The 2016 Eurodyssey Forum, was kindly hosted by the Ministry of Labour and Welfare and the Union of Cyprus Municipalities from 22-24 November 2016 in Larnaka.

Sibenik-Knin (HR) welcomes the Eurodyssey Forum in 2017

The 2016 Annual Forum of the Eurodyssey took place in Larnaka (CY) from 22-24 November 2016. At this occasion, Sibenik-Knin County offered to host the 2017 Annual Forum of the programme. The vent will most probably take place in the second semester of 2017 (Sept. or Oct.)

Sibenik-Knin is an AER member since 2012, active in the Eurodyssey programme since 2013. Download the presentation.

Eurodyssey regions make “fair” mobility a reality

The 2016 Eurodyssey annual forum took place in Larnaka, Cyprus, from 22-24 November. The topic at the centre of the discussions was “fair mobility”. Eurodyssey is AER’s international youth mobility programme, providing young people with opportunities to engage in internships in in other European countries thus easing the access to the job market. Eurodyssey is an excellent tool for regions to tackle youth unemployment.

The programme benefits from many unique traits that were presented during the Forum. AER Committee 3 Vice-President and Chairman of Hedmark County Council (NO) Mr Dag Rønning stated “the Eurodyssey programme is a flagship initiative in AER, a perfect illustration of true interregional cooperation and an exemplary service that provides true added value for the regions involved”. Ms Christine Garnier, Bourgogne Franche-Comté (FR) highlighted the results of an analytical study made on the programme to identify improvements and new potential.

Four active Eurodyssey regions presented strands of their youth mobility policies illustrating why Eurodyssey can be referred to as a “fair” programme.

Ms Arlette Brone from Actiris International presented the programme as it is set up in Brussels-Capital. She explained the structure of Actiris and the department responsible for international mobility. Ms Brone gave the figures of the outgoing young people taking part in the programme which show the diversity in the nationalities, types of studies and sectors. She also explained the conditions for young people to come to Brussels for an international internship. Download the presentation.

Promoting the diversification of Businesses – Catalunya (ES)screen-shot-2016-11-24-at-14-45-48

Ms Esther Estany (Catalunya-ES) explained the strategic approach in Catalunya to diversify the types of companies and businesses involved in the Eurodyssey programme. The diversity is expressed in terms of the size of the companies, from SMEs, to larger businesses, to NGOs and social institutions. But the diversity in Catalunya is also a matter of the sector of activity as well as the geographic location, to promote cities and places outside of Barcelona. Download the presentation.

Targeting different beneficiaries for employability and to fight social exclusion – Umbria (IT)

Umbria (IT) has been active in the Eurodyssey programme for 3 years and integrated the programme with the aim to use it as a tool for employability and to tackle social exclusion. Mr Riccardo Fano Illic took the opportunity of the Forum to share the evaluation of this first period and more specifically the impact of the programme on two target groups, one with a high European Qualifications Framework (EQF) level and the second with a low EQF level. The experience in Umbria shows that for this second, more fragile group, it is still difficult to access the programme. Download the presentation.

Auvergne Rhône-AlpesPolicies for geographic diversity – Auvergne Rhône-Alpes (FR)

Ms Bérangère Furbacco (Auvergne Rhône-Alpes-FR) presented the strategy set up in the region to cope with the specificities of a large region with numerous important economic poles. This strategy will be all the more important since the regional reform in France and the partnering with Auvergne. The demand was high in Rhône-Alpes with 800 candidates for only 40 mobility opportunities. The region is also picking up trends to digitalise its processes and keep up with the habits of young connected citizens. Download the presentation.

The European Solidarity Corps: Acting for Europe (video)

Although Mr Joseph Jammar, Head of Representation of the European Commission in Belgium could not take part in the Eurodyssey Forum in Cyprus, he prepared a video message for the participants to provide them with information on the future European Solidarity Corps in the framework of the conference “A fair mobility”.

The European Solidarity Corps (ESC) is conceived to offer people under 30 in Europe the chance to support a non-governmental organisation (NGO), local authority or private company active in addressing challenging situations across the European Union – for instance: rebuilding communities following natural disasters; addressing social challenges such as social exclusion, poverty, health and demographic challenges; or working on the reception and integration of refugees.
The Corps will develop its own distinct identity, rooted in the core EU values of engagement and solidarity. By joining the Corps, participants will express their commitment and willingness to devote a period of their lives to helping others. By supporting others, including the most vulnerable in our societies and communities, young people will not only put the core EU value of solidarity into practice, but also acquire skills and experience, including language skills, that can be valuable when looking for a job or considering further education and training.

Eurodyssey success story from MSF Brussels (video)

Joffrey Monnier works for MSF in Brussels and if a former Eurodyssey trainee. He took part in the programme in 2004 in Paris. Convinced by the added value of Eurodyssey, Joffrey continues to work with interns from the programme and has even hired two. He and Ghislain Massotte explain the benefits of the programme and the importance of youth mobility for access to the job market.

Cyprus on the starting blocks for youth mobility

After successfully hosting the 2016 annual Eurodyssey Forum, Cyprus is on the starting blocks to launch its mobility programme. The Forum was an excellent opportunity for Eurodyssey coordinators to get to know their new partner in order to ensure a smooth integration into the programme.

The Forum was opened by Mr Alexandros Alexandrou, Director of the Department of Labour, Ministry of Labour and Social insurance and Mr Christos Hatziyiangou, Acting Secretary General of the Union of Cyprus Municipalities. Mr Savvas Savvides, Mayor of Akanthou, and representative to the AER for the Union of Cyprus Municipalities was also present on this occasion after his recent involvement in the AER Bureau in Vienna in October.

The Eurodyssey programme in Cyprus is co-funding by the Republic of Cyprus and the European Social Fund. The department of Labour has secured a grant of 20.000 EUR per year for 3 years which will enable the welcoming of 4 or 5 trainees in Cyprus each year.

Mr Alexia Tsaousi, Labour officer, presented some of the specificities of the involvement of Cyprus in the programme as well as their objectives for the first year. For young people coming to Cyprus within the Eurodyssey exchange programme, the following is foreseen:

  • Monthly allowance €500/month for living expenses for 5 months
  • Accommodation (single room in shared apartment): Rent will be paid directly by the DoL to the owner
  • Funding of the Language course for Greek of 40 hours, during the first month of arrival, before the start of the 5 months training period and for cultural activities.
  • An amount of €100 at the end of the training period, after submiting the Intership Report and on the condition that the accommodation used is not damaged.
  • documents needed: national ID or passport; private or European health insurance card; training or studies certificate; identify photo

Ms Tsaousi, Labour officer also detailed the conditions and criteria for the young people from Cyprus eligible for the programme. The details can be found in the presentation.

Mr Antonis Kafgouros, Labout officer presented some facts about living and working in Cyprus. One of the strengths of the Eurodyssey programme is the strong support that the young people receive before, during and after their internship.
