Tourism & Remote Areas: A New Competitive Advantage after the Pandemic?

The Assembly of European Regions is delighted to share a unique peer-learning opportunity aimed at regional representatives responsible for cultural tourism offered by the European Regions Research and Innovation Network (ERRIN)

In the framework of the recently launched Horizon 2020 funded project “Beyond Cultural Tourism (Be.CulTour)”, ERRIN is opening a call for regional representatives to join the Be.CulTour Community. Cultural tourism, including heritage assets, will be at the heart of the peer-learning programme.

Innovation Ecosystems & Circular Cultural Tourism

12 selected applicants representing their local and regional innovation ecosystems will have the opportunity to benefit from a fully funded peer-learning scheme which will follow a pilot / mirror approach.

Via quarterly community conversations, dedicated interviews, tailored webinars, and offline learning labs (travel and accommodation costs are covered to participate in the learning labs organised in Brussels in September 2022 and in Naples in December 2023), the community members will interact closely with six pilot ecosystems (Aragón (ES), Larnaca (CY), Basilicata (IT), Västra Götaland (SE), Vojvodina (RS) and the cross-border area between North-East Romania and Moldova) committed to fostering regional development through circular cultural tourism.

How to join the programme

The open call will be presented on Tuesday, 13th April, between 14.00-16.15 CET, in the frame of a webinar on “Creating destinations after a global pandemic: The new competitive advantage of remote areas” featuring inspiring keynote speakers and panelists.

PRESS RELEASE: The Cultural Administration & Sustainability Boosters Curriculum is on its way!

The CUBES project, co-financed by the Erasmus+ programme, aims to empower all societal sectors to own and administer their heritage and cultural resources in a sustainable way, thus leading to both cultural democracy and sustainability. To this purpose, the project developed a training programme, Cultural Administration & Sustainability Boosters Curriculum, that will be offered on an inclusive, interactive and user-friendly digital platform.

The curriculum is designed by all project partners based on the best practices, funding tools, local challenges, training needs and results identified during the development of the Review Paper on Parameters Mapping. More specifically, the programme is addressed to public bodies and authorities, NGOs and foundations at regional and national level working in the cultural sector for the promotion and governance of cultural resources.

The curriculum will be available in 6 languages (English, Portuguese, Romanian, Greek, Lithuanian, Bosnian) and consists of 4 Subjects:

  • Subject 1: Project Management (Module 1: Project Management Introduction, Module 2: Project Management Methodology & Toolsets, Module 3: Cultural Project Life cycle)
  • Subject 2: Community Involvement & Networking (Module 1: Introduction to Cultural Competence, Module 2: Networking in Cultural Settings, Module 3: Culture as a pillar for Sustainable Development – 2030 Agenda and Cultural Administration)
  • Subject 3: Marketing Cultural Work (Module 1: Introduction to Marketing and Marketing Planning, Module 2: Communications Planning and the use of Digital Tools, Module 3: Strategic Marketing – Branding)
  • Subject 4: Fundraising for culture (Module 1: Basics to Fundraising, Module 2: Strategic Planning for Fundraising, Grant Proposal Writing)

After the release of the curriculum via the CUBES interactive e-platform, AER member regions and other interested parties can undertake the online learning programme on cultural management and sustainability and obtain a certification. Once the learners have successfully completed the programme, they will receive training to act as mentors in local communities, taking up the responsibility of informing, guiding and mentoring other community members in the field of cultural management and sustainability. 

As result, participants will be empowered in their know-how regarding the sustainable administration of tangible and intangible cultural resources and will have the opportunity to network and interact with expert partners in the field.

The curriculum will be published in the coming months via the CUBES interactive e-platform. Stay tuned!

Cultural heritage: Join Gävleborg for a Creative Europe project!

The objective: extraordinary experiences via digital  

We want to explore new ways to disseminate European world heritage through innovative digital technology. Our goal is to create extraordinary experiences for the public, and to solve key challenges for the participating World Heritage Sites. 

Placed-based approaches, exchanges & explorations

With central issues in the dissemination work as a starting point, we will create workshops with broad interdisciplinary and European participation tailored to each world heritage site. The workshops will work on how to meet the challenges the individual place has with the combination of creative eagerness and new technology. We will follow up with experiments and exploration of some of the suggestions. 

What kind of “innovative digital technology”?

With innovative technology, we mean virtual reality, augmented reality, extended reality and gamification, without this being a limit.

The choice of technology must be guided by what is best suited to solving the challenges we face in each case.  New technologies require new understanding of the possibilities these mediums offer:

  • How to tell good stories in a medium that demands and interactive user?
  • How to best adapt the dramaturgy of a story to make it efficient and well-communicating?

To learn more about interplay between digital environments, stories and the user we are looking for partners who are keen to experiment and take part in prototyping and doing workshops on this. 

A sustainable network on cultural heritage and digital technology

We will make sure that the ongoing progress and results from the project is widely spread. Also building a wide network of world heritage sites and cultural institutions in Europe interested in innovative technology in their work with dissemination. 
Since this is a long-term work that requires both time, knowledge, experience and resources, we will make a plan for further joint work after this short (18 months, starting January 2021) project.  

If this is you:

We are looking for a partner who:

  1. is or includes a Unesco World Heritage site 
  2. faces challenges at its World Heritage site that are linked to accessibility and to sustainability (resulting from wear & tear)
  3. is concerned with dissemination to the public and working with pedagogic challenges. 
  4. is curious about interpretation and the opportunities technology can provide to engage the audience.

Interested parties are asked to consider the following questions:

  •   What do you hope this project will bring to your organization
  • How do you see it affecting the work that you do and communicate? 
  • What insights, skills and/or other resources can you to contribute with to the project? 

Partners

As of today – we are the following two partners:  

Region Gävleborg with the World Heritage Decorated Farmhouses of Hälsingland. The Gävleborg region will have close cooperation with the County Museum in Gävleborg, during this project. Region Gävleborg’s cultural department has been working with VR and the world heritage since 2016.

Tied to Region Gävleborg is also a phd project researching dramaturgy for participatory experiences such as VR. The phd project is conducted at Stockholm University of the Arts (Uniarts). 

Inland county municipality with the World Heritage Mining Town of Røros and the Cirkumference. Hedmark County Council will work closely with the World Heritage Coordinator, Anno Museum, VRINN business cluster, Hamar Game Collective and Inland Norway University of Applied Sciences along the way.  

Both partners have experience with, among other things, the use of VR (virtual reality), and among the partners there is also extensive experience with VR / AR / XR and gamification. 

Practicalities

Interested parties are asked to respond to this call for partners by the 15th of February. 

The first draft of the application will be ready by the 15th of March, the deadline for the application is on the 14th of May.

Routes4U Calls for Proposals

Explore and boost Europe’s cultural heritage is a topic of high interest for AER and its member regions, which has been strongly approached on occasion of the 2018 Summer Academy in Maramures (Romania) where young people from various regions across Europe gathered to discuss and share experiences on cultural heritage for regional attractiveness.

Therefore, AER is pleased to share with its member regions this grant opportunity aimed to put in value the cultural heritage of the European macro-regions’ Cultural Routes.

Cultural Routes

Launched by the Council of Europe in 1987, the Cultural Routes demonstrate, by means of a journey through space and time, how the heritage of the different countries and cultures of Europe contributes to a shared and living cultural heritage.

European Cultural Route, is a certification awarded by the Council of Europe to networks promoting the European shared culture, history and memory.

A Cultural Route of the Council of Europe is not necessarily a physical path to be walked through and can be made up of cultural stakeholders such as museums, municipalities or local governments clustered into one umbrella association. Being awarded the title Cultural Route of the Council of Europe opens the way to larger visibility, a network of cultural stakeholders or even funding.

Routes4U Project

Routes4U Project aims to enhance regional development in the Adriatic-Ionian, the Alpine, the Baltic Sea and the Danube regions through the Cultural Routes. The 30-month project (2017-2020) has been launched in the framework of the joint programme between the Council of Europe (DGII – EPA on Cultural Routes) and the European Union (European Commission, Directorate-General for Regional and Urban Policy). 

The four EU macro-regions, covering 27 countries (19 EU Member States and 8 non-EU countries), are crossed by 25 transnational networks certified “Cultural Route of the Council of Europe” such as the Santiago de Compostela Pilgrim Routes, the Phoenicians’ Routes, the Hansa and the Olive Tree Routes. The Routes4U Project contributes to cultural cooperation and provides a transnational platform for regional and national stakeholders.

7 Calls for proposals for tourism products, services and Cultural Routes cards

The 7 Routes4U Project proposals with a maximum 10 000 euros per grant aim to produce an added value to the Cultural Routes of the Council of Europe Routes4U programme and to the macro-regional strategies.

  • Calls for proposals for tourism products and services

The Routes4U grant will co-fund projects that aims at creating tourism products and services in the following macro-region: Adriatic-Ionian, Alpine, Baltic Sea or Danube Region. These products and services should display the heritage along the priority Cultural Routes and promote the macro-regional identity. The creation of specific tourism products must address the priorities of the macro-regional strategy concerned.

  • Calls for proposals for Cultural Routes cards

The Routes4U Grant will co-fund the creation of a Cultural Route card in the following macro-regions Alpine, Baltic Sea or Danube Region. This card should provide discounts and advantages to the card-holder. It should be an incentive to travel along the Cultural Route of the Council of Europe/priority cultural route project in the macro-region concerned. The creation of a Cultural Route card must address the priorities of the macro-regional strategy concerned.

Online information session

An online information session will take place on Wednesday 28 August at 10 am (UTC+2).

The Routes4U Joint Programme will provide background information on the grant and answer questions on the call for proposals. Networks eligible for the grant (Cultural Routes certified by the Council of Europe and priority projects identified within the framework of Routes4U) will be invited via e-mail and are strongly recommended to take part in this information session.

E-learning platform

The Routes4U e-learning course addresses key issues for the Cultural Routes and for the stakeholders from the EU macro-regions working in the cultural heritage and tourism fields. Different modules on the Cultural Routes, regional development, cultural cooperation and social cohesion will be developed. The course will be made available on the Council of Europe platform and will be promoted also by selected universities and on the websites of different stakeholders of Routes4U Project.

The course is hosted by the HELP Council of Europe platform: the access is free and unlimited, but registration is compulsory.
