SUMMARY:Breakfast Briefing - Access to Housing and the next EU Budget: how will Europe deliver for Regional Communities?
DESCRIPTION:📅 Tuesday\, 21 April 2026🕘 09:00 – 11:00 CEST📍 Stable Room – Rue d’Arlon 63\, 1000 Brussels & Online \n\n🏠 Lack of access to affordable\, good quality housing is a generational policy challenge for the European Union. The societal impact is significant\, and has a clear territorial dimension. Europe’s housing crisis is hurting communities in both urban and rural regions\, albeit in different ways. \nThe scope and scale of the challenges has focused thinking at European Level. To address Europe’s housing crisis\, the European Commission has set out an ambitious European Affordable Housing Plan. Solutions include boosting funding for housing under existing EU programmes\, creating new\, dedicated programmes in the next Multiannual Financial Framework (MFF) 2028-2034\, as well as investment mobilisation initiatives and regulatory simplification. \n\nJoined-up thinking at all levels of government is imperative—meeting top-line objectives will demand solutions that meet territorial needs. As the European Parliament set out in its recent resolution on addressing the EU’s housing crisis—Local and regional realities require targeted programmes and plans co-developed between LRAs and national authorities\, enabled through EU funding instruments and investment initiatives. \n ☕Delivering affordable housing for all is a priority for the AER’s Task Force on Access to Services. Bringing together policymakers and experts\, this breakfast briefing will be an opportunity for AER members to: \n1. Present and explore scalable regional solutions to the housing crisis relevant for urban and rural regions\, and; \n2. discuss EU initiatives and funding mechanisms foreseen in the new Multiannual Financial Framework (MFF) 2028-2034\, with a specific focus on the European Affordable Housing Plan \n\nDraft Agenda\n09:00 — Registration & Coffee\n09:30 — Welcome & Introduction\n\nGerry Murray\, AER Vice President for Social Policy and Housing\, Mayo County Councillor (IE)\n\n09:45 — Presentations and Roundtable Discussion\n\nFrancesco Amodeo\, Senior Policy Advisor\, Housing Task Force\, Directorate General for Energy\, European Commission\nMary Brady\, Housing Attaché\, Permanent Representation of Ireland to the European Union \n\n10:45 — Closing Remarks\n \n⚠️ Due to the limited capacity of the room\, participation is prioritised for AER members\, and registration in advance is required. Online participation is also possible. \nFor any questions reach out to the AER Secretariat – Justin Sammon\, Advocacy & Member Relations Coordinator  (j.sammon@aer.eu).
