SUMMARY:Multi-stakeholder Approaches for Innovative Societies
DESCRIPTION:We are pleased to invite you to two webinars examining the ways in which multi-stakeholder approaches help build more innovative societies.\n \nTo build innovative and creative societies\, it is necessary to work both at a system level to improve innovation ecosystems and at an individual level to encourage young people from diverse backgrounds to participate in society. The events are part of the Skillnet webinar series organised by the AER\, which provides an opportunity for mutual learning around topics identified by AER members. \n\nCreating Effective Innovation Ecosystems\nAn innovation ecosystem describes the complex set of relationships among very diverse actors and entities\, which work for technology development and innovation in a territory. Amongst others\, this includes the material resources and human capital of universities\, colleges of engineering\, business schools\, business firms\, venture capitalists\, industry-university research institutes\, state or regional economic development agencies and chambers of commerce\, funding agencies and policymakers. \nConnectedness\, Competence and Talent\, and Capital are identified as issues of major importance by the European Commission’s Report on the 2020 stakeholder consultation “A Robust Innovation Ecosystem for the Future of Europe”. This webinar will look at the elements which make for an effective innovation ecosystem. SUMMARY:Last chance to Register! - AER Bureau Debate: The Future of Democracy in the Hands of Regions
DESCRIPTION:Date: 12 May \nTime: 16:00 – 18:00 CEST \nRising populism\, widespread misinformation\, and a loss of trust in governments and institutions. Add a global pandemic to that list of ailments\, and it’s clear that democracy in Europe is not in the best shape.  \nBut what is the best course of treatment to restore Europe’s democratic health? The answer is a wholesale ‘lifestyle change’ for our democratic system\, starting at local level. The Conference on the Future of Europe is a unique opportunity to rebuild trust with citizens and reform our democratic architecture. Only through real dialogue with citizens all across Europe’s regions can we create a truly ‘participative’ democratic model fit for the post-pandemic world. \nLocal and regional authorities have a key part to play in making sure citizens have their say on Europe’s future. As the level of government closest to our citizens\, they are the bridge linking the ambitions of ordinary Europeans with the Institutions that govern them.  That’s why the AER Taskforce on Democracy\, led by the region of Örebro (SE) and chaired by Irén Lejegren\, are bringing together representatives from regional authorities\, civil society organisations\, along with European representatives to address the following questions: \n\nHow can democracy be strengthened at regional level?\nHow can regional authorities promote democratic governance in Europe?\nHow can youth be meaningfully involved in decision-making processes and discussions related to the future of Europe\, for instance\, the CoFoE?\nHow can we enhance participatory governance in Europe\, in order to achieve a stronger multi-actor and multi-level participatory democracy?\nWhat will be the consequences of not delivering on the outcomes and recommendations put forward by the citizens\, in particular youth\, during the Conference on the Future of Europe?\n\nOn this occasion\, regional youth representatives from AER member regions and youth advocators from the project Y-FED: Europe is what we make of it\, will be invited to join the debate and engage in a discussion with AER regional policy-makers. DESCRIPTION:Eva Hallström\, Chair of the AER Working Group on Energy and Climate Change invites all AER members and friends to join an event on the role of regions in improving energy efficiency. Regions will share their experience\, challenges\, and enablers. This event is co-organised by Värmland (SE) and Viken (NO) \nEnergy Efficiency: how to achieve the transition in the industry?\nThis webinar aims to build a platform for discussions regarding the EU’s work on energy efficiency\, focusing on the green transition within the industry. It will be an opportunity to share ideas\, experiences\, and best practices. \nExperiences from the Bioeconomy Region\nVärmland and Viken are both members of the “Bioeconomy Region”\, a leading region of the forest bioeconomy. \nTo achieve climate goals while making use of the full potential of the forest bioeconomy\, the rate of development and innovation needs to be faster. DESCRIPTION:Date: 26 May \nTime: 10:30 – 12:30 CEST \nOn 17 December 2020\, after months of painstaking inter-institutional negotiations against the backdrop of a global pandemic\, the European Union adopted the Multiannual Financial Framework (MFF)\, its long-term budget for 2021-2027. \nTogether with the NextGenerationEU recovery instrument\, the MFF represents an unprecedented €1.8 trillion of funding to support Europe’s recovery from the COVID-19 pandemic and the EU’s long-term priorities across different policy areas.  It is therefore essential that Europe’s regions get training with these instruments to ensure a robust and sustainable recovery.  \nThat is why the AER is delighted to announce a series of 3 information sessions to help regions make the most of MFF and NextGenerationEU Package. Featuring insights from experts at the European Commission\, these webinars will give regions guidance on how to plan initiatives and projects that can benefits from the different funds. \nThe first session in our ‘Unboxing the MFF’ series will cover Cohesion Policy and Rural Development funds. City centres became ghost towns\, economic activity slumped\, and political priorities fell by the wayside as managing the pandemic became the all-consuming political focus. \nYet\, though it faded into the political background\, what did not stand still is the dangerous rate at which our planet is heating up. While the COVID-19 pandemic is a crisis of the now\, failing to get back on track to meet our 2030 targets puts our entire future in jeopardy. As we emerge from the pandemic\, it is time to get ‘Back to Our Future’ and put our climate targets back at the top of the political agenda.  \nThat is why on 9 June as part of EU Green Week\, the AER Bureau will bring together policymakers and experts to discuss the role of regions in tackling the climate crisis and delivering a green recovery. SUMMARY:Social Inclusion in TVET and Skill Development - Leaving No-one Behind
DESCRIPTION:TVET policies and programmes are of core importance to ensure that all people can enjoy inclusive skill development leading to both individuals’ affirmation and the creation of diversified learning environments.  As reported by Srinvas Reddy\, Chief of the ILO Skills and Employability Branch\, “inclusive skills development and lifelong learning opportunities are vital to prevent people from being left behind\, to maintain people’s employability\, and to ensure that economies and enterprises recover promptly from the crisis”.  (Guide on making TVET and skills development inclusive for all\, ILO Skills and Employability Branch\, 2020). \n  \nYet\, as a result of rapid and increasing societal changes – as the digital transformation\, climate change\, globalisation and demographic trends – in-depth transformation have been taking place in the labour market creating further constraints to inclusion and societal wellbeing. This condition has been further amplified by the outbreak of the COVID-19 pandemic and the creation of the so called ‘lockdown generation’. \n  \nThe AER has been actively working on societal challenges throughout the past years. DESCRIPTION:  \nThe first regional workshop for our Includ-EU Project will take place on Wednesday\, 30 June (09:00-12:30 CEST) & Thursday\, 1 July 2021 (09:00-12:00 CEST)! \nWhat is the Includ-EU Workshop about?\nOur Includ-EU Project brings regions together to share insights\, experiences and ideas for creating more targeted\, successful migrant integration policies at local and regional level. Creating venues for knowledge-sharing is key to this process. With that in mind\, we are delighted to invite you to our first workshop for regions later this month! \nOn Day 1\, an immersive peer learning exercise will help us re-think integration services in light of crises. On Day 2\, there will be presentation by DG Home\, followed by a structured exchange with local and regional stakeholders. The Workshop will conclude with a dynamic “market-place” activity\, where participants will have the chance to showcase their best practices and exchange ideas with one another. \nWho can join?\nThis first online workshop is geared towards partners from the Includ-EU Project Consortium\, as well as key stakeholders identified in the countries with no official partners. \nWhile this particular workshop is geared towards the project partners\, we also warmly invite all interested regions from the Intercultural Regions Network to join as well. DESCRIPTION:We are pleased to invite you to the webinar on Improving the attractiveness of Technical and Vocational Education and Training for women. \nThe Technical and Vocational Education and Training sector has a major role to play in providing the skills Europe will need in the future. Moreover\, countries with well-designed vocational training programmes find it easier to avoid youth unemployment\, even in times of crisis. DESCRIPTION:The focus of the first day of Workshop of the Includ-EU Project will be on how to rethink services in light of crises and raising awareness on the role of design in shaping better and more sustainable services. Abram El-Sabagh\, expert in designing strategic solutions for the Sustainable Development Goals\, will facilitate the session\, in which participants will immerse in a peer-learning exercise\, which will help them to brainstorm collectively and identify challenges and opportunities to apply to the concrete specific needs of each regional/local reality. Yet\, there is still a lack of financial and technical support to fulfil their potential in advancing sustainable mobility and connectivity. \nThat’s why as part of our Bureau meeting on 2 December\, the AER is organising a debate on the role of local and regional authorities in building sustainable mobility systems. \nThe aim is to explore how local and regional authorities can help achieve the objectives set out in the the European Green Deal\, the 2030 Agenda for Sustainable Development and the Paris Climate Accords. Our aim is to bring together regional leaders within Albania and to bring about a debate on the future of regional cooperation and citizen-centered policy making at the regional level. During our 3-day Conference\, we will look to answer questions concerning the key challenges for regional governance\, trends and challenges to citizen-centered policy making and best practices. The event promises to bring together Albanian and international stakeholders to liaise\, to cooperate and to add to the debate. DESCRIPTION:We are delighted to announce that our member region\, Upper Austria\, will again host its long awaited and well-renowned World Sustainable Energy Days (WSED) on 5-8 April 2022! Organized by the energy agency of Upper Austria\, OÖ Energiesparverband\, the WSED is a leading annual conference on energy transition and climate neutrality\, with more than 650 participants from over 60 countries. \nAs in previous editions\, in 2022 the event will take place in Wels\, Austria. \n  \nInterested in attending?\n \n\nWhat is it all about?\nIn her 2020 State of the Union address\, President of the European Commission Ursula von den Leyen proposed the emissions’ reduction target to be set at 55%\, alongside a revision of the EU’s climate and energy legislation. The Commission adopted the communication ‘Stepping up Europe’s 2030 climate ambition – Investing in a climate-neutral future for the benefit of our people’ on the same day. It included an updated 2030 emissions reduction target of net 55 % compared to 1990 levels. This new ´Fit for 55´ package aims to put the EU on track towards climate neutrality\, and as energy accounts for 75% of GHG emissions\, speeding up the energy transition is critical. \nAs such\, the 2022 edition of the WSED (Fit for 55) presents the far-reaching transformation of policies\, technologies and markets for achieving climate neutrality. More information on the event can be found on the event website. \nUpper Austria – a leader in the clean energy transition\nUpper Austria\, one of Austria’s nine regions\, is a leader in the energy transition\, making the region an ideal location for this conference.
