not included in the decision-making process of the Multiannual Financial Framework. We do have a voice in shaping the content of EU Cohesion policy, yet no voice with regards to the MFF negotiations.

The region of Lower Austria (AT) launched an initiative to gather all regions of Europe to make their voices heard by the European Commission, the European Parliament, and the Council of the EU, as the regions are not included in the discussions about their own future. As stated by Erwin Pröll, Governor of Lower Austria, “(as) many European regions as possible and their interregional organisations as well as the European Committee of the Regions need to make a strong commitment for EU Cohesion policy. The more regions and organisations participate in this initiative the better is our democratic justification for this demand and the higher are the chances for the continuation of the EU Cohesion policy as a policy for all regions.”

AER took at active role in the Lower Austria initiative together with regional representation offices in Brussels. On top of the technical work, AER President, Dr. Hande Özsan Bozatli, headed a delegation of member regions to meet with Commissioner Crețu in order to discuss the first outcome of this initiative. We invite you all to join the initiative by signing the declaration by and sending it back to the AER Secretariat by 15 July .

The Book with all the signed political declarations will be handed in to the Presidents of the EU institutions at the Summit of the Regions on 28 September, with the attendance of regional and international media. The Presidents of the AER member regions are invited to attend the Summit together with the AER President, to raise awareness and exercise influence as early as possible in this key process of shaping a renewed EU Cohesion Policy after 2020.

Acting together for the future of cohesion policy

AER met on 19 May with Commissioner Corina Creţu in charge of regional policy. A delegation reflecting the diversity of AER members, led by President Dr. Hande Özsan Bozatli with the presence of Magnus Berntsson, AER Vice President, and AER Secretary General Mathieu Mori discussed the future of cohesion policy.

Ms Crețu highlighted her priorities for the future of cohesion policy : flexibility, performance and delivery, simplification.

AER President insisted on the following AER messages : cohesion policy must continue to cover all regions for the post 2020 period ; grants must continue to be a key funding instrument for all regions. Finally, at a time when Europe is so criticised, it is crucial that the policies which benefit in the most concrete and closest manner to the citizens be continued.

AER is involved in the initative on the future of cohesion policy which gathers hundreds of European regions. On behalf of this group, Ms Ilse Penders-Stadlmann (Niederösterreich-AT) highlighted the importance of the political backing that cohesion policy must come from the regions. In order to strenghten Commissioner Crețu’s messages on the importance of the policy, AER members and all members of the initiative will gather hundreds of signatures from regional presidents on a joint political declaration to strengthen cohesion policy. These signatures will be presented to the Presidents of European institutions on the 28th of September at the occasion of a big rally of regions in Brussels. AER President will be present and we already invite our members to block their President’s agenda. The political declaration has now been finalised. AER will circulate it to its members to get the signature of their Presidents.

Ms Sidony Venema (Flevoland-NL) presented the Commissioner with a report with recommendations on how to simplify the access to structural funds and the auditing process. Commissioner Crețu assured us that proposals for more flexibility and simplifications will be made during the midterm review and the post 2020 discussions.

Mr Mitar Vasiljevic (Vojvodina-RS), as a representative of a non-EU member, stressed the fact that his region like many others on the road to accession, are following these discussions very closely and are working hard in order to be ready to gain access to regional funds once they will become members.

 In short, AER backs Commissioner Cretu’s efforts to continue cohesion policy. This support is very much appreciated and needed. We therefore count on all AER members support. You can show your support by signing the political declaration on cohesion policy that we will send out to you in the very near future (or contact Alexandre Brecx for more information).

First 2016 high level meeting with the European Commission

In the framework of the structured dialogue’s first meeting of the year, AER Secretary General Mathieu Mori met on Friday 22 January the Secretaries General of the European Commission Alexander Italianer, of the Committee of the Regions Jiří Buriánek and a few selected other networks of cities and regions.

This meeting prefigures the annual meeting of President Hande Özsan Bozatli with the Presidents of these organisations on a date to be confirmed.

A key point of discussion was the future of cohesion policy post 2020 and the mid-term review of the Multiannual Financial Framework (MFF) scheduled for the end of 2016. If the European Commission stated that cohesion policy would remain a key tool to fight development gaps between regions, nothing on the scope of the MFF mid-term review nor on the amount of flexibility to be introduced in its functioning was detailed.

AER will therefore continue to follow and influence closely these developments.

AER also stated its wish to be involved in the discussions on the revision of the Juncker Investment priorities at the end of 2017 and its link with cohesion policy.

On thematic issues, the commission took good note on the cooperation proposal from AER to implement the migration action plan to be announced in April 2016.

This first exchange of the year with the European Commission will be followed up by AER in order to make sure our organisation is involved in the decision-making process of all major policies of interest to its members.

Commission’s appetite for an EU budget focused on results

The Assembly of European Regions participated on 22 September in a high-level conference organised in Brussels by the European Commission called an EU budget focused on results. Leading figures in Europe’s political landscape like European Commission’s President Jean-Claude Juncker, Vice President’s Kristalina Georgieva and Maroš Šefčovič and German finance minister Wolfgang Schäuble exchanged views on how to improve efficiency of spending and achieve more with the available resources, notably regional and cohesion policy.

This conference was the first of a series of annual events, intended to support the implementation of “EU Budget Focused on Results” strategy of Kristalina Georgieva. The event paved the way for joined efforts of EU institutions and member states towards better spending, increased accountability and transparency and maximum added value for EU citizens.

Lets prepare for INTERREG Europe

The interregional cooperation programme for 2014-2020, Interreg Europe, is going to open the first call for proposals soon. They invite everyone ready for interregional cooperation with a project idea to come to one of the lead applicant workshops in June 2015.

– 2-3 June in Prague, Czech Republic
– 10-11 June in Brussels, Belgium

The day and a half practical workshops will focus mainly on the project application preparation.

“30 Years, 30 Stories” Campaign: Interview with Johannes Hahn

For its 30th Anniversary, AER launched the “30 Years, 30 Stories” campaign in partnership with New Europe in order to celebrate the achievements of regions since 1985.

Our first guest was Mr Johannes Hahn, former EU Commissioner for Regional Policy who was nominated by Commission president-elect Mr Jean-Claude Juncker as Commissioner responsible for European Neighbourhood Policy and Enlargement Negotiations in September 2014.

On Friday 20 March 2015, Mr. Hahn faced the cameras in the New Europe Studios as he shared his view on the role of AER and the relevance of its mission. Mr Hahn sees the Assembly of European Regions as the equivalent of “the Council of Europe” for regions, as it covers territories outside of the EU. He underlined that our Assembly is not only “an excellent opportunity and a platform for exchanging and sharing experiences but also for shaping opinions concerning the EU, the whole process and the regions”.

The Commissioner also spoke of the Ukrainian crisis and how the EU’s financial crisis is influencing relations with its neighbours and the accession countries.

 Although Mr Hahn confirmed Mr Junker’s statement that the EU will not proceed with any further enlargement before the end of the 2019 mandate, he underlined that the negotiations are still underway.“The process is just as important as the result; we have to accompany the candidate countries in their societal and economic development to bring them closer to the EU,” says Mr Hahn, “sustainable implementation and change take time and, therefore, it is justified to speak about the process” he concluded.

AER proposes a new deal to the European Parliament: further subsidiarity for a better Europe, focused on the citizens and closer to their needs

With stronger powers granted to the European Parliament thanks to the Lisbon Treaty, the European Union (EU) elections 2014 are the most important elections to date. The Assembly of European Regions (AER) wishes to congratulate the newly elected and re-elected MEPs and call upon them to use the European grass root expertise of the regional level.

AER notes the low turnout of European voters and the increased tendency towards eurosceptic parties. We hope that, together with the European Parliament, other EU institutions and member states we can continue building a better Europe based on democracy, Human Rights and Gender Equality. AER encourages the Parliament and the Commission to continue their collaborative work across wider Europe as well as with its neighbouring regions. It is our duty to help citizens feel European and make clear to them how Europe improves their lives. We realise that a considerable share of European voters supports a strong cooperation in the framework of the EU. We, as regional politicians, are in constant dialogue with citizens in every parcel of the European territory. We want a better Europe, a Europe focused on what matters to citizens and closer to their needs. This is why subsidiarity must be key in the European decision making process and the priority must be given to the following issues:

– Use the regional expertise to design cohesion policies. Regions are at the forefront of the citizens’ need. They must therefore be involved, from the very beginning, in the drafting of partnership agreements and operational programmes for a social, territorial and inclusive regional policy.

– Defend Youth employment at regional level. AER calls for the EU to acknowledge the true added value of regional programmes for youth mobility and employment. Every year, the AER’s Eurodyssey Programme sends hundreds of young women and men across wider Europe to gain professional experience after their studies, and help them both equally enter the European labour market. This success story must be supported.

– Help regions face European demographic change. Europe is growing older which makes active and healthy ageing a priority. An inclusive and intergenerational approach is needed. The regions are pioneers in making and implementing user-based, efficient solutions. They should be supported in this. AER, as a forum for exchange of knowledge and best practices, is the right EU partner in this field.

– Support an effective economic subsidiarity. 99% of European Enterprises are SMEs, that is to say 23 million enterprises. At a time when globalisation of markets has changed the rules, the EU must focus on new opportunities and turn to its regions and SMEs to make the most of the benefits of this evolution. In the framework of the EU ‘Business Agenda 2014-2019’, decentralisation is a key factor when unlocking potential for competitiveness: the Europe 2020 goals can only be reached with the participation of regions.

– Reinforce regions’ role in innovation. Our regions are host to some of the best universities and research centres in the world. Europe’s role as a world economic power comes from high quality and high tech sustainable products and services. We therefore urge you to put regions at the centre of the Horizon 2020 programme. After the end of the “regions of knowledge” programme, research and innovation need to return concretely to the regional policy agenda.

AER and AEBR : joining forces on rural and urban challenges

ageg_logoCross-border Urban and Rural integrated areas – Challenges and Chances” was the topic of the annual AEBR conference which took place in Liège (B) on the 7th of November and to which AER President Dr Hande Özsan Bozatli was invited as a keynote speaker. Together with Danuta Hübner, MEP and Chair of the Regional Development Committee of the European Parliament, and other high level speakers, the AER president discussed the challenges, in particular those, related to rural areas. Dr Hande Özsan Bozatli also mentioned the various good practices AER member regions have developed regarding rural and peri-urban development. The annual AEBR conference was also an excellent opportunity to strengthen again the cooperation between AER and AEBR, one of AER’s member network, to discuss new projects and to strengthen the links between politicians. Karl-Heinz Lambertz, President of AEBR and of the German Speaking Community in Belgium, welcomed the new cooperation and promoted the idea of joined initiatives and projects.

AER advocates subsidiarity at Congress plenary

AER Committee 3 President Sonja Steen participated in the plenary session of the Congress of the Council of Europe (Strasbourg, 29-31 October). During the debate at the Chamber of the Regions, which focused on the impact of the crisis on regionalisation and devolution, recalled the AER claim that subsidiarity remain the key principle of any policy-making processes in Europe. Budgetary constraints should not, as a consequence, be used to jeopardize the very existence of regional authorities, or to limit their remit. Regions are key actors of the European economic revival and should remain in position to fulfil their tasks.

The AER recommendations on the Regions and the crisis were also displayed at a stand, where other novelties such as the newly launched AER Academic and Training Centre were unveiled.

EU Funding 2014-2020

Rome was at the frontline of the European debate, last 4 October. More than 600 high level representatives from European Institutions, Italian national and regional authorities, companies, associations and think tanks came together to discuss the upcoming 2014-2020 EU structural funds. The main goal of the conference, organized by AER, Euractiv Italy, Warrant Group and Fasi.it was to better understand the new structure for the next programming period and what policies have to be implemented in order to avoid past mistakes, and in particular the Italian relatively low absorption rate.

Key speakers: Gianni Pitella, Vice-President of the European Parliament, Fabrizio Barca, ex-Italian Minister for Territorial Cohesion, Silvia Costa, Italian MEP, Fiorenzo Belleli, Warrant Group President, Antonio Tajani, Vicepresident of the European Commission, Giovanni Chiodi, President of the Abruzzo region and AER representative at the conference.

New Italian National Agency for Territorial Cohesion

On 26 August 2013, the Italian national government decided to create a new agency for territorial cohesion. This agency will provide technical support in order to implement the European funds in Italy. “We have dragged this problem for a long time and the next seven-year period will perhaps be the last of the EU as we know it; we should not miss this opportunity. We have to be as efficient as possible”, explained Enrico Letta, Italian Prime-minister during the 26/08/2013 press conference.

Assembly of European Regions appeal

“Regions confirm the will to work in a common national strategy but this has to be coordinated with the regional and local authorities. We cannot forget the regional policies that are boosting the Italian development: we can and are already sharing the funds with other Italian regions” said Mr. Chiodi. “I would like to underline that the national State has to take into account the regional authorities. If you take away our competences and transfer them to a national entity, you have to be aware that you will worsen the situation, instead of solving it! Don’t forget that regions are closer to the citizens and we better know the problems that they are facing”.
