DESCRIPTION:  \nWe are pleased to invite you to the webinar “Lifelong learning: upskilling and reskilling of 50+” that aims to bridge the gap between the need for reskilling and upskilling and funding opportunities and programmes offered by the EU. \n  \nThis webinar will highlight regional examples on upskilling and re-skilling and provide insights into the funding mechanisms used. \nIn the context of rapidly changing labour markets\, the upskilling and re-skilling of adults has become a priority. Technological changes and digitalisation require new skills\, while many regions in Europe are faced with both an ageing population and labour and skills shortages. People over 50 oftentimes are not the target group approached for the majority of employers and there is a consistent association between ageing and reduced participation in learning. Effective social inclusion and employment policies\, therefore\, require strong and regularly updated skill foundations. \nDuring this webinar\, Ms Elena Romanini\,  Senior Project Manager\, Skillman\, will explain different programmes and funds on lifelong learning offered by the European Union.  Mr Michael Heaney\, Chief Executive Officer\, Údarás na Gaeltachta will share possibilities in which programmes and projects on re-skilling and upskilling are financed and implemented from the regional perspective. DESCRIPTION:The European Week of Regions and Cities 2018 is taking place 8-11 October in Brussels\, and AER will be hosting a workshop on Cohesion for Enlargement: Thriving in a stronger Union.  \nThe event will be held on 11 October from 14:30-16:00 at Square – Brussels Convention Centre. \nIn the context of evolving debates and negotiations on the new EU budget and future cohesion policy post-2020\, and the EU’s renewed commitment to the Western Balkans\, this workshop will look at the role cohesion policy plays in strengthening the enlargement process in the region. Has cohesion policy helped bring the Western Balkans closer to the EU? Does the proposed cohesion policy framework preserve its relevance as a cornerstone in the EU-Western Balkans partnership? Is the proposed reform fit for a stronger and enlarged Union? DESCRIPTION:Following the successful Eurodyssey Forum 2017 in Sibenik\, this time we propose a new format to Eurodyssey members in order for them to make the most of the Forum as well as to interact with various stakeholders in the field of youth mobility. Eurodyssey members are invited to participate in every session programmed from the 18th to 20th of April. \nTheir role on the 18th of April (“Discover Eurodyssey” event) will be central to provide information to young job-seekers interested in joining the Eurodyssey network. Additionally\, Eurodyssey regions may be asked for contributions and inputs on 19th morning to feed into the proposed panel discussions. On the 19th afternoon\, the General Assembly will take place at the premises of Actiris to discuss the state of the play of the programme as well the annual calendar. \nBut there will be also some room for leisure! SUMMARY:Study visit on the energy transition
DESCRIPTION:On the occasion of the London Committee 1 plenary meeting\, members agreed to organise a study visit on the energy transition in Gelderland (NL) to share and learn from each other’s experiences. \nThe Province of Gelderland invites all AER members to take part in a study-visit to get to know this unique multi-stakeholder collaboration for an energy-neutral Province. \nSee the programme here \nRegistration Closed\nDeadline (30 March) \nStudy visit\nThe main focus of the study visit\, which will be organised in cooperation with other interregional networks\, will be the bottom-up approach for the energy transition\, which was implemented in the region. This multi-stakeholder cooperation was materialised by the Gelders’ Energy agreement (GEA). The shared goal is to make the province energy-neutral by 2050. Local and regional industries\, governments and NGOs’ in the province of Gelderland\, Netherlands\, have pledged for the province to become energy-neutral by 2050. It facilitates a co-creative process where initiatives\, actors\, and energy are integrated into society. \nTo this aim local and regional industries\, governments and NGOs’ in the province of Gelderland have set ambitious goals for themselves. DESCRIPTION:To mark the 25th anniversary of the signing of the Maastricht Treaty\, the Autumn’s Bureau Meeting will take place in the city of Maastricht\, the Netherlands on 29 November 2017. \nThe Bureau meeting will be an opportunity for European regions to celebrate the Maastricht Treaty\, take stock of the achievements of the common European project and its economic\, social and territorial cohesion efforts\, and reflect on Europe’s future. \nBureau members will be asked to develop\, through internal discussions\, the AER political priorities from General Assembly 2018-2019. \nThe Bureau will also come to Maastricht with a debate on “Europe: the way forward. What future for regions?”. DESCRIPTION:Pictures and video\n\n \n  \nDocuments\n\n\n\nAgenda\n\n\n\n\nPolitical declaration – status quo is not an option for the European regions\n\n\n\n\nList of participants\n\n\n\n\nPresentation Cllr Roy Perry “A post-Brexit system”\n\n\n\n\nProgramme of events\n\n\n\n\nPractical information\n\n\n\n\n\nBackground\nThe City of Vienna welcomed the AER members to a Bureau Meeting and a Forum on Equal Opportunities on 24 and 25 October 2016. \nBureau: “Europe after the Brexit: is status quo an option?”\nThe topic came naturally during the last Bureau meeting in Nordland  where members had the opportunity to exchange on the very hot issue of the British Referendum\, which was about to take place on the next day. In his video message to the members\, AER Vice-President for Institutional Affairs Roy Perry (Hampshire-UK) shared his hopes and fears\, followed by a lively intervention from AER’s Honorary Vice-President Brian Greenslade (Devon-UK). The vast majority of the members sent clear signals in favor of a “Bremain“ rather than a “Brexit“… But the results of the referendum poured cold water on these hopes. \nWith its focus of the year on “revitalizing democracy“ and while waiting for the next steps from the British government and the EU institutions\, the Assembly of European Regions proposes you to think further with a debate on “Europe after the Brexit: is status quo an option? ». Everyone agrees Europe lives a critical moment of its history\, which also makes it a relevant moment to question it\, challenge it\, and reconsider it with new ideas coming from the regional level. Regions also share a part of responsibility and can certainly lead the way towards a brighter future\, setting examples for others to follow. \nForum Equal Opportunities: “What does it mean to implement Human rights at regional level?”\nHow does this translate in practice for topics such as health or economic development?\nHow to organise and to create tools for human rights governance at regional level?\nWhat are the consequences for citizens at large? \nThe speakers of the day provided expert insights from the OSCE\, the Congress of Regional and Local Authorities and the Fundamental Rights Agency\, as well as good practices from various Västra Götaland (SE)\, Lower Austria (AT) and Värmland (SE). \nStudy visit to the OSCE\nThe Organization for Security and Co-operation in Europe was created in 1975\, to serve as a multilateral forum for dialogue and negotiation between East and West. With 57 participating States\, the OSCE has today a comprehensive approach to security that encompasses politico-military\, economic and environmental\, and human aspects. It therefore addresses a wide range of security-related concerns\, including arms control\, confidence- and security-building measures\, human rights\, national minorities\, democratization\, policing strategies\, counter-terrorism and economic and environmental activities. Learn more about the OSCE here. \nFor this study visit\, AER members received a general lecture about the history\, roles and missions of the OSCE\, before learning more about its work in the fields of gender equality and fight against terrorism.

Everything is reached within an hour or so by car. Østfold is a region with a diverse nature – rivers\, quiet lakes and forests in the inland\, and a beautiful coastline that attracts a great number of tourists every summer. Østfold is the gateway to Norway – and is actually your first meeting with the Norwegian fjords\, as you cross the border from Sweden over Svinesund. \nWe like to call Østfold both “the gateway to Norway” and “The gateway to Europe”. \nThe region offers a unique coastline and a variety of historical and cultural attractions. \nIn Østfold\, and in Europe in general\, there has been a great focus on young people and unemployment. The topic of the Summer Academy will focus on Youth Entrepreneurship. Østfold recently received the AER most youth friendly region Europe (MYFER Award 2014). The wellbeing of youth people is a central part of Østfold’s political agenda as well as of the EU. The theme of youth entrepreneurship is also high on the agenda in AERs Youth Regional Network (AER YRN)\, where youth from Østfold are active participants. AER YRN has a separate committee on Professional Life and Entrepreneurship and youth entrepreneurship and social entrepreneurship were central themes in the latest plenary meetings of the network. \nØstfold County Council has close cooperation with\, among others\, Junior Achievement Young Enterprise’s branch in Østfold. They run an extensive amount of programmes to promote and teach entrepreneurship in school from primary school to university college level\, and are also working with many projects within the field of regional development in the county. \nØstfold City Council made a successful application to the ERASMUS+ Programme of the European Union.
