DESCRIPTION:We are pleased to invite you to a webinar on the ways in which regions can improve the accessibility of public services for better integration policies and practices with insights from IOM and the Council of Europe. \nRegional and local authorities are at the forefront when it comes to addressing integration needs in practice. The Covid-19 pandemic has strongly tested systems in place\, revealing tremendous needs but also the resourcefulness which exists at local and regional levels. This shows how essential it is to create opportunities for structured and meaningful mutual learning on integration in order to enable regional and local authorities to share good practices and improve policies and practices. \nTo facilitate these exchanges\, AER and the Council of Europe have launched the Intercultural Regions Network\, chaired by Oriol Amorós\, Secretary of Equality\, Migration and Citizenship for the Government of Catalonia. The network provides support for regions to design\, implement and evaluate diversity and inclusion strategies. \nDuring this webinar\, Dominik Zenner\, Senior Migration Health Advisor\, IOM Regional Office for the European Economic Area\, the European Union and NATO\, will share the experience of IOM on improving the accessibility of public services for third-country nationals. He will highlight the importance of access to health services\, an issue which has become particularly salient with the COVID-19 crisis. DESCRIPTION:The Assembly of European Regions is pleased to announce one more contribution to the European Week of Regions and Cities (EWRC). For the first time\, the Eurodyssey programme will be featured in the #EURegionsWeek through our virtual participatory lab\, Eurodyssey35: Regions on the move\, which will take place on 14 October at 9:30 AM. \nIn this session\, policy-makers\, regional officials and young activists will engage one another in an open dialogue on what is at stake for youth development\, and the instrumental role of youth mobility in fostering territorial cohesion and a sense of European identity.  \nMobility is at the core of European integration. For over 25 years the EU has actively promoted the mobility of students\, researchers and citizens to deliver in strategic policy areas: employment\, education and inclusion. Since 1985\, the AER has put regions at the forefront of fair mobility for young people through our Eurodyssey programme. DESCRIPTION:  \nWe are pleased to invite you to the webinar “Lifelong learning: upskilling and reskilling of 50+” that aims to bridge the gap between the need for reskilling and upskilling and funding opportunities and programmes offered by the EU. \n  \nThis webinar will highlight regional examples on upskilling and re-skilling and provide insights into the funding mechanisms used. \nIn the context of rapidly changing labour markets\, the upskilling and re-skilling of adults has become a priority. Technological changes and digitalisation require new skills\, while many regions in Europe are faced with both an ageing population and labour and skills shortages. People over 50 oftentimes are not the target group approached for the majority of employers and there is a consistent association between ageing and reduced participation in learning. Effective social inclusion and employment policies\, therefore\, require strong and regularly updated skill foundations. \nDuring this webinar\, Ms Elena Romanini\,  Senior Project Manager\, Skillman\, will explain different programmes and funds on lifelong learning offered by the European Union.  Mr Michael Heaney\, Chief Executive Officer\, Údarás na Gaeltachta will share possibilities in which programmes and projects on re-skilling and upskilling are financed and implemented from the regional perspective. SUMMARY:Circular Economy: Opportunities and Needs in the Labour Market
DESCRIPTION:We are pleased to invite you to the webinar ‘Circular Economy: Opportunities and Needs in the Labour Market‘ aimed to share information about how Vocational and Education Training (VET) programmes can support the transition towards a circular economy and exploits its potential for employment and social inclusion.   \nThe circular economy is among the core policy priorities of regional\, national\, and international policy-makers being a major tool to counter negative environmental trends while offering new opportunities for employment and social inclusion. The core pillars of the circular economy – reuse\, repair\, remanufactured\, and recycling – imply a more labour intensive process than the linear economy where resources are wasted or lost. This results in an unparalleled potential for the promotion of employment\, with the expected creation of approximately 700 000 new jobs linked to the circular economy (the so-called circular jobs) by 2030 in the EU (Cambridge Econometrics\, Trinomics and ICF\, 2018).   \nAt the same time\, the transition is a broad process involving an overarching redefinition of the economy as a whole\, as well as requiring the readiness of all economic and sectors in order to be fully realised. To this extent\, this year\, the European Union has adopted a new Circular Economy Action Plan for the achievement of a “cleaner and more competitive Europe in co-creation with economic actors\, consumers\, citizens\, and civil society organisations”. As suggested in the document\, the labour market plays a fundamental role in this process in that if able to anticipate and prepare for the transition\, it can accelerate and maximise the potential of a circular economy. Hence\, both the realisation of a circular economy and the effective uptake of its employment opportunities strongly depend on the readiness of the labour market.   \nAbout the webinar\nThe event will be held within the sixth edition of the Skillman International Forum focused on ‘Redefining the Future of Learning in the Advanced Manufacturing Sector’. Additionally\, it is part of the Skillnet series of 18 webinars designed to bring together experts in different fields linked to vocational education and training (VET) with the purpose of establishing relevant groups of collaboration and partnerships for future EU project proposals.   \nIt will offer regions and stakeholders engaged with the circular economy the opportunity to learn and exchange about how regions\, companies\, and VET organisations can support the transition towards a circular economy and exploit its employment potential by fostering the needed skills in the workforce.    \nIn this context\, the webinar aims to:  \n\nProvide information about what are the skills needed in a circular economy with particular regard to the advanced manufacturing sector.\nOffer the possibility to learn from\, and exchange with\, experts about how VET can support the circular economy transition by developing new curricula tailored to skill and upskill the ‘circular workforce‘.\nCreate a space for debate and network for experts in the field in order to establish relevant partnerships that can be applied within future EU funding opportunities.\n\nHow to join the webinar?\nOnly one registration is given for all the events within the Skillman International Forum (SIF). DESCRIPTION:We are pleased to invite you to two webinars on tackling early school leaving by improving information\, support\, and mutual learning\n \nHow to encourage young people and provide them with adequate support so they remain interested in learning in a global context that is particularly challenging? These two events will provide an opportunity to share regional experiences and hear about support initiatives at the EU level. \nThe events are part of the Skillnet webinar series AER is organising\, which provides an opportunity for mutual learning around topics identified by AER members. \nGenerating enthusiasm\, informing about potential\nOne of the challenges in Technical and Vocational Education and Training (TVET) is that it is often associated with negative representations such as the difficulty to follow general education or attend university. Informing about the potential of TVET and its success potential is also instrumental in boosting self-confidence in learners. \nThe first webinar\, which will take place on 27 January 2021 at 10:00 CET\, will offer the opportunity to learn and exchange about regional policies and practices aimed at making young people more aware of the opportunities related to Technical and Vocational Education and Training\, in order to: \n\navoid early school leaving because of the inadequacy of training pathways and the risks associated with the feeling of failure;\nencourage young people to see Technical and Vocational Education and Training as a pathway for success: for the Technical and Vocational Education and Training choice to be a positive choice;\nrecruit talented young people in Technical and Vocational Education and Training.\n\nVocational Training in Times of Lockdown and Pandemic\nIn the context of the pandemic\, the fundamental role of schools and teachers has been challenged. SUMMARY:2021 Innovation Show - How Smart is Your Food?
DESCRIPTION:We live in a world where thanks to technology\, everything is getting “smarter”. \nOur watches monitor our blood-pressure\, our cars can drive themselves\, and since the pandemic\, the high-rise\, multi-story workspaces that dominate our city skylines have been replaced by “virtual” meeting rooms we can carry around in our pockets. \nBut can the food that we eat get “smarter”\, too?  The answer is Yes! \nSmart…food?\nInnovation in food systems is allowing us to develop food that is more nutritious\, more resource-efficient and cheaper to produce. This has huge potential to address many of the great\, global challenges we face. Everything from fighting climate change\, improving global health to promoting gender equality can benefit from advances in food technology and improvements in various levels of the food system. \nWe all have a stake in the future of food innovation. Innovation at all stages of the food value chain is a topic mobilising everyone from scientists and farmers\, to politicians\, NGOs and the private sector. SUMMARY:National Recovery & Resilience Plans - Working Together in Renewed Partnership with Regions
DESCRIPTION:Date: 4 March \nTime: 16:00 – 17:30 CEST \nIn response to the impacts and challenges posed by COVID-19\, the European Commission\, the European Parliament and the Council agreed on a Recovery and Resilience Facility (RRF). The RRF will offer support for investments and reforms undertaken by Member States to make their economies and societies more sustainable\, resilient and better prepared to meet the challenges and opportunities presented by the green and digital transitions. \nIn order to access the funding\, Member States will have to produce and submit National Recovery Plans by April 2021. \nLocal and regional authorities play a vital role in addressing the short and long-term social and economic impacts of the COVID-19 crisis. SUMMARY:Advocacy Training for Young European Activists - Europe is what you make of it!
DESCRIPTION:The Assembly of European Regions\, in partnership with JEF\, is organising a training seminar on advocacy that will offer 30 young Europeans the opportunity to enhance their knowledge of the European Institutions and the Youth Strategy\, as wells as develop advocacy plans to promote their rights and priorities among local and regional authorities. \nThe training seminar is being organised as part of the “Y-FED: Europe is what we make of it” project. The Y-FED project is co-funded by the Erasmus+ Programme of the EU with the aim of empowering youth in the European and regional political dialogues and\, in turn\, building an Europe that it is closer to its young citizens. \n\nThe training seminar will be held from the 4th to the 6th of March 2021 in an online learning format and will be conducted in English. \nIt will adopt methodologies from non-formal education to provide young citizens with the necessary competences and resources to boost their active citizenship. It includes sessions on the European Youth Strategy and its Youth Goals leading to the development of regional and local advocacy plans focused on one out of the eleven European Youth Goals. \nThroughout the training seminar\, young citizens will develop the knowledge\, attitudes and skills necessary to become Youth-Ambassadors in their local and regional contexts. At the same time they will design\, organise and implement advocacy actions at a local and regional level. As a result of the training\, participants will: \n\nStrengthen advocacy skills; \nStrengthen advocacy tools;\nBecome acquainted with the European Youth Goals;\nDevelop knowledge on the principles of multi-level governance and subsidiarity;\nDevelop the skills to interact with decision-makers;\nDevelop an advocacy plan.\n\nThe training seminar will be composed three modules that will be completed throughout 10 hours. \nWelcome and Introduction   (Thursday 4th March  17:30 – 18:1o CET) \nThe training will be opened by AER Secretary General\, Christian Spahr\, who will welcome the participants and share the objectives of the Y-FED project and the training seminar. \nA round of ice-breaking presentation will take place before the kick of the sessions so to know more about the participants\, their motivation to attend the training and expectations. \n1. Thursday 4th March\, 18:00 – 20:00 CET  European Module: The European Youth Strategy 2019-2027 and the European Youth Goals\nThe training seminar will start with the introduction to the European Union Youth Strategy 2019-2027 and the European Youth Goals\, which outline the main challenges that young people face in their daily lives and present the vision for a Europe that enables young people to realise their full potential. \n2. Module on Youth and Regions: How can young people be engaged in the political development of their region? (Friday 5th March\, 18:10 – 20:10 CET)\nThis session will focus on enhancing participants’ knowledge on the principles of multi-level governance and subsidiarity and deepening the understanding of active youth participation in the democratic and political life at regional and local level. \nThis session will be accompanied by some practice examples on how young people can be engaged in the political life of their regions. The module will analyse and present several examples from across Europe about how local and regional authorities have been involving their young citizens in the development\, implementation and evaluation of youth policies\, and other policies that are most relevant to them. These good practices will serve as the ground for the development of participants’ advocacy plans. \n3. Module on advocacy: Introduction to advocacy and development of an advocacy plan (Saturday 6th March\, 10:00 – 13:00;  14:00 – 17:00 CET)\nThe objective of this module is to build participants’ competences and provide them with the tools required to advocate for youth participation at local\, regional\, and European levels. Trainees will work in groups of four and each group will jointly develop an advocacy strategy to advocate for one of the previously presented European Youth Goals and address the action to a regional authority from the following countries: Bulgaria\, Finland\, Germany\, Malta\, North Macedonia\, Poland\, Slovenia\, and Spain. \nThe developed advocacy strategy will serve the participants as a basis for the implementation of local and regional actions\, activity which will follow the training. \nClosing remarks and follow-up activities (Saturday 6th March\, 17:00 – 17:20) \nDOWNLOAD THE FULL PROGRAMME OF THE ADVOCACY TRAINING HERE!  \n\nFollowing the conclusion of the training seminar\, participants will have the chance to engage with local and regional authorities across Europe by participating at the AER Spring Bureau Meeting and implementing local advocacy actions. SUMMARY:Multi-stakeholder Approaches for Innovative Societies
DESCRIPTION:We are pleased to invite you to two webinars examining the ways in which multi-stakeholder approaches help build more innovative societies.\n \nTo build innovative and creative societies\, it is necessary to work both at a system level to improve innovation ecosystems and at an individual level to encourage young people from diverse backgrounds to participate in society. The events are part of the Skillnet webinar series organised by the AER\, which provides an opportunity for mutual learning around topics identified by AER members. \n\nCreating Effective Innovation Ecosystems\nAn innovation ecosystem describes the complex set of relationships among very diverse actors and entities\, which work for technology development and innovation in a territory. Amongst others\, this includes the material resources and human capital of universities\, colleges of engineering\, business schools\, business firms\, venture capitalists\, industry-university research institutes\, state or regional economic development agencies and chambers of commerce\, funding agencies and policymakers. \nConnectedness\, Competence and Talent\, and Capital are identified as issues of major importance by the European Commission’s Report on the 2020 stakeholder consultation “A Robust Innovation Ecosystem for the Future of Europe”. SUMMARY:Last chance to Register! - AER Bureau Debate: The Future of Democracy in the Hands of Regions
DESCRIPTION:Date: 12 May \nTime: 16:00 – 18:00 CEST \nRising populism\, widespread misinformation\, and a loss of trust in governments and institutions. Add a global pandemic to that list of ailments\, and it’s clear that democracy in Europe is not in the best shape.  \nBut what is the best course of treatment to restore Europe’s democratic health? The answer is a wholesale ‘lifestyle change’ for our democratic system\, starting at local level. The Conference on the Future of Europe is a unique opportunity to rebuild trust with citizens and reform our democratic architecture. Only through real dialogue with citizens all across Europe’s regions can we create a truly ‘participative’ democratic model fit for the post-pandemic world. \nLocal and regional authorities have a key part to play in making sure citizens have their say on Europe’s future. As the level of government closest to our citizens\, they are the bridge linking the ambitions of ordinary Europeans with the Institutions that govern them.  That’s why the AER Taskforce on Democracy\, led by the region of Örebro (SE) and chaired by Irén Lejegren\, are bringing together representatives from regional authorities\, civil society organisations\, along with European representatives to address the following questions: \n\nHow can democracy be strengthened at regional level?\nHow can regional authorities promote democratic governance in Europe?\nHow can youth be meaningfully involved in decision-making processes and discussions related to the future of Europe\, for instance\, the CoFoE?\nHow can we enhance participatory governance in Europe\, in order to achieve a stronger multi-actor and multi-level participatory democracy?\nWhat will be the consequences of not delivering on the outcomes and recommendations put forward by the citizens\, in particular youth\, during the Conference on the Future of Europe?\n\nOn this occasion\, regional youth representatives from AER member regions and youth advocators from the project Y-FED: Europe is what we make of it\, will be invited to join the debate and engage in a discussion with AER regional policy-makers. DESCRIPTION:Eva Hallström\, Chair of the AER Working Group on Energy and Climate Change invites all AER members and friends to join an event on the role of regions in improving energy efficiency. Regions will share their experience\, challenges\, and enablers. This event is co-organised by Värmland (SE) and Viken (NO) \nEnergy Efficiency: how to achieve the transition in the industry?\nThis webinar aims to build a platform for discussions regarding the EU’s work on energy efficiency\, focusing on the green transition within the industry. It will be an opportunity to share ideas\, experiences\, and best practices. \nExperiences from the Bioeconomy Region\nVärmland and Viken are both members of the “Bioeconomy Region”\, a leading region of the forest bioeconomy. \nTo achieve climate goals while making use of the full potential of the forest bioeconomy\, the rate of development and innovation needs to be faster. DESCRIPTION:Date: 26 May \nTime: 10:30 – 12:30 CEST \nOn 17 December 2020\, after months of painstaking inter-institutional negotiations against the backdrop of a global pandemic\, the European Union adopted the Multiannual Financial Framework (MFF)\, its long-term budget for 2021-2027. \nTogether with the NextGenerationEU recovery instrument\, the MFF represents an unprecedented €1.8 trillion of funding to support Europe’s recovery from the COVID-19 pandemic and the EU’s long-term priorities across different policy areas.  It is therefore essential that Europe’s regions get training with these instruments to ensure a robust and sustainable recovery.  \nThat is why the AER is delighted to announce a series of 3 information sessions to help regions make the most of MFF and NextGenerationEU Package. Featuring insights from experts at the European Commission\, these webinars will give regions guidance on how to plan initiatives and projects that can benefits from the different funds. \nThe first session in our ‘Unboxing the MFF’ series will cover Cohesion Policy and Rural Development funds.
