SUMMARY:Ukraine Focus Group @ 2024 Smart City World Expo Congress
DESCRIPTION:The Ukraine Facility is the European Union’s main investment instrument for Ukraine up to 2027\, worth EUR 50 billion. A key aim is to foster partnerships between Ukrainian and European businesses. It is therefore of critical strategic importance that companies in Ukraine and AER’s membership can make the best of the opportunities available under the Ukraine Investment Framework; to learn precisely how they can avail of these instruments to drive Ukraine’s reconstruction and recovery.  \nAt the same time\, Ukrainian and international enterprises\, regions and other stakeholders need opportunities to come together; to foster partnerships\, unlock investments and build new trade relationships that will drive Ukraine’s economic recovery. SUMMARY:Partner Leadership Programme: 'Dúiche' - Capitalising on Culture\, Competing on Difference—Why and How Place Matters?
DESCRIPTION:What is “Dúiche”? \nThis Workshop is named Dúiche from the Irish word for native place\, derived from the root ‘dú’\, meaning earth or land. Dúiche emphasises a sense of belonging\, identity and responsibility\, and stresses the interconnectedness of place\, people\, culture\, language and the ecological balance between human and non-humans. \nThis Workshop at Irish College Leuven (BE) is designed to inspire\, and stimulate the development of internationally- competitive European enterprises rooted in unique places through the creation of ‘real value’. It is not a business or entrepreneurship ‘bootcamp’. Rather\, it is an integrated mix of reflective lectures\, discussions\, study visits\, guest speakers and hands-on case studies\, all designed to foster sustainable and innovative enterprises\, especially in marginal regions throughout Europe. \nBackground\nAt a time when national economies and societies are increasingly questioning the impact of\nthe homogenising forces of globalisation and the relative risks and rewards of complex\nglobal supply chains\, the ‘local’ matters more than ever. If anything\, the consequences of\nthe pandemic have only heightened interest in ‘place-based’ enterprises. \nThroughout Europe\, indigenous enterprises\, especially those characterised by a commitment to authenticity and possessed of an ecologically and socially sustainable mind- set\, offer a critical counterbalance to rootless multinationals. DESCRIPTION:Join us on the 26th of March from 7 pm to 8:30 pm in Brussels for the debate: “Net Zero: a Green Deal or a Green Dream?“. \nThe AER and the European Leadership Programme are excited to introduce you to Mr. Gaël Giraud\,  economist\, Director of Research at the CNRS (Centre National de la Recherche Scientifique)\, professor at the French École nationale des Ponts et Chaussées and author. He directs the Environmental Justice Program at Georgetown University (USA)\, and his research work focuses on the interaction between economics and ecology. \nDo not miss the unique opportunity to engage in a debate accounting for the challenges represented by the green transition and our economic model. \nRegister here for this event\, and be quick\, the capacity is limited only to 20 people!\nAbout the MEET Project \nWith Europe at a crossroads at the end of the Conference on the Future of Europe and in the middle of the implementation of the Green Deal and the digitalisation agenda\, active European citizens must be at the forefront. In the period before the upcoming European elections\, the MEET project offers space for diverse groups of European citizens to bring Europe to local level through a diverse set of activities encouraging continuous activism and interaction with European politicians. DESCRIPTION:APPLY HERE \nThe Assembly of European Regions (AER) is a partner of the Europa Forum Wachau\, which will take place from the 21st to the 24th of June 2023\, in Göttweig Abbey (Stift Göttweig)\, Lower Austria. \nThe Europa Forum Wachau was established in 1995\, following Austria’s accession to the European Union. It is a yearly high-level discussion forum\, addressing current European challenges in various Salons and Plenary Sessions. The Forum values the input and participation from young European citizens in the different sessions\, and includes a Youth Event. The Europa Forum Wachau is a unique opportunity to foster exchanges and intergenerational dialogue between European citizens\, and to reinforce the sense of European belonging. The event gathers elected representatives (heads of government\, ministers\, EU Commissioners…)\, but also business\, cultural and media representatives\, as well as (young) European citizens and representatives from the civil society. \nAs partners of the event\, the AER is assembling a delegation of 6 young participants\, to take part in all activities of the Forum (including its Youth Event)\, and represent the AER and its Youth Regional Network (YRN). One of the young participants should be an elected political representative at local or regional level. \nEligibility of the participants\n\nParticipants must travel from France. They don’t need to be French citizens or residents\, but they must travel from France;\nAged between 18 and 30 years old;\nPriority will be given to applicants based in one of the AER member regions in France (Grand Est and Corsica);\nPriority will be given to applicants belonging to a youth council or a youth organisation in Grand Est or Corsica\, and willing to join the AER’s Youth Regional Network. \nWe will also consider applications from other regions\, but priority is given to our members.\n\nPractical information & Travel Reimbursement rules\n\nArrival day & Welcome event: 21st of June. Transfer by bus from the Vienna Central Station to Stift Göttweig will be organised and covered by the organisers (departure at 14.30 from the station).\nEnd of the event & Departure day: 24th of June. Transfer by bus from Stift Göttweig to the Vienna Central Station and then to Vienna International Airport will be organised and covered by the organisers (departure at 14.30 from Stift Göttweig\, estimated arrival at the airport 16.30).\nAccommodation and meals are covered by the organisers;\nThe accommodation will be at the Jugendquartier Stift Göttweig;\nTravel reimbursement up to 275€ per participant after the event\, upon presentation of all supportive documents (original boarding passes / train tickets / bus tickets and invoices / receipts). DESCRIPTION:How can youth development contribute to achieving territorial\, economic and social cohesion?\nEmpowering our next generation empowers all of us.  \nTerritorial\, economic and social cohesion cannot be achieved without providing younger generations with opportunities to thrive and without including them in decision–making processes. The COVID–19 pandemic has put a heavy burden of both sacrifice and uncertainty over young generations. It is today crucial for policymakers to place future generations at the core of policies and to foresee how empowering our young people from a civic\, social and economic perspective can be a catalyst for recovery and real cohesion across Europe. \nThe year of youth\nThe European Year of Youth provides a unique opportunity for European regions to identify ways of better supporting youth participation and autonomy. Young generations often have a strong sense of territorial development\, and roots\, not to add sustainability and protection. In parallel\, they are keen on embracing innovation and modernity for growth and the bettering of society. It is therefore fundamental to better link youth and cohesion policy; their mutually reinforcing potential can only benefit to EU’s cohesion objectives as well as regional and territorial prosperity. Through our EU funded projects\, youth exchange programme and political work\, the AER has worked tirelessly to create avenues for civic participation of young people\, and empower them at local and regional level. \nWhy? \nThe purpose of this high–level workshop is bring together policymakers\, civil society and most importantly young people to demonstrate how promoting youth development in our regions can drive territorial\, economic and social cohesion. Equally important\, to explore how best practices from AER regions can be scaled–up across Europe. \nWho?\nThis panel will engage AER members both online; putting young people from civil society in the driving seat of discussions with regional policymakers from our network. SUMMARY:1st AER-ENoP Forum on New Forms of Democratic Engagement
DESCRIPTION:How to actively involve citizens in policy development in order to regain political trust and add legitimacy to political decisions?\nOn 1-2 June 2022\, in Comet Meeting-Louise\, and Online\, the Assembly of European Regions (AER) and the European Network of Political Foundations (ENoP) will co-organise a Forum dedicated primarily to innovative and more participatory forms of democratic engagement. \nA new form of politics is gaining steam. Providing an alternative to traditional representative routes\, citizen assemblies and other forms of deliberative democracy try to help governments through discussing and developing recommendations on needed steps to safeguard a healthy and stable world. Practical examples on direct involvement of citizens in democratic processes enable an open discussion on particular policy challenges and giving recommendations to elected governments. Involved citizens are randomly selected to reflect the demographic diversity of the population. The process is typically facilitated by an independent and apolitical organisation\, which brings in experts across a wide range of disciplines\, as well as competing interest groups and the voices of those personally affected by the issue in question. SUMMARY:AERxDYPALL | CoE Study session - Climbing the ladder\, capacitating youth leaders
DESCRIPTION:The AER is partnering with the DYPALL Network and the Youth Department of the Council of Europe to host the study session Climbing the ladder – Capacitating youth leaders to facilitate youth participation in decision-making processes at the local level. This event will take place from 24 to 30 April 2022 in the European Youth Centre Strasbourg (EYCS)\, France. \n\nWhat are the objectives of the study session?\nThe study session will focus on two of the five strategic priorities of the Council of Europe youth sector: Revitalizing pluralistic democracy and Youth work. In addition\, it aims to create and test a learning module based on non-formal education that includes vital skills (such as advocacy principles\, outreach strategies\, facilitation skills) to encourage youth leaders to take action at the local level and multiply their learnings and attitudes with their peers as well as map new forms of participation that emerged during the pandemic. \n\nWho can participate?\n25 youth leaders aged 18-30 years old\, residing in one of the Council of Europe Member States\, will be selected as beneficiaries of this CoE Study Session. The activity is targeting: \n\nCurrent and Former Youth delegates to the Congress of Local and Regional Authorities;\nYouth leaders and young people with a strong interest in youth participation;\nYoung representatives of local and regional youth councils and similar participation structures;\nYouth workers who are committed to empowering young people as key actors in decision-making processes.\n\nN.b.: Previous experience in the youth sector\, specifically related to youth participation in decision-making processes and youth work\, is not necessary but is welcomed.  \nYouth delegates sponsored by an AER member region may be privileged to participate. Young candidates must indicate on the application form their connection with AER in the “Organisational information” or “anything you would like to add?” sections. DESCRIPTION:***UPDATE — LINE-UP ANNOUNCED!*** \nDate: 24 September 2021 \nTime: 10:30 – 12:30 CET \nVenue: Online (via Zoom) \nBackground\nOn 17 December 2020\, after months of painstaking inter-institutional negotiations against the backdrop of a global pandemic\, the European Union adopted the Multiannual Financial Framework (MFF)\, its long-term budget for 2021-2027. \nTogether with the NextGenerationEU recovery instrument\, the MFF represents an unprecedented €1.8 trillion of funding to support Europe’s recovery from the COVID-19 pandemic and the EU’s long-term priorities across different policy areas. It is therefore essential that Europe’s regions get training with these instruments to ensure a robust and sustainable recovery.  \nThat is why as part of the Skillnet Project\, the AER has put together 3 information sessions to help regions make the most of the MFF and NextGenerationEU Package. DESCRIPTION:Date: 4 March \nTime: 16:00 – 17:30 CEST \nIn response to the impacts and challenges posed by COVID-19\, the European Commission\, the European Parliament and the Council agreed on a Recovery and Resilience Facility (RRF). The RRF will offer support for investments and reforms undertaken by Member States to make their economies and societies more sustainable\, resilient and better prepared to meet the challenges and opportunities presented by the green and digital transitions. \nIn order to access the funding\, Member States will have to produce and submit National Recovery Plans by April 2021. \nLocal and regional authorities play a vital role in addressing the short and long-term social and economic impacts of the COVID-19 crisis. DESCRIPTION:Breakfast seminar: The Sustainable Development Goals and regional growth – Is it possible?\nDate: May 15th 2019\, 09.00 – 11.00\nVenue: Oslo Region European Office\, Rue du Luxembourg 3\, Brussels\n\n\n\nThe sustainable development goals (SGD) call upon governments\, businesses and civil society to come together and work towards a sustainable planet\, leaving no one behind. Many\, if not all regions\, are working towards this in one form or another. \nA major pitfall exists in that it is easy to fall into when working towards the SDGs are so-called “cherry picking”\, i.e. selecting a few goals to focus on while neglecting others. However\, in doing so\, one might actually end up strengthening one goal\, but at the expense of others. Therefore\, the 17 SDGs must be viewed as a whole\, and it then becomes more clear that they are both interconnected and interdependent. \nOne of the main questions one might ask\, is this: How can a region ensure that they contribute toward the SDGs while at the same time ensuring economic growth?
