SUMMARY:An alternative for the future: Silver Economy for cities and regions
DESCRIPTION:Europe is ageing. Today’s responsibility is to find sustainable solutions to this that lead to opportunities for economic growth and jobs. \nWhat does Silver economy mean and why is it important?\nThe European Silver Economy is the part of the economy that concerns Europe’s older citizens and is closely linked to current trends in Europe’s demographics\, the effects on older adults’ quality of life. It includes all the economic activities relevant to the needs of older adults\, and the impact on many sectors. \nAn ageing society should be considered a sign of social and economic progress because of increasing longevity\, brings further opportunities for economic\, social and cultural development. Thus\, a strategic overview is essential to fully mitigate risks and exploit opportunities. \nDefining an evidence-based framework for the European Silver Economy strategy will ensure that Europe provides leadership in the following areas: Managing the impact of an ageing population\, responding to the societal challenge\, and boosting jobs and economic growth. \nWith the occasion of the European Week of Regions and Cities\, an annual Brussels-based four-day event AER will organise the workshop “An alternative for the future: Silver Economy for cities and regions”. \nThis workshop will take its participants through four inspiring examples of how a Silver Economy can help regions and cities to better match the needs of their ageing population while supporting local businesses and solution providers. It will be the opportunity to discuss the complementarity between these examples and the initiatives at EU level. The networking session that follows will bring together potential partners around issues related to the Silver Economy. \nThis will enable officials from regions and cities’ administrations\, as well as experts and academics to exchange good practices and know-how in the field of regional and urban development and to bring forward their regional expertise in this specific area. \nYou can register today by following this link! Look for the event code 10B41.\n

SUMMARY:Regions and cities for climate and energy transition: A joint exercise
DESCRIPTION:With the occasion of the European Week of Regions and Cities\, an annual Brussels-based four-day event AER will organise the workshop “Regions and cities for climate and energy transition: A joint exercise”. This will enable officials from regions and cities’ administrations\, as well as experts and academics to exchange good practices and know-how in the field of regional and urban development and to bring forward their regional expertise in this specific area. \nThis workshop will focus on how Regions and Cities are increasing their engagements on climate and energy in the post-2020 perspective\, by exchanging experiences and good practises among partners and participants. It is called “a joint exercise” because the content is designed in a way to be fully transferable to other regions and cities encouraging networking and capacity building. \nMore related aspects on this topic have been presented in the following articles on our website: \nWhy one should think of life cycle approaches at the regional level \nData is the world’s most valuable resource \n  \nThis event has now passed.

SUMMARY:Artificial intelligence: are regions up to the challenge?
DESCRIPTION:This event brought together politicians\, civil servants\, entrepreneurs\, academics and stakeholder groups in genuine exchange. The objective was to share experiences\, stories\, to understand each others’ challenges and to identify fields for action which can start now. Last year’s event focused on finding a common language for the deployment of e-health. 2017 was all about the artificial intelligence disruption and its impacts at regional level. \nSee the participants list here. \nSee the presentations here:\nNathanael Ackerman – Towards a European Alliance on AI \nCécile Huet – AI & Robotics in Europe How could the EC help European society and economy to make the best of this revolution?  \n  \nParticipants: \n\nShared regional experiences on the development of artificial intelligence (AI) and how this is impacting areas as diverse as employment\, education\, culture or health\nHeared from different stakeholders what they see as threats and opportunities of artificial intelligence\nExamined if and how regions can be on top of this new wave\nDiscussed social and economic impacts\, needs in terms of policy making and fields for cooperation\nLearned about funding opportunities for regional stakeholders\nDiscovered State of the Art innovation\n\n\nDraft Agenda\n\n\n\n\n08:45\n\n\n  Registrations & Coffee\n\n\n\n\n09:15\n\n\n  Welcome\nMagnus Berntsson\, President AER\nJean Luc Vanraes\, President AER Committee 1\, Chair Working Group SMEs & Investments\n\n\n\n09:30\n\n\n  Opening: Inspiration\nNathanaël Ackerman\, Founder & Managing Director @Hub France Intelligence Artificielle\n\n\n\n10:00\n\n\n  Sharing experiences: Who is afraid of the big bad #AI?\nParallel discussion groups \n\n\nSupporting innovation\, attracting innovators\nHow do you stimulate the emergence of valuable innovation in artificial intelligence? What are the areas where artificial intelligence would be best used? How should/ can regions attract innovators? How can start-ups and regional SMEs even have a chance to stand out on a market dominated by GAFA (Google\, Apple\, Facebook\, Amazon)?\nWhy should regions bother to step on AI train if others are already making giant steps? Is this of any use for regional job markets?\nThis roundtable focuses on the tools to support AI innovation & the purpose of doing so\n\nContributors:\n-Jean-Luc Vanraes\, President AER Committee 1\, Chair Working Group SMEs & Investments\n-Marie-Josée Blais – Assistant Deputy Minister\, Science and Innovation Sector\, Québec\n-Pierre Cherelle\, Spin-off Axiles Bionics of Brussels Human Robotics Research Centers \n–Edwin Mermans\, New Mobility Services initiative of the EIP-SCC Action Cluster Sustainable Urban Mobility\nModerator: Jonathan Duplicy\, Innoviris\, the Brussels Institute for Research and Innovation \n  \n\n\nThe health revolution\nHealth is a sector witnessing major changes which not only disrupt how healthcare is delivered but also the whole organisation of healthcare. The role of patients becomes increasingly important in the era of the quantified self. Medical jobs are changing and hierarchy is re-organised. While artificial intelligence still seems science fiction to many\, several applications are already on the market\, often beating specialists in terms of diagnosis and treatment. Do we still need doctors? Is Big Brother watching our health data\, and if so what are the risks? Will humanoid companions soon be gentler carers than humans? How are regions integrating artificial intelligence in their health and wellbeing policies? What can we expect in the coming years in terms of health innovation?\n\nContributors:\n-Maria Merce Rovira Regas\, Member of the Board\, European Institute of Women’s Health\n-Paul de Raeve\, Secretary General European Federation of Nurses\n-Robert Winroth\, County Commissioner for Innovation\, Västerbotten\n-Luis Marco\, Norwegian Centre for E-health Research and ITACA\, Universitat Politècnica de València\n-Iva Tasheva\, Privacy and Security Policy Manager\, Digital Europe\nModerator: Tanya Znamenski\, Public Health Analyst at PatientsTalk \n  \n\n\nCulture in the digital age\nWhile computer-generated art has been going for over 40 years it is getting new momentum with the increased capacities of modern processors and the artificial-intelligence hype. Artificial Intelligence creates paintings\, poems\, music and videos. It can even learn to analyse and evaluate art. Will AIs sweep the Oscars any time soon? If a work of art is created by something non-human\, is it art? Is there any good in artificial intelligence for culture? Culture often represents a key element of regional development policies. How do we ensure we are not creating obsolete workers? What are the skills and competences with high added value in tomorrow’s AI-pervaded society? Are we racing with or against machines? Where should the focus be in terms of education? Is it possible to mitigate the effects of massive job-losses via life-long learning? If so how should regions support workers in building salutary skills and competences?\n\nContributors:\n-Paulo Bresciani\, Fondazione Bruno Kessler\, Trentino\n-Sanna Parkkinen\, County Councilor\, North Karelia\n-Leonardo Lorusso\, Head of Education and Culture\, Lombardy \nModerator: Ann Nowe VUB Artificial Intelligence lab\n \n\n\nAI: towards a soulless world?\nWhat is the future of humanity in a world where robots are better at empathy than humans? What is the future of work and the relationship between humans and machines? Will we need to have our brains hacked and evolve as transhumans to keep up to speed with robots? Are we cyborgs already? What about social justice in a world where the wealthy will be able to enhance their bodies and brains? SUMMARY:Urban Responses To Refugees: The Case of Gaziantep
DESCRIPTION:This event is part of Friends of Europe’s Migration Action initiative\, which examines the imperative of migration in the context of economic sustainability and demographics\, as well as its impact on public services\, communities and security. Friends of Europe’s approach is based on seeing migration and integration as assets rather than as threats. Changing the current narrative surrounding migration\, by emphasising the positive over the negative and presenting citizens with a realistic picture of migration\, is one of their key aims. Involving cities and municipalities\, private foundations\, national governments\, international institutions and more\, is key to ensuring a more horizontal and holistic approach. \nRefugee flows\, while not new\, have sent many systems into shock over the last several years\, creating tensions between states and their international obligations\, as well as between national and local governments. Indeed\, while cities are often able to demonstrate resilience on the surface\, issues of finance\, governance\, integration and urban planning are all linked to local systems which are being tested in ways for which they were not designed. The Turkish city of Gaziantep\, lying less than 100 km north of Aleppo\, is one such place. Despite the challenges of hosting such a large population of newcomers – of the 600\,000 Syrians in Gaziantep\, only 40\,000 live in refugee camps – local authorities have successfully employed innovative solutions in response\, including the creation of Turkey’s first municipal migration affairs unit in 2016. Sitting close to the source of so much human mobility\, what lessons can be learned from Gaziantep’s experiences? \n\nWhat are the conditions that lead certain cities to effectively respond to an influx of refugees\, while others fall into seeming chaos?\nHow have Turkish municipalities like Gaziantep improved their ability to host and support large numbers of refugees\, and what challenges have they faced along the way?\nWhat should the Turkish national government and the European Union do to ease pressures at the local level?\nWhat role has the private sector played in supporting refugees in Gaziantep and throughout Turkey?\n\nSpeakers include\nHande Bozatlı\, Honorary President of the Assembly of European Regions (AER)\nKati Piri\, Member of the European Parliament Committee on Foreign Affairs (AFET)\nFatma Şahin\, Mayor of Gaziantep\, Turkey \nModerated by\nDharmendra Kanani\, Director of Strategy at Friends of Europe \nRegistration\n\nAmanda Rohde\, Programme Executive\nTel.: +32 2 893 98 11\nEmail: amanda.rohde@friendsofeurope.org

SUMMARY:AER Spring Committees Plenaries
DESCRIPTION:The spring plenaries of the three AER committees took place in Arad (Romania)\, from 20 till 22 (am) March 2018. \nRegistration closed\nAn innovation ecosystem brings together diverse actors which work for technology development and innovation. This includes policy makers\, economic development agencies and chambers of commerce\, universities\, research institutes\, colleges of engineering\, business schools\, companies\, funding agencies\, venture capitalists etc. \nAcross wider Europe\, regions engage in multilevel cooperation to support the development of such innovation ecosystems either within their own territory\, or in collaboration with neighbouring regions and cities\, in national and cross-border frameworks. Regional policymakers will share experiences on what makes an innovation ecosystem and what makes it thrive. How to best organise multilevel cooperation for this? Participants will exchange about common barriers and enablers and identify useful recommendations to improve policies and practices. \nA major milestone at the Spring plenaries will be the development of the Committees’ work programmes: all regions are invited to share initiatives they would like to develop within the network\, with the AER priority “A democratic\, cooperative\, inclusive and sustainable Europe of Regions”. SUMMARY:AER Autumn Committee Plenaries
DESCRIPTION:The 2018 Autumn Committee Plenaries will be hosted by the region of Vojvodina in Serbia. \nOpen Data will be in the spotlight during the Cocktail Debate. AER members will discuss how opening public data supports the emergence of startups in regions. The panel will bring together speakers from startups\, regional policymakers\, experts on design and data to discuss why\, how and for what regions should open their data and look at challenges and opportunities. \nEveryday\, public institutions collect and generate enormous quantities of data. This data can be re-used to create or improve services both private and public. By opening public data\, regions can boost innovation\, transparency and efficiency. However this raises a number of challenges concerning the usability and acessibility of data. Moreover\, organisations which open up to the public change the way they work with the public and how they engage with citizens. Open Data is therefore fundamentally linked with governance. \nOther topics adressed during the series of events organised in Vojvodina include \n\nThe sharing economy: at the plenary meeting of the AER Committee 1 on Economy & Regional Development\nSocial entrepreneurship: at the plenary meeting of the AER Committee 2 on Social Policy & Public Health\nCivil servants’ exchange programme: at the plenary meeting of the AER Committee 3 on Culture\, Education and Youth\nUsing the Sustainable Development Goals as a policy framework: at the meeting of the Committee 1 Working Group on Energy & Climate Change\nSustainable urban mobility: at the meeting of the Committee 1 Working Group on Transports and Mobility\nWelcoming unaccompanied migrant children: at the Breakfast Debate organised by Committee 2\nWaste management in rural areas: at the meeting of the Committee 1 Working Group on Rural Development\n\nYou will find the detailed programme here. \n  \nRegistration\nThe 2018 Autumn Committee Plenaries will be hosted by the region of Vojvodina in Serbia. \nThe deadline to register is the 15th of September \nShould you need an official invitation letter please do not hesitate to contact the Secretariat. \nThis Autumn’s plenaries will happen in parallel to the Regional Business Forum. Find out more about it here! \n \nWe look forward to welcoming you to Vojvodina. \nRegistration\nDirect Links\nRegistration\nPractical Information\nInvitation\nDetailed programme \nMinutes of the 2018 Spring Plenaries in Arad \nWorking documents: minutes\, detailed programme & progress reports \nContact person\n\nRelated Content\n\nRegional representatives gather in Vojvodina\, Serbia\nThe AER travelled to Vojvodina\, Serbia for its Autumn Plenary from 25 - 27 September 2018. A detailed recap of all ...Read More\n\nUmbria and Maramures: the power of social entrepreneurship\nThe AER Committees are a space for experience exchange\, which enable mutual learning and regional policy innovation. SUMMARY:Cohesion for Enlargement: Thriving in a stronger union
DESCRIPTION:The European Week of Regions and Cities 2018 is taking place 8-11 October in Brussels\, and AER will be hosting a workshop on Cohesion for Enlargement: Thriving in a stronger Union.  \nThe event will be held on 11 October from 14:30-16:00 at Square – Brussels Convention Centre. \nIn the context of evolving debates and negotiations on the new EU budget and future cohesion policy post-2020\, and the EU’s renewed commitment to the Western Balkans\, this workshop will look at the role cohesion policy plays in strengthening the enlargement process in the region. Has cohesion policy helped bring the Western Balkans closer to the EU? Does the proposed cohesion policy framework preserve its relevance as a cornerstone in the EU-Western Balkans partnership? Is the proposed reform fit for a stronger and enlarged Union? These are some of the questions to be explored in this workshop debate. \nRegistration is now closed \nIf you have any questions please contact: \nVania Freitas\nv.freitas@aer.eu
