First calls under the Creative Europe 2021-27 have been launched!

16 June, 2021 By Birgit Sandu

The new Creative Europe Programme for 2021-27 was launched with the adoption of its first Annual Work Programme and the opening of the first calls under the ‘Culture’ strand! The programme will finance actions in the cultural and creative sectors with a total budget of EUR 2.4 billion for the next 7 years (63% higher than the previous programme).

About the new Creative Europe Programme

Creative Europe is the programme through which the European Commission provides support to the culture and audiovisual sectors across and beyond Europe. The programme will promote the competitiveness of these sectors, while supporting them in becoming greener, more digital, and more inclusive. Moreover, special attention will be addressed to reinforce the resilience and recovery of the cultural and creative sectors following the impact of the COVID-19.

The main objectives of the programme are:

  • Safeguard, develop and promote European cultural and linguistic diversity and heritage
  • increase the competitiveness and economic potential of the culture and creative sectors, in particular the audiovisual sector.

The new 2021-27 programme replicates the three strands’ structure of the previous programme:

  • Culture: Covering actions in the cultural and creative sectors (except the audiovisual sector)
  • Media: Covering activities in the audiovisual sector

Partner Search: Develop Integrated Interventions for Vulnerable People with Izmir Metropolitan Municipality

8 September, 2020 By Birgit Sandu

Are you currently developing a project proposal addressing the EaSI call VP/2020/003 “Establishing and testing integrated interventions aimed at supporting people in (the most) vulnerable situations” or do you wish to do so? Then, Izmir Metropolitan Municipality, the third-largest municipality in Turkey and a hub for multiculturalism and integration, is eager to either join an established consortium or to find partners willing to co-create an effective project application to be submitted by 15/10/2020.

About the Call

By means of the European Programme for Employment and Social Innovation (EaSI), the European Union finances actions needed to pursue one of its core objectives, i.e. “the promotion of high-level quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions”.

Despite the increase in the living conditions in the European Union over the last decade, threats to the social and economic wellbeing of people are still persisting and in need of an active response. Long-term employment and activity are still lacking across the continent, while poverty and social exclusion remain a major concern for many individuals. Making social protection and social inclusion as resilient as possible becomes even more urgent at the current time, when, as a result of the Covid-19 pandemic crisis, urgent needs of disadvantaged groups are increasing, whereas accessibility to public services and employability rate are dramatically decreasing all over the world.

Through the “(EaSI) – VP/2020/003”, the EU is calling for authorities and organisations to address this persisting gaps in the effectiveness of social benefits hindering the wellbeing, inclusion, and social mobility of most vulnerable people, referring to people facing the greatest barriers to social and labor market integration.

The call supports the development and testing of policy innovations and experimentations aimed at the effective delivery of Principle 14 of the European Pillar of Social Rights, according to which“everyone lacking sufficient resources has the right to adequate minimum income benefits ensuring a life in dignity at all stages of life, and effective access to enabling goods and service”. The action must build on the integrated approach combining three strands: the provision of adequate minimum income benefits; activation services supporting the access to employment; and effective access to enabling goods and services.

  • The EU co-financing rate for the projects implemented under this call is 80%
  • The deadline for the submission of the application is 15/10/2020
  • Access the call for more information

About Izmir Metropolitan Municipality

Izmir Metropolitan Municipality (IMM) holds a very important place in the local administration organization of Izmir, being the third-largest city in Turkey and an important logistic hub. IMM, as the local authority of the whole province, is responsible for the wide variety of areas, including social projects, community services, vocational education, health, culture, tourism, environment, climate change, IT, transportation, energy, natural resources, water, and sewerage administration, infrastructure, planning, and development, etc.

Izmir has been a remarkable city for both internal and external migration movements throughout history. Especially internal migration movements (from rural cities to metropolitan cities) that have been continuing since the 1970s and Syrians’ refugee movements for several years their repercussions raise vulnerable groups in Izmir like other metropolitan cities. Since then, IMM has given great importance to these and implemented a variety of projects and activities for vulnerable groups and other disadvantageous groups.

IMM provides a wide range of services in reference to fields of social support and social investment, and it has many service centers peculiar to each vulnerable group. To name a few examples: Milk Fed Lamb (Süt Kuzusu) is providing milk for kids between 1 to 5 years old. Vocational Factory (Meslek Fabrikası) is a project which improves the employability of job seekers with its local labor market-sensitive vocational training programs. Accessible Izmir (EngelsizIzmir) aims to form better conditions in all public services for disabled citizens. Grocery of Public (Halkın Bakkalı) is a project which provides urgent nutrition products to low-income neighborhoods while supplying them from local small producers. Hanging Meal (AskıdaYemek) and Hanging Invoices (AskıdaFatura) are the projects contributing to the solidarity of people who lives in the city for supporting low-income people by paying their invoices and fundamental food needs with donations. We are providing a diversity of services through our infrastructure and participating in grant projects (EU, UN, etc.)  for vulnerable groups such as women, disabled, refugees, NEETs. IMM has a good level of experience, implementation and cooperation capacity, infrastructure facilities, and responsiveness to changing local needs.

In order to ensure social, cultural, educational, and economic cohesion and to transform the multicultural and multi-identity structure of the city into a richness, Izmir Metropolitan Municipality creates inclusive urban policies with a rights-based and holistic perspective always pushing for delivering the necessary. In light of the new threats posed by the Covid-19 and new migration flows in terms of supporting and providing proper services for vulnerable groups (including NEETs, disabled people, women with low educational attainment), IMM especially values the work that can be developed by being part of the EaSI project as it will enable to structure beneficial and inclusive policies, feed and support coexistence culture and social cohesion in the city.

Call for Proposals: Social Economy Missions

11 May, 2020 By Erik Hayes

“Social economy missions” aim to accelerate the development and awareness of social economy potential within the European Union, in particular at local and regional level. Often the commitment towards this mission is insufficient with a lack of active collaboration.

The European Commission, through the “COSME programme”, launched a call for proposals tailored to engage a network of regional and local authorities established in the EU and COSME participating countries to constitute a space for inter-regional learning and collaboration.

Sharing of good practices and mutual learning

The call will support consortia in sharing and replicating best practices, creating opportunities for future inter-regional partnerships on priorities related to “social economy missions”.

The expected result is to support the development of the European social economy community by encouraging interaction between different partners, both at public and private level.

Boosting social innovation at inter-regional level is fundamental to shift towards a more sustainable and green economy. The Social Economy has the potential to support the green transition within the new European Green Deal.

The call requires applicants to clearly identify a topic and specify the objectives to be achieved by the mission. Listed below are the main topics. Nevertheless, consortium partners can propose any other topic with relevance to the development of the social economy.

  1. Building resilient regional and/or local ecosystems;
  2. Socially responsible public procurement;
  3. Building Clusters of Social and Ecological Innovation or participation in traditional clusters;
  4. Support to social economy business development;
  5. Support to local and regional initiatives in the area of green and digital transition;
  6. Local or regional measures tackling unemployment;
  7. Sustainable agriculture and rural development;
  8. Education and training to develop the social economy ecosystem;
  9. The development of horizontal policies to support social economy at local or regional level;
  10. Social economy initiatives to integrate migrants;
  11. Other (identified by the applicants).

Who is eligible ?

  • Participants must be legal entities forming a consortium established in EU member states or COSME countries.
  • The coordinator must be a regional or local public administration
  • The consortium partners must be regional or local public administration
  • At least 3 regional or local public administration from 3 different countries
  • The participation of the same regional or local public administration in more than one proposal is not permitted

What are the activities ?

  1. Kick off meeting with the EASME and the European Commission in Brussel
  2. Online or offline session with invited representatives of the consortia, organised by European Commission to release guidance on participatory methods for planning and organising workshops
  3. Organize three compulsory workshops in the field of priority of “social economy mission” (read the call for the details)
  4. Optionally, other additional learning activities such as workshops, webinars, peer-to-peer learnings, etc. can be organised

All the proposals have to be submitted through the Funding and tenders portal before the 9 of June 2020 at 17.00 (Brussels time). Applications must be sent in one of the official EU languages.

The total budget is estimated at EUR 1 900 000, the maximum grant per project is EUR 100.000 and in total EASME is expecting to fund 19 proposals.

Before submitting the proposal read carefully the call text and the guide for applicants released by the European Commission. If you have additional questions you can address them to [email protected] . All the collected questions receive an answer in the FAQ’s document regularly published and accessible to everyone in the COSME webpage.

Call for Third Parties: Join Together for Cohesion

7 May, 2020 By Birgit Sandu

The consortium of the project “Together for Cohesion: Let’s rEUnite!” is seeking third parties willing to embark on a very stimulating communication campaign focused on projects and activities implemented in the framework of EU cohesion policy. Through this call for third parties, we want to identify local or regional authorities, private companies, NGOs, and other stakeholders that have a success story of a project or initiative (co-)financed by the European cohesion funds, and that are eager to share it within “Together for Cohesion: Let’s rEUnite!” communication campaign.

About the Project

“Together for Cohesion: Let’s rEUnite!” is a communication project co-funded by the European Commission-Directorate General for Regional and Urban Policy. The project started on 1st April  2019 and will run for 16 months. It is coordinated by the Assembly of European Regions (AER) as leading partner in cooperation with the ‘media consulta International Holding AG’ (mc Group).

Together for Cohesion’s aim is two-fold: on one hand, we want to raise awareness about the importance and the real-life benefits of programmes, projects, and services founded through the cohesion policy funds. Complementarily, our campaign is based on a bottom-up approach that seeks to empower the main beneficiaries of the policy and to make their voice louder. Hence, we aim at encouraging citizens and stakeholders’ active involvement in cohesion policy to turn them in active players in the regional and national dialogue on cohesion policy.

For one year now, we have been a major hub for the collection and dissemination of success stories of cohesion funded projects and activities at both local and international levels. We have collected best practices in the communication on the use of cohesion policy funds by eight regions, organized and participated in international conferences and knowledge-sharing workshops.

Throughout this time, we have been working in strong cooperation with Together for Cohesion’s flagship regions: Alba (RO), Catalonia (ES), Csongrad (HU), Timis (RO), Trentino (IT), and Varazdin (HR). Public authorities of the six flagship regions have been communicating cohesion policy through a series of local events in each region. We have provided public authorities and stakeholders in the regions with exceptional learning opportunities about how to effectively structure their communication activity through interactive workshops trainings. Citizens and targeted stakeholders that have benefitted from cohesion funds have been actively engaged in our campaign as Ambassadors/Messengers of cohesion by telling their stories, bringing their testimonies, participating at the events, and disseminating our achievements. Visit AER and Together for Cohesion websites for detailed information about all the initiatives implemented until now.

In the coming months until the end of the project, we will continue implementing the above-mentioned activities, as well as launch new meaningful actions. We are producing videos about the activities of Together for Cohesion and short documentaries on success projects; establishing partnerships with local and national media outlets that will give to cohesion policy and its projects widespread visibility; organizing the project’s final event (webinar); and give visibility to the efforts of third parties.

About Third Parties’ Involvement: Main Activities

Together for Cohesion is opening the floor to the stories of third parties too. We know that success stories of projects and initiatives funded by European cohesion policy are many and involve all the regions in Europe. Hence, we are calling for local or regional authorities, private companies, NGOs, and other stakeholders that have benefited from EU cohesion funds to become active members of our communication campaign.

To this extent, we would like you to contribute in this way:

  • Share with us your story, pictures, or videos of your local project funded by the EU and of your organization. We will then publish it on the dedicated page on the Together4Cohesion website (here).
  • Support the dissemination activities by spreading the media content produced within the campaign on your social media with the #Together4Cohesion!

Benefits of Joining Together4Cohesion

By joining Together for Cohesion campaign, you will have the opportunity to:

  • Give visibility to your projects and organisation
  • Benefit from the learning experiences of the training workshops on how to better communicate cohesion policy
  • Be involved and regularly updated on the upcoming activities of Together for Cohesion
  • Be updated by AER on future cohesion and other EU funding opportunities
  • Interact with the AER wide network
  • Make a difference by raising awareness of European cohesion policy!

How to express your interest

If you are willing to be actively engaged in the project “Together for Cohesion: Let’s rEUnite!”, please contact Birgit Sandu, Together for Cohesion project manager, at [email protected] by May 20th, 2020.

European Youth Foundation Open Calls!

20 September, 2019 By Editor

Youth engagement at European level is very high in the AER agenda. In this respect, AER takes action and regularly gets involved in different projects and initiatives dedicated to young people especially through its Youth Regional Network. The Summer Academy 2019 and the 20th University on Youth and Development which took place this year, are one of the latest successful initiatives that AER organised to benefit the youth.

In order to support young people’s projects, the Council of Europe (CoE) established in 1972 the financial instrument European Youth Foundation (EYF) within the Youth Department of the Directorate for Democracy. The projects must be developed by, with and for young people, responding to issues, needs and challenges that concern young people.

The EYF has its premises in the European Youth Centre in Strasbourg. Only youth NGOs from the Council of Europe member states, as well as the European Cultural Convention Signatories (Belarus, Kazakhstan and the Holy See) can apply to the Foundation.

EYF more than just a donor…a real partner

EYF is more than just a donor, it aims at developing sustainable partnerships with NGOs. Its support is given not only on a financial level but also at the educational level:

  • offers guidance during the application and reporting process;
  • provides extended evaluation of content and methodology through constructive feedback, raising questions and giving recommendations in order to create a reflection process;
  • transfers knowledge by sharing educational material developed by CoE and youth NGOs

Who can apply?

The EYF foresees the involvement of 5 types of organisations, which define which kind of grant they can apply for:

  • International youth NGO – Members/branches in minimum 7 ECC signatory states
  • International network of youth NGOs – Minimum 7 youth NGOs in 7 different countries (applicant organisation plus 6 other NGOs in different countries
  • Regional network of youth NGOs – Present in minimum 4 and not more than 6 countries (applicant NGO plus 3 to 5 NGOs in different ECC signatory states)
  • National youth NGO – Based in an ECC signatory state and working at national level
  • Local youth NGO – Based in an ECC signatory state and working at a local level

The EYF does NOT support individuals, students, informal groups, private businesses, sports clubs, etc.

In order to obtain the EYF’s support, it is essential that a project is thematically linked with the priorities of the Youth Sector of the CoE which are decided every 2 years.

3 Open Calls!

The European Youth Foundation has a diverse range of grants in accordance with the typology of beneficiaries and objectives. You have the opportunity to apply now for 3 grants out of 4 so don’t waste this chance!

  • International activities (open to all except local NGOs) – Open Call
  • Structural grants (not open to national and local NGOs) – Open Call
  • Annual work plan (only open to international NGOs/networks, can include pilot activities) – Open Call
  • Pilot activities (not open to international NGOs/networks)

Deadline 1 October (midnight CET), with registration exclusively through EYF online system.

Important Notice! The first step is to register your NGO in the online system of EYF in order for your organisation to be evaluated. Once you get the approval you can have access to the project application and apply.

In case you are preparing your project application and wish to involve AER member regions, do not hesitate to contact the AER Secretariat.

Routes4U Calls for Proposals

13 August, 2019 By Editor

Explore and boost Europe’s cultural heritage is a topic of high interest for AER and its member regions, which has been strongly approached on occasion of the 2018 Summer Academy in Maramures (Romania) where young people from various regions across Europe gathered to discuss and share experiences on cultural heritage for regional attractiveness.

Therefore, AER is pleased to share with its member regions this grant opportunity aimed to put in value the cultural heritage of the European macro-regions’ Cultural Routes.

Cultural Routes

Launched by the Council of Europe in 1987, the Cultural Routes demonstrate, by means of a journey through space and time, how the heritage of the different countries and cultures of Europe contributes to a shared and living cultural heritage.

European Cultural Route, is a certification awarded by the Council of Europe to networks promoting the European shared culture, history and memory.

A Cultural Route of the Council of Europe is not necessarily a physical path to be walked through and can be made up of cultural stakeholders such as museums, municipalities or local governments clustered into one umbrella association. Being awarded the title Cultural Route of the Council of Europe opens the way to larger visibility, a network of cultural stakeholders or even funding.

Routes4U Project

Routes4U Project aims to enhance regional development in the Adriatic-Ionian, the Alpine, the Baltic Sea and the Danube regions through the Cultural Routes. The 30-month project (2017-2020) has been launched in the framework of the joint programme between the Council of Europe (DGII – EPA on Cultural Routes) and the European Union (European Commission, Directorate-General for Regional and Urban Policy).

The four EU macro-regions, covering 27 countries (19 EU Member States and 8 non-EU countries), are crossed by 25 transnational networks certified “Cultural Route of the Council of Europe” such as the Santiago de Compostela Pilgrim Routes, the Phoenicians’ Routes, the Hansa and the Olive Tree Routes. The Routes4U Project contributes to cultural cooperation and provides a transnational platform for regional and national stakeholders.

7 Calls for proposals for tourism products, services and Cultural Routes cards

Open Call for Civil Society Projects

16 April, 2019 By Editor

One of the core activities of AER and its member regions is to connect Europe with citizens. As we are facing a difficult time in terms of knowledge regarding Europe and its future, AER is putting effort in developing concrete actions in order to facilitate the citizens’ wider involvement in the current debates. Our engagement in the EU funded project Road to the Future as well as the active participation to the Democracy Alive festival represent strong initiatives in this direction.

Synergetic with our activities, the European Institutions themselves play a key role in making Europe more understandable and relevant.

In this context, the Europe for Citizens Programme is an important instrument aimed at getting citizens to play a greater part in the development of the European Union. By funding schemes and activities in which citizens can participate, the Programme is promoting Europe’s shared history and values therefore fostering a sense of ownership on EU developments.

Measure Civil
Society Projects

Within the above mentioned Programme, the Measure Civil Society Projects opened a call for project proposals on 2019! It aims at supporting projects promoted by transnational partnerships and networks that directly involve citizens, therefore providing them an opportunity to actively participate in the European policy making process.

Projects should aim at stimulating and organising reflections, debates or other activities related to the multi-annual priority themes of the Programme and propose practical solutions. They should actively involve a large number of citizens in their implementation setting the basis for long-lasting networking between many organisations active in the field.

A Civil Society
Project must include at least two of the following types of activities:

  • Promotion of societal engagement and
    solidarity: activities promoting debate/campaigns/actions on themes of common
    interest in the framework of the rights and responsibilities of the Union
    citizens and making the link to the European political agenda and policy making
    process.
  • Gathering of opinions: activities
    aiming at gathering the individual opinions of the citizens favouring a bottom
    up approach (including the use of social networks, webinars, etc.) and media
    literacy.
  • Volunteering: activities promoting
    solidarity among Union citizens and beyond.

Maximum grant

 Maximum eligible
grant for a Civil Society Project is: EUR 150 000.

The deadline is 02
October 2019

Call for European Heritage Stories

3 April, 2019 By Editor

Within the European Year of Cultural Heritage 2018, AER developed several activities in line with the overall goal of encouraging
people to discover, explore and boost Europe’s cultural heritage.

In this
respect AER organised the 2018 Summer Academy in
Maramures
(Romania) that
brought together over 100 young people from various regions across Europe to
discuss about the many benefits that heritage and culture can bring to a
region. In the same time during the AER 2017 Spring Plenaries
in London
and the Autumn 2017 plenaries in Nancy the delegates debated topics that
tackled the crisis of cultural heritage on today’s society and provided
participants with information on funding opportunities.

The call for European Heritage Stories

AER is enthusiastic to share with its members this funding opportunity that fits so well in the landscape and actions that we are focusing on.

The EHD Call for European Heritage Stories was initiated as a pilot initiative within the framework of The European Heritage Days (EHDs) and is set to be continued on a yearly basis.

The European Heritage Days are the most widely celebrated
participatory cultural events shared by people from the 50 European States
signatory of the European Cultural Convention.
Each EHD event and every visitor to those events represent a
unique European Story that communities would
like to share and potentially develop into a project.

The call for European
Heritage Stories is open to:

1. European Heritage Days communities from the 50 European
States signatory to the European Cultural Convention that have organised at
least one EHD event in the last three years.

2. EU Prize for Cultural Heritage/Europa Nostra Award
winners.

3. European Heritage Label sites.

Each community can submit
up to three stories per Call and up to one project proposal to be eligible for
the grant procedure (maximum €10 000) connected with one of the submitted
stories.

Detailed information can be found in the EHD Stories Brochure.You can also visit the European Heritage Stories page to find out more information regarding eligibility criteria and important dates along with the application form.

The objectives of
the initiative are:

  • To encourage people to engage with
    Europe’s cultural heritage and to reinforce a sense of belonging to the
    European common space.
  • To collect testimonies/stories that
    give an insight into how communities understand the European dimension of local
    heritage.
  • To identify and promote communities
    working with heritage in line with European values and with a long-term
    perspective of collaboration.
  • To reward communities for their
    efforts and to encourage them to develop their Stories further.
  • To motivate and encourage
    communities to participate in the EHDs.

Go for it!

The deadline for submission is 18 April 2019, so no time to wait!

The AER Secretariat is happy to connect the member regions eager to apply for this call.
