DESCRIPTION:  \nThe Smart City Expo World Congress (SCEWC) 2021 is right around the corner and the Assembly of European Regions is delighted to be part of this again from 16-18 November in Barcelona (ES). This year\, we are partnering up with SCEWC again for a brand new hybrid form of the event. This 2021 edition looks to be a great opportunity for of all stakeholders to reconnect after a difficult year. The event will be held in hybrid fashion (both onsite and digitally). The physical event will\, after a year’s hiatus\, take place in Barcelona again\, while the digital experience will be provided by Tomorrow.city. \n \n  \nThe expo and the congress will be held at: \nFira Barcelona Gran Via\nAv. Joan Carles I\, 64 – Hall 2\n08908 L’Hospitalet de Llobregat (Barcelona) \nThe digital experience will be hosted at: \nTomorrow.City platform \n  \n  \n  \n  \n  \n  \nThis year’s event will be hosting a total of 8 main tracks\, consisting of topics and challenges extremely relevant to 2021’s societal advancement. The 8 tracks touched upon are: \n\nEnabling Technologies\nEnergy & Environment\nTomorrow Mobility\nGovernance\nLiving & Inclusion\nEconomy\nInfrastructure & Buildings\nSafety & Security\n\nAt this year’s expo\, there will be necessary sanitary measures taken to ensure health and safety of the visitors. For more information on the safety measures\, please click here. \n\n			\n				\n			\n			\n				\n			\n			\n				\n			\n		\n\nDuring the 3 days of the event\, the expo will be divided into three categories. There is the congress (held in the main auditorium\, in addition to the digital program set up by Tomorrow.City). Then there is the expo where organizations can exhibit and share with others from across the world. And lastly\, there are side events and workshops free to experience for participants. At the moment\, over 10.000 participants\, over 350 exhibitors and over 400 speakers are expected to participate in the hybrid event. DESCRIPTION:It is our pleasure to invite you to the fourth edition of the Regional Business Forum (RBF)\, taking place in for form of a hybrid event. SUMMARY:LINE-UP ANNOUNCED — Join our Bureau Debate on Sustainable Mobility & Connectivity — the Road to Recovery and the Green Transition
DESCRIPTION:Want to join online?*\n\n\n\n  \n***UPDATE*** — we are delighted to announce that completing our panel will be Mr Ciarán Cuffe\, Member of the European Parliament’s Committees on Transport and Tourism and Industry\, Research and Energy! \nAccording to the European Parliament\, transport accounts for 30% of the EU’s total emissions. If we are to keep global temperatures below 1.5C and achieve the 17 Sustainable Development Goals\, a change of gears is required to make our transport systems more efficient\, less polluting and better value for money. \nLocal and regional authorities have a clear and important role in making mobility more sustainable and inclusive through their strategic planning\, provision of transport infrastructure and services\, support to technological innovation and incentives for green transport options. Yet\, there is still a lack of financial and technical support to fulfil their potential in advancing sustainable mobility and connectivity. \nThat’s why as part of our Bureau meeting on 2 December\, the AER is organising a debate on the role of local and regional authorities in building sustainable mobility systems. \nThe aim is to explore how local and regional authorities can help achieve the objectives set out in the the European Green Deal\, the 2030 Agenda for Sustainable Development and the Paris Climate Accords. At the same time\, this debate will be a chance to discuss how these ambitious goals can be aligned with Europe’s recovery from the COVID-19 pandemic. \nThis debate will feed into to an AER position paper on sustainable mobility and connectivity by developing recommendations to improve regions’ contribution to economic growth\, inclusive and sustainable development across Europe. \nThe debate will consider two key questions: \n\nHow to make mobility more sustainable and improve connectivity across Europe\, focusing on prosperity and environment?\nWhat is the role of local and regional authorities in making the transition to green\, fair and sustainable mobility systems?\n\nThis interactive debate will bring together regional and European policymakers and experts. AER members should fill in the form HERE.  \n \nThe COVID-19 crisis had a profound impact on European regions and on the lives of our citizens. Businesses were negatively affected by the public health restrictions\, leading to jobs losses and income reductions\, with disproportionate impacts for women\, younger and older workers and people in low paid jobs. As a result\, economic activity declined\, poverty increased and inequalities widened\, jeopardizing progress towards the 2030 Sustainable Development Goals. \nThat’s why as part of our Bureau meeting on 24 March\, we will bring together representatives of local and regional authorities\, European Institutions and other relevant stakeholders to debate on the opportunities and challenges that lie ahead after the pandemic. \nThe debate is also a follow-up of AER´s political work from the Bureau Meeting in December 2021\, where AER Bureau members made “Growth\, Jobs and Investments” a topic of priority for its political work in 2022 and set up a Task Force\, co-chaired by Vice-President Alessandra Zedda (Sardinia\, IT) and Vice-President Damir Zobenica (Vojvodina\, RS) to drive it forward. \nAs we recover from the crisis\, there is an opportunity to maximize the opportunities offered by the digital and green transition to strengthen sustainable economic growth that delivers jobs\, prosperity and wellbeing for all citizens. DESCRIPTION:Date: 25 March 2022  \nTime: 10:00 – 12:30 CET \nVenue: Online (via Zoom) \nBackground\nTogether with the NextGenerationEU recovery instrument\, the Multiannual Financial Framework (MFF) represents an unprecedented €1.8 trillion of funding to support Europe’s recovery from the COVID-19 pandemic and the EU’s long-term priorities across different policy areas. It is therefore essential that Europe’s regions get training with these instruments to ensure a robust and sustainable recovery.  \nThat is why as part of the Skillnet Project\, the AER has put together three information sessions to help regions make the most of the MFF and NextGenerationEU Package. Featuring insights from experts at the European Commission\, these webinars will give regions guidance on how to plan initiatives and projects that can benefits from the different funds. \nWhat’s in it for regions?\n\n\n\nThe third session of the ‘Unboxing the Multiannual Financial Framework’ will give regional authorities and their stakeholders the knowledge to best access and manage European funds. The current programming period contains new rules\, instruments and processes that might result difficult for the beneficiaries to fully understand and consequently to put in place the right actions to access them. DESCRIPTION:It is our pleasure to invite you to the Conference on “Strong counties serving their citizens – the future of regional governance in Albania”\, held on 28-30 of March in Tirana\, Albania. \nThe Assembly of European Regions and the Konrad Adenauer Stiftung are proud to welcome you to our Conference on the Future of Regional Governance in Albania. Our aim is to bring together regional leaders within Albania and to bring about a debate on the future of regional cooperation and citizen-centered policy making at the regional level. During our 3-day Conference\, we will look to answer questions concerning the key challenges for regional governance\, trends and challenges to citizen-centered policy making and best practices. The event promises to bring together Albanian and international stakeholders to liaise\, to cooperate and to add to the debate. We look forward to seeing you there. \nFollowing years of close cooperation and building a successful working relationship\, the AER is excited to partner up with the Konrad-Adenauer-Stiftung to host this new event in Tirana with its Albanian member regions. DESCRIPTION:We are delighted to announce that our member region\, Upper Austria\, will again host its long awaited and well-renowned World Sustainable Energy Days (WSED) on 5-8 April 2022! Organized by the energy agency of Upper Austria\, OÖ Energiesparverband\, the WSED is a leading annual conference on energy transition and climate neutrality\, with more than 650 participants from over 60 countries. \nAs in previous editions\, in 2022 the event will take place in Wels\, Austria. \n  \nInterested in attending?\n \n\nWhat is it all about?\nIn her 2020 State of the Union address\, President of the European Commission Ursula von den Leyen proposed the emissions’ reduction target to be set at 55%\, alongside a revision of the EU’s climate and energy legislation. The Commission adopted the communication ‘Stepping up Europe’s 2030 climate ambition – Investing in a climate-neutral future for the benefit of our people’ on the same day. It included an updated 2030 emissions reduction target of net 55 % compared to 1990 levels. A review and a call for papers for the WSED 2023: \nOver 650 experts from 55 countries participated in the World Sustainable Energy Days 2022 from 5-8 April – more than 60 % of them on-site! The energy transition community met in Wels/Austria and presented opportunities\, solutions and strategies to make global climate neutrality reality. \n©OOe Energiesparverband \nThe World Sustainable Energy Days 2022\, titled “Energy transition – full speed ahead!”\, were a great success! Now we are on the road towards the World Sustainable Energy Days 2023! Save the date for the next edition of this international conference and tradeshow on renewable energy and climate neutrality\, which will be held from 1-3 March 2023. Calls for Papers & Speakers close on 10 October 2022. \nThe WSED 2022 showed how to increase acceptance\, trigger investments and raise the pace of change. The event was organised by the OÖ Energiesparverband\, the regional energy agency of Upper Austria. \nThe whole energy transition sector comes together again \nAfter the second year of pandemic\, the WSED 2022 were among the first events in its field with significant international participants on-site. DESCRIPTION:The AER is partnering with the DYPALL Network and the Youth Department of the Council of Europe to host the study session Climbing the ladder – Capacitating youth leaders to facilitate youth participation in decision-making processes at the local level. This event will take place from 24 to 30 April 2022 in the European Youth Centre Strasbourg (EYCS)\, France. \n\nWhat are the objectives of the study session?\nThe study session will focus on two of the five strategic priorities of the Council of Europe youth sector: Revitalizing pluralistic democracy and Youth work. In addition\, it aims to create and test a learning module based on non-formal education that includes vital skills (such as advocacy principles\, outreach strategies\, facilitation skills) to encourage youth leaders to take action at the local level and multiply their learnings and attitudes with their peers as well as map new forms of participation that emerged during the pandemic. \n\nWho can participate?\n25 youth leaders aged 18-30 years old\, residing in one of the Council of Europe Member States\, will be selected as beneficiaries of this CoE Study Session. The activity is targeting: \n\nCurrent and Former Youth delegates to the Congress of Local and Regional Authorities;\nYouth leaders and young people with a strong interest in youth participation;\nYoung representatives of local and regional youth councils and similar participation structures;\nYouth workers who are committed to empowering young people as key actors in decision-making processes.\n\nN.b.: Previous experience in the youth sector\, specifically related to youth participation in decision-making processes and youth work\, is not necessary but is welcomed.  \nYouth delegates sponsored by an AER member region may be privileged to participate. SUMMARY:Green (H)ydrogen: Powering Our Regions’ Future
DESCRIPTION:You can check out the agenda and full list of speakers HERE.\nWhy is Europe talking about hydrogen?\nHydrogen is a versatile energy source with significant potential. It can be used as a feedstock\, a fuel or an energy carrier\, and has many possible applications across industry in the transport\, heating and construction sectors. Most importantly\, it does not emit CO2 and produces almost no air pollution when used. The European Commission estimates that “green” hydrogen from renewable sources could make up 13-14% of Europe’s energy supply by 2050\, and act as a replacement for fossil fuels in high polluting sectors.  \nHowever\, there is significant work to do to scale-up production and demand. At present\, hydrogen makes up less than 2% of Europe’s energy mix\, and is still largely produced from fossil fuels. Producing clean hydrogen from renewable sources like wind and solar is expensive\, and while technology has improved and come down in cost\, there remain challenges connecting hydrogen production to energy grids and securing enough investment to make it viable. \nWhat’s in it for Regions?\nRegions have a key role to play in scaling-up the renewable hydrogen economy across Europe.  With the right level of private and public investment\, European regions can lead in the creation of self-contained “hydrogen hubs” that link all elements of the value chain. Indeed\, the EU has committed to a total generation capacity of 40GW of renewable hydrogen by 2030\, and in early 2022 launched a call worth €300.5 million for projects to develop “cutting-edge hydrogen technologies” under its Clean Hydrogen Partnerships programme. \nIn this context\, the AER and the Government of Catalonia are initiating discussions among European regions on hydrogen in the energy transition. This knowledge exchange and networking session will be the first step towards sustained exchanges between regions on the development of green hydrogen. It will be an opportunity for AER members to identify common priorities in the field\, project and funding opportunities with the European Commission\, and accelerate work towards building a hydrogen community within the AER network. \nHow can I get involved?\nMembers are welcome to register online to view this event remotely. SUMMARY:1st AER-ENoP Forum on New Forms of Democratic Engagement
DESCRIPTION:How to actively involve citizens in policy development in order to regain political trust and add legitimacy to political decisions?\nOn 1-2 June 2022\, in Comet Meeting-Louise\, and Online\, the Assembly of European Regions (AER) and the European Network of Political Foundations (ENoP) will co-organise a Forum dedicated primarily to innovative and more participatory forms of democratic engagement. \nA new form of politics is gaining steam. Providing an alternative to traditional representative routes\, citizen assemblies and other forms of deliberative democracy try to help governments through discussing and developing recommendations on needed steps to safeguard a healthy and stable world. Practical examples on direct involvement of citizens in democratic processes enable an open discussion on particular policy challenges and giving recommendations to elected governments. Involved citizens are randomly selected to reflect the demographic diversity of the population. The process is typically facilitated by an independent and apolitical organisation\, which brings in experts across a wide range of disciplines\, as well as competing interest groups and the voices of those personally affected by the issue in question. SUMMARY:ANNOUNCEMENT: Bureau Debate on Youth\, August 31 2022
DESCRIPTION:  \n  \n \nThe COVID-19 crisis has taken a toll on the education\, employment\, mental health and disposable income of youth all across Europe. Young people used to work in sectors most affected by lockdowns\, like retail\, consequently those about to enter the job market faced dwindling employment opportunities. \nThis is why\, as part of our Summer Academy on 31 August\, we will bring together representatives of local and regional authorities\, European Institutions and other relevant stakeholders to debate the opportunities and challenges of youth policy in the context of post-pandemic recovery. \nDuring the last Spring Bureau Meeting\, the AER Bureau members set up a new Task Force on Youth\, chaired by Údarás (IE)\, which aims at promoting youth inclusion\, participation and well-being in the context of the European Year of Youth and post-pandemic recovery\, with a particular focus on the key role of regional and local governments. SUMMARY:Introduction to Interculturalism and Intercultural Competences: First Online Capacity-building Session for Regions and Local Stakeholders
DESCRIPTION:What is interculturalism and how do we support the development of intercultural competences among regions and their stakeholders? \n  \nIntercultural Competence is what allows for a person to be able to navigate comfortably in complex intercultural settings. Accordingly\, to the European Commission (2007)\, it means combining skills\, attitudes\, abilities\, and knowledge to face\, act and intervene effectively and appropriately in a variety of contexts\, where cultural\, socio-economic\, ethnic\, and other lines intersect and can lead to situations of intercultural conflict that can\, in turn\, damage social cohesion. \nA person is considered interculturally competent if he/she can successfully communicate and relate with people from other cultural backgrounds. It means mobilizing external and internal resources and it is something that can always be developed and improved throughout our lives.  Deardoff (2006) defines it as the ability to develop targeted knowledge\, skills and attitudes that lead to visible behavior and communication that are both effective and appropriate in intercultural interactions. \n  \nThe EU-BELONG team is ready to kick-start its ambitious process of empowering regions and their stakeholders to develop innovative integration strategies for the first time applying the intercultural approach. As first step\, regional decision-makers\, civil servants and local stakeholder will build knowledge in intercultural integration concepts and foster key intercultural competences that will be applied throughout and beyond the project. \nThe first online capacity-building session will be held on 6th October 2022 from 10 to 12:30 CET focusing on ‘Introduction to Interculturalism and Intercultural Competences’. The session is addressed at the 11 regions of the project and 20 civil servants and/or local stakeholders from each region.  It aims at fostering an understanding of what is interculturalism and what are its key principles\, how we can build an intercultural region step-by-step and how to develop an intercultural strategy. SUMMARY:European Week of Regions and Cities 2022 - Regions4Youth: Strengthening Cohesion Through Youth Empowerment ONLINE WORKSHOP
DESCRIPTION:How can youth development contribute to achieving territorial\, economic and social cohesion?\nEmpowering our next generation empowers all of us.  \nTerritorial\, economic and social cohesion cannot be achieved without providing younger generations with opportunities to thrive and without including them in decision–making processes. The COVID–19 pandemic has put a heavy burden of both sacrifice and uncertainty over young generations. It is today crucial for policymakers to place future generations at the core of policies and to foresee how empowering our young people from a civic\, social and economic perspective can be a catalyst for recovery and real cohesion across Europe. \nThe year of youth\nThe European Year of Youth provides a unique opportunity for European regions to identify ways of better supporting youth participation and autonomy. Young generations often have a strong sense of territorial development\, and roots\, not to add sustainability and protection. In parallel\, they are keen on embracing innovation and modernity for growth and the bettering of society. It is therefore fundamental to better link youth and cohesion policy; their mutually reinforcing potential can only benefit to EU’s cohesion objectives as well as regional and territorial prosperity. Through our EU funded projects\, youth exchange programme and political work\, the AER has worked tirelessly to create avenues for civic participation of young people\, and empower them at local and regional level. \nWhy? \nThe purpose of this high–level workshop is bring together policymakers\, civil society and most importantly young people to demonstrate how promoting youth development in our regions can drive territorial\, economic and social cohesion. Equally important\, to explore how best practices from AER regions can be scaled–up across Europe. \nWho?\nThis panel will engage AER members both online; putting young people from civil society in the driving seat of discussions with regional policymakers from our network. We will use interactive tools like Sli.do and a “reverse Q and A” with our on–site AER regional politicians to ensure a lively conversation with youth voices\, concerns and priorities front and centre. \n

DESCRIPTION:The Eurodyssey Forum is back! \nThis year’s edition will be a fully in-person event and will take place in Limassol\, Cyprus\, from the 7th to the 9th of November. The Forum will be hosted by the Union of Cyprus Municipalities and the Department of Labour of the Republic of Cyprus. An opportunity not to be missed! \n \n*Registrations are open until the 30th of September on a “first-come\, first-served basis”\, with priority being given to the Eurodyssey participating regions. After this date\, registrations will be possible only based on the number of spots still available. \n  \nWhat is Eurodyssey?\nEurodyssey is the flagship youth regional mobility programme of the Assembly of European Regions\, entirely managed at regional level. Together with our participating member regions\, AER provides fully-funded traineeships\, allowing young people from diverse backgrounds to benefit from a paid traineeship\, in various sectors. During 3 to 7 months\, trainees will benefit from valuable professional experience in another European region\, together with language training and cultural and social activities. Enriched from this experience\, the programme’s beneficiaries will have boosted their employability\, skills\, international comfort and personal development. Besides the traineeship experience\, Eurodyssey is also a unique opportunity to boost mutual understanding and intercultural learning\, and to raise awareness about regional diversity in Europe –  one of AER’s strong pillars. \n  \nA panEuropean youth mobility programme… before Erasmus!\nEstablished in 1985\, the Eurodyssey programme celebrated its 35th birthday in 2020. The COVID-19 pandemic didn’t make 2020 the celebration year we expected\, but the 2022 Eurodyssey Forum will provide us with an exciting programme to make up for it! \n \n  \nBouncing back from the pandemic\nAs the COVID-19 pandemic hit hard international mobility\, and particularly affected mobility opportunities for young people across Europe and the world\, the Eurodyssey programme also faced challenges due to the sanitary and travel restrictions. However\, the programme bounced back! In 2021\, and even more in 2022\, our participating regions were able to host and send trainees again. And after two editions organised online\, the Eurodyssey Forum is now back for a fully in person event! \nThis year’s edition will focus on International Youth Mobility in the post-pandemic era\, and the priorities set by the European Commission as part of the European Year of Youth\, especially Education & European Learning Mobility\, and Employment & Inclusion. \nDuring plenary sessions and workshops\, our participating regions\, Eurodyssey trainees and alumni\, and involved organisations will share their experience and good practices on the benefits of the programme. From valuing youth and employment policies at regional level\, to developing young people’s skills and employability\, while expanding intercultural learning\, inclusion\, diversity\, and more\, we strongly believe in the resilience and relevance of the Eurodyssey programme\, in the aftermath of the Conference on the Future of Europe.
