SUMMARY:AER Autumn Committee Plenaries
DESCRIPTION:The 2018 Autumn Committee Plenaries will be hosted by the region of Vojvodina in Serbia. \nOpen Data will be in the spotlight during the Cocktail Debate. AER members will discuss how opening public data supports the emergence of startups in regions. The panel will bring together speakers from startups\, regional policymakers\, experts on design and data to discuss why\, how and for what regions should open their data and look at challenges and opportunities. \nEveryday\, public institutions collect and generate enormous quantities of data. This data can be re-used to create or improve services both private and public. By opening public data\, regions can boost innovation\, transparency and efficiency. However this raises a number of challenges concerning the usability and acessibility of data. Moreover\, organisations which open up to the public change the way they work with the public and how they engage with citizens. Open Data is therefore fundamentally linked with governance. \nOther topics adressed during the series of events organised in Vojvodina include \n\nThe sharing economy: at the plenary meeting of the AER Committee 1 on Economy & Regional Development\nSocial entrepreneurship: at the plenary meeting of the AER Committee 2 on Social Policy & Public Health\nCivil servants’ exchange programme: at the plenary meeting of the AER Committee 3 on Culture\, Education and Youth\nUsing the Sustainable Development Goals as a policy framework: at the meeting of the Committee 1 Working Group on Energy & Climate Change\nSustainable urban mobility: at the meeting of the Committee 1 Working Group on Transports and Mobility\nWelcoming unaccompanied migrant children: at the Breakfast Debate organised by Committee 2\nWaste management in rural areas: at the meeting of the Committee 1 Working Group on Rural Development\n\nYou will find the detailed programme here. \n  \nRegistration\nThe 2018 Autumn Committee Plenaries will be hosted by the region of Vojvodina in Serbia. \nThe deadline to register is the 15th of September \nShould you need an official invitation letter please do not hesitate to contact the Secretariat. \nThis Autumn’s plenaries will happen in parallel to the Regional Business Forum. Find out more about it here! \n \nWe look forward to welcoming you to Vojvodina. \nRegistration\nDirect Links\nRegistration\nPractical Information\nInvitation\nDetailed programme \nMinutes of the 2018 Spring Plenaries in Arad \nWorking documents: minutes\, detailed programme & progress reports \nContact person\n\nRelated Content\n\nRegional representatives gather in Vojvodina\, Serbia\nThe AER travelled to Vojvodina\, Serbia for its Autumn Plenary from 25 - 27 September 2018. A detailed recap of all ...Read More\n\nUmbria and Maramures: the power of social entrepreneurship\nThe AER Committees are a space for experience exchange\, which enable mutual learning and regional policy innovation. SUMMARY:Cohesion for Enlargement: Thriving in a stronger union
DESCRIPTION:The European Week of Regions and Cities 2018 is taking place 8-11 October in Brussels\, and AER will be hosting a workshop on Cohesion for Enlargement: Thriving in a stronger Union.  \nThe event will be held on 11 October from 14:30-16:00 at Square – Brussels Convention Centre. \nIn the context of evolving debates and negotiations on the new EU budget and future cohesion policy post-2020\, and the EU’s renewed commitment to the Western Balkans\, this workshop will look at the role cohesion policy plays in strengthening the enlargement process in the region. Has cohesion policy helped bring the Western Balkans closer to the EU? Does the proposed cohesion policy framework preserve its relevance as a cornerstone in the EU-Western Balkans partnership? Is the proposed reform fit for a stronger and enlarged Union? These are some of the questions to be explored in this workshop debate. \nRegistration is now closed \nIf you have any questions please contact: \nVania Freitas\nv.freitas@aer.eu

SUMMARY:The Sharing Economy: Reshaping the way we do business
DESCRIPTION:As is now a tradition and has been promised during the elaboration of the Committee 1 work programme\, Brussels Capital will host this year again a mutual learning event on a current and transversal topic. This year it will be the Sharing economy\, which will be in the spotlight. The event will be organised in cooperation with Catalonia. \nThe event will raise awareness on the evolution of the business landscapes. The collaborative and platform economy request new business models but also different types of support to citizens in their roles of entrepreneurs\, consumers\, workers. What does this mean for policy makers? Where can policymakers play a role? Why it is necessary to have a holistic approach? \nStakeholders from the private and public sector\, industry specialists\, entrepreneurs\, and policy makers will engage in genuine exchange. The idea is to share and discuss initiatives which can be implemented right away. A major asset of these events is to discover projects and initiatives and hear of stories first hand. In a setting where each participant is a contributor\, the event will highlight opportunities and points of action of the sharing economy. \nParticipants will:\n \n\nShare regional experiences on the development of the collaborative economy and how this is impacting areas as diverse as work\, education\, culture or health\nHear from different stakeholders what they see as threats and opportunities of the sharing economy\nExamine the role of regions: are there new roles emerging?\nDiscuss social and economic impacts\, needs in terms of policy making and fields for cooperation\nLearn about funding opportunities for regional stakeholders: both companies/ organisations & regional governments\nLearn about regional examples: presentations by companies from the sharing economy\n\nList of participants\nPresentations\n\nKeynote\, Lieza Dessein\, Project Manager SMart\nInformation on funding & support to the Sharing Economy\, Camille Lepinay\, NCP\n\nThe Sharing Economy in real life: meeting stakeholders from the Sharing Economy \n\nDimitri Berliner\, Communa\nFrançois Gerard\, Helpper\nLouise Carton\, Scooty\nDavid Vuylsteke\, PiggyBee\nXavier Marichal\, Usitoo\n\nOur photo album\n \n Agenda\n\n\n\n\n08:45\n\n\n  Registrations & Coffee\n\n\n\n\n09:15\n\n\n  Welcome\nMagnus Berntsson\, President AER\nJean Luc Vanraes\, President AER Committee 1\, Chair Working Group SMEs & Investments\nLluís Juncà\, General Director for Economic Promotion\, Competence and Regulation\, Generalitat de Catalunya\n\n\n\n09:30\n\n\nIntroduction\nThe European Commission’s view on the Sharing Economy \nHenning Ehrenstein\, Deputy Head of Unit\, E1 – Service Policy for Consumers\, DG Growth\, European Commission\n\n\n\n09:40\n\n\nKeynote: Inspiration\nLieza Dessein\, Project manager SMart\n\n\n\n 10:00\n\n\n Sharing experiences\nParallel discussion groups \n\n\nBusiness in a world of mega-changes\nHow to encourage entrepreneurship\, and support innovation?\nThe sharing economy represents a wide span of very different types of businesses\, spanning from very green and very social to large companies which can in some cases have predatory behaviours\nHow to help disrupted industries to change or to protect what needs to be safe-guarded.\nHow to support citizens in their roles of entrepreneurs\, consumers\, workers?\nWhat kind of support do businesses need?\n\n\nContributors:\n– Jean Luc Vanraes\, President AER Committee 1\, Chair Working Group SMEs & Investments\n– Mar Alarcón: CEO SocialCar\n– Camille Lepinay\, Enterprise Europe brussels\, EU-GIVE project\n– Philippe Eiselein\, Social Entrepreneurship\, Vrije Universiteit Brussel\, Vrije Universiteit Brussel \nModerator: Aurora Sanz\, Lawyer Grant Thornton \n  \n\n\nSky’s the limit\, or is it?\nEthics: what is good\, what is desirable\, how to build open\, inclusive & cohesive societies?\nThe platform economy can support very positive initiatives but it could also multiply the impact of  organisations harming regional development\, social cohesion or inclusion: where to draw a line?\nThe platform economy is supported by technology\, how to ensure technology is inclusive and doesn’t amplify existing biases?\nWhat is fair?\nHow can the sharing economy contribute to territorial cohesion?\nTo define the role of regions it is essential to be able to identify first what is positive or negative for society. This requires dialogue with the different stakeholders of the sharing economy and citizens at large to avoid using old solutions for new challenges.\n\n\nContributors: \n– Víctor Moyano\, Fundación Creafutur\n– Xavier Marichal\, CEO of USITOO \n– Dimitri Berliner\, cofounder of Communa \nModerator: Albert Cañigueral\, Founder Consumo Colaborativo \n  \n\n\nTowards an uberisation of public services?\nThe role of governments and regions specifically: from regulation\, taxes and protection to collaboration\nWhat used to be a model disrupting only transports and tourism may soon drastically change the way we envision public services such as transports\, health and care or employment agencies. These changes reveal differences between rural and urban areas\, as well as differences between regions which invest significantly in public services and regions which experiment considerable gaps \nThe platform economy poses new challenges to governments in terms of taxation but also in terms of protection of citizens\, security or health. Different governments have taken steps to at the same time provide protection to workers and impose taxes. The disruption however goes further than taxes and insurances and involves changes in the very role of governments and the way they share information and collaborate with other entities.\nWhat kind of cooperation is possible between the public sector and the stakeholders of the platform economy?\n\nContributors:\n– regional representative\n– François Gerard\, Managing Director Helpper\n– Yves Muyters\, Project Manager KlaarIsKees\n– Mayo Fuster\, Dimmons director of research on collaborative economy\, Open University of Catalonia \n– Èlia Ferrer\, Public Affairs Manager\, mytaxi The Taxi App \nModerator: Anna Merino Castelló\, Economist\, Expert in competition\, better regulation and digital markets. \n  \n\n\nEducation & training\nPreparing tomorrow’s workforce for new business models & priorities\nThe world is changing and so is business.\nWhen the priority is on having access to and not owning\, how to enable citizens to invent and implement tomorrow’s services and products?\nHow do we ensure we are not creating obsolete workers?\nWhat are the skills and competences with high added value in this new context?\nWhere should the focus be in terms of education?\nWhat can be the lessons learnt from cooperatives\, which are a model that has been existing long before the platform economy?\n\n\nContributors:\n– regional representative\n– Lieza Dessein\, Project manager SMart\n– academic \nModerator: David Vuylsteke\, PiggyBee founder\n\n\n\n11:00\n\n\nCoffee Break\n\n\n\n\n11:45\n\n\nLet it grow!\nReports from the discussion groups: findings and proposals for action\n\n\n\n12:20\n\n\nInformation on funding & support to the Sharing Economy\nCamille Lepinay\, NCP Brussels\n\n\n\n 13:00\n\n\n Working and Networking Lunch\n\n\n\n\n15:00\n\n\nThe Sharing Economy In Real Life\nMeet companies from the Sharing Economies\n\n\n\n16:30\n\n\nEnd of the event\n\n\n\n\n17:00\n\n\nApéritif at La Chaloupe d’Or\, Grand Place\n\n\n\n\nList of participants\nPresentations\n\nKeynote\, Lieza Dessein\, Project Manager SMart\nInformation on funding & support to the Sharing Economy\, Camille Lepinay\, NCP\n\nThe Sharing Economy in real life: meeting stakeholders from the Sharing Economy \n\nDimitri Berliner\, Communa\nFrançois Gerard\, Helpper\nLouise Carton\, Scooty\nDavid Vuylsteke\, PiggyBee\nXavier Marichal\, Usitoo\n\nOur photo album\nhttps://www.flickr.com/gp/145789058@N05/6LgN71

SUMMARY:Breakfast Seminar: The Sustainable Development Goals and regional growth – Is it possible?
DESCRIPTION:Breakfast seminar: The Sustainable Development Goals and regional growth – Is it possible?\nDate: May 15th 2019\, 09.00 – 11.00\nVenue: Oslo Region European Office\, Rue du Luxembourg 3\, Brussels\n\n\n\nThe sustainable development goals (SGD) call upon governments\, businesses and civil society to come together and work towards a sustainable planet\, leaving no one behind. Many\, if not all regions\, are working towards this in one form or another. \nA major pitfall exists in that it is easy to fall into when working towards the SDGs are so-called “cherry picking”\, i.e. selecting a few goals to focus on while neglecting others. However\, in doing so\, one might actually end up strengthening one goal\, but at the expense of others. Therefore\, the 17 SDGs must be viewed as a whole\, and it then becomes more clear that they are both interconnected and interdependent. \nOne of the main questions one might ask\, is this: How can a region ensure that they contribute toward the SDGs while at the same time ensuring economic growth? Is this possible\, or are they mutually exclusive? \n\nIt is therefore important that we have tools to help us analyse and monitor the trends towards the SDGs.\n \nThe goal of the seminar is to showcase the tools and best practice exciting to help regional governments to implement and monitor the SDGs.\n\nAgenda\n\n\nPresentations\nIf interested\, you can find below all the presentations which were given during the Breakfast Seminar: \n\n“How to build a new region in light of the SDGs?” Erik Lagethon\, Advisor Regional Development\, Oppland County Authority (NO)\n“A territorial approach to the SDGs” Stina Heikkila\, Policy Analyst OCDE\n“Implementing SDGs in regional planning – more than words?” Eva Hallström\, Regional Councillor Värmland (SE)\n“The SDGs in Flanders” Ine Baetens\, Expert Sustainable Development Flanders (BE)\n\nThe Seminar was filmed as well\, and you can find the video on the official Facebook page of the Oslo Region European Office.

SUMMARY:The Future of Rural Areas in Europe - Brussels (BE)
DESCRIPTION:  \nOn 9 July\, the Landtag of the Free State of Saxony and the Assembly of European Regions will be hosting an event titled “The Future of Rural Areas in Europe”. AER President Magnus Berntsson will be giving a keynote speech during this event\, along with Bernd Lange\, District Administrator of Gorlitz and CoR Member. Following the keynote speeches\, there will be a panel discussion moderated by Mr Michael Schmitz with MEPs Mrs Constanze Krehl and Dr Peter Jahr\, Mag. Jan Korytar from Liberec City Council\, Mr Paul van der Sluys from the Flemish Land Agency and Mag. Daniela Fraiß\, Director of the Austrian Association of Municipalities in Brussels. \nREGISTRATION\nTo register\, please send an email directly to veranstaltung@bxl.sachsen.de \nEVENT DETAILS\nThe event will be taking place at the Saxony Liaison Office in Brussels. \nAddress: Avenue d’Auderghem 67 B-1040 Brussels \nDate: July 9\, 2019 \nTime: 18:00 \nBig cities and rural areas both contribute in enabling dynamic development\, and with increasing digitalization\, and work has become independent irregardless of location in many areas. Rural areas are increasingly being used as a location for businesses and as a center of life. \nHowever\, the eligibility of rural areas and demographic problems repeatedly show that the potential of rural areas is not fully recognized or used appropriately. It is therefore a concern of this event to motivate decision-makers at European level to work more for rural areas. Comparable challenges and best practice examples will be discussed from different European regions to show that rural areas offer many opportunities for individual development\, economic success\, intact nature and prosperity. \nGENERAL PROGRAMME\nprogramm_en

SUMMARY:REGIONerating Europe
DESCRIPTION:The European Week of Regions and Cities is an annual four-day event during which cities and regions showcase their capacity to create growth and jobs\, implement European Union cohesion policy\, and prove the importance of the local and regional level for good European governance. It will take place from 7-10 October 2019 in Brussels. \n  \nAER is proud to host a workshop in the context of #EUregions week: \nREGIONerating Europe\nAs a new European Parliament has recently been elected and a new Commission is being appointed\, this workshop will stimulate debate around key challenges facing the EU today and how regions can help to create a more democratic\, inclusive and sustainable Europe. In this session\, regional leaders from across Europe will discuss how regions are tackling these challenges and how to better involve regional authorities and their citizens in EU policy-making and implementation so that EU policies and legislation deliver the best outcomes for EU citizens\, building a Union they trust and support. \nHow to reach out to citizens and foster their engagement\, in particular\, young people\, in the EU democratic process and policy-making? How to make cohesion policy and its role in building a more democratic\, inclusive and sustainable Europe more visible to its citizens? How to more effectively involve local and regional authorities in EU policy-making in order to bring the EU closer to its citizens? These and more will be some of the questions to be explored during the workshop. \n  \n \n*please note you need to sign in with EU Login to register for this and all #EUregionsweek sessions \n  \nDate: 8 October \nTime: 9:15 – 10:45 \nVenue: \nBuilding CoR – VM building\, Room VM 1.\nAddress: Rue Van Maerlant\, 1040 Brussels \nVisit the #EUregionsweek homepage
