DESCRIPTION:This workshop is organised in the context of the Includ-EU project co-financed by AMIF programme of the European Union. It will look at labour market inclusion from a skills\, creativity and human potential angle. \nThe opening and roundtable (09:30-11:00) will be streamed\, you can register here to get the link to attend online: \n \n  \nThe objective is to take a holistic approach to labour market inclusion\, which takes into account space\, skills and the realisation of potential. Participants will share policies and practices which support stakeholders to build on their ideas\, motivation\, competences and experiences. \nMigrant entrepreneurs contribute to economic growth\, create jobs and can support the post-COVID-19 recovery. Effective inclusion of migrants and EU citizens with a migration background into the labour market requires the active collaboration of a large variety of actors\, including public authorities at local\, regional\, national and European level\, civil society organisations\, economic and social partners and employers. \nThis workshop aims to: \n\nGive visibility to inclusion policies and practices shared in the context of the project and which can be of use to stakeholders across wider Europe\nstrengthen the collaboration between partners\, support them in mobilising both their local and international networks\nFacilitate the exchange of policies and practices for inclusion between local and regional stakeholders in Europe\nEncourage the development of new collaborations between local and regional stakeholders\n\nAGENDA

SUMMARY:1st AER-ENoP Forum on New Forms of Democratic Engagement
DESCRIPTION:How to actively involve citizens in policy development in order to regain political trust and add legitimacy to political decisions?\nOn 1-2 June 2022\, in Comet Meeting-Louise\, and Online\, the Assembly of European Regions (AER) and the European Network of Political Foundations (ENoP) will co-organise a Forum dedicated primarily to innovative and more participatory forms of democratic engagement. \nA new form of politics is gaining steam. Providing an alternative to traditional representative routes\, citizen assemblies and other forms of deliberative democracy try to help governments through discussing and developing recommendations on needed steps to safeguard a healthy and stable world. Practical examples on direct involvement of citizens in democratic processes enable an open discussion on particular policy challenges and giving recommendations to elected governments. Involved citizens are randomly selected to reflect the demographic diversity of the population. The process is typically facilitated by an independent and apolitical organisation\, which brings in experts across a wide range of disciplines\, as well as competing interest groups and the voices of those personally affected by the issue in question. SUMMARY:Green (H)ydrogen: Powering Our Regions’ Future
DESCRIPTION:You can check out the agenda and full list of speakers HERE.\nWhy is Europe talking about hydrogen?\nHydrogen is a versatile energy source with significant potential. It can be used as a feedstock\, a fuel or an energy carrier\, and has many possible applications across industry in the transport\, heating and construction sectors. Most importantly\, it does not emit CO2 and produces almost no air pollution when used. The European Commission estimates that “green” hydrogen from renewable sources could make up 13-14% of Europe’s energy supply by 2050\, and act as a replacement for fossil fuels in high polluting sectors.  \nHowever\, there is significant work to do to scale-up production and demand. At present\, hydrogen makes up less than 2% of Europe’s energy mix\, and is still largely produced from fossil fuels. Producing clean hydrogen from renewable sources like wind and solar is expensive\, and while technology has improved and come down in cost\, there remain challenges connecting hydrogen production to energy grids and securing enough investment to make it viable. \nWhat’s in it for Regions?\nRegions have a key role to play in scaling-up the renewable hydrogen economy across Europe.  With the right level of private and public investment\, European regions can lead in the creation of self-contained “hydrogen hubs” that link all elements of the value chain. Indeed\, the EU has committed to a total generation capacity of 40GW of renewable hydrogen by 2030\, and in early 2022 launched a call worth €300.5 million for projects to develop “cutting-edge hydrogen technologies” under its Clean Hydrogen Partnerships programme. \nIn this context\, the AER and the Government of Catalonia are initiating discussions among European regions on hydrogen in the energy transition. This knowledge exchange and networking session will be the first step towards sustained exchanges between regions on the development of green hydrogen. It will be an opportunity for AER members to identify common priorities in the field\, project and funding opportunities with the European Commission\, and accelerate work towards building a hydrogen community within the AER network. \nHow can I get involved?\nMembers are welcome to register online to view this event remotely. SUMMARY:AERxDYPALL | CoE Study session - Climbing the ladder\, capacitating youth leaders
DESCRIPTION:The AER is partnering with the DYPALL Network and the Youth Department of the Council of Europe to host the study session Climbing the ladder – Capacitating youth leaders to facilitate youth participation in decision-making processes at the local level. This event will take place from 24 to 30 April 2022 in the European Youth Centre Strasbourg (EYCS)\, France. \n\nWhat are the objectives of the study session?\nThe study session will focus on two of the five strategic priorities of the Council of Europe youth sector: Revitalizing pluralistic democracy and Youth work. In addition\, it aims to create and test a learning module based on non-formal education that includes vital skills (such as advocacy principles\, outreach strategies\, facilitation skills) to encourage youth leaders to take action at the local level and multiply their learnings and attitudes with their peers as well as map new forms of participation that emerged during the pandemic. \n\nWho can participate?\n25 youth leaders aged 18-30 years old\, residing in one of the Council of Europe Member States\, will be selected as beneficiaries of this CoE Study Session. The activity is targeting: \n\nCurrent and Former Youth delegates to the Congress of Local and Regional Authorities;\nYouth leaders and young people with a strong interest in youth participation;\nYoung representatives of local and regional youth councils and similar participation structures;\nYouth workers who are committed to empowering young people as key actors in decision-making processes.\n\nN.b.: Previous experience in the youth sector\, specifically related to youth participation in decision-making processes and youth work\, is not necessary but is welcomed.  \nYouth delegates sponsored by an AER member region may be privileged to participate. Young candidates must indicate on the application form their connection with AER in the “Organisational information” or “anything you would like to add?” sections. Following the application deadline\, those selected will receive a confirmation email and an invitation to attend the event. \n  \nApplications CLOSED!*\n \n \n*The successful applicants will receive a confirmation email with the official invitation to participate in the CoE Study Session scheduled for 24-30 April 2022.  \nPractical information\nReasonable flight/trip expenses shall be reimbursed up to 350 Euros. A review and a call for papers for the WSED 2023: \nOver 650 experts from 55 countries participated in the World Sustainable Energy Days 2022 from 5-8 April – more than 60 % of them on-site! The energy transition community met in Wels/Austria and presented opportunities\, solutions and strategies to make global climate neutrality reality. \n©OOe Energiesparverband \nThe World Sustainable Energy Days 2022\, titled “Energy transition – full speed ahead!”\, were a great success! Now we are on the road towards the World Sustainable Energy Days 2023! Save the date for the next edition of this international conference and tradeshow on renewable energy and climate neutrality\, which will be held from 1-3 March 2023. Calls for Papers & Speakers close on 10 October 2022. \nThe WSED 2022 showed how to increase acceptance\, trigger investments and raise the pace of change. The event was organised by the OÖ Energiesparverband\, the regional energy agency of Upper Austria. \nThe whole energy transition sector comes together again \nAfter the second year of pandemic\, the WSED 2022 were among the first events in its field with significant international participants on-site. Businesses were negatively affected by the public health restrictions\, leading to jobs losses and income reductions\, with disproportionate impacts for women\, younger and older workers and people in low paid jobs. As a result\, economic activity declined\, poverty increased and inequalities widened\, jeopardizing progress towards the 2030 Sustainable Development Goals. \nThat’s why as part of our Bureau meeting on 24 March\, we will bring together representatives of local and regional authorities\, European Institutions and other relevant stakeholders to debate on the opportunities and challenges that lie ahead after the pandemic. \nThe debate is also a follow-up of AER´s political work from the Bureau Meeting in December 2021\, where AER Bureau members made “Growth\, Jobs and Investments” a topic of priority for its political work in 2022 and set up a Task Force\, co-chaired by Vice-President Alessandra Zedda (Sardinia\, IT) and Vice-President Damir Zobenica (Vojvodina\, RS) to drive it forward. \nAs we recover from the crisis\, there is an opportunity to maximize the opportunities offered by the digital and green transition to strengthen sustainable economic growth that delivers jobs\, prosperity and wellbeing for all citizens. DESCRIPTION:Want to join online?*\n\n\n\n  \n***UPDATE*** — we are delighted to announce that completing our panel will be Mr Ciarán Cuffe\, Member of the European Parliament’s Committees on Transport and Tourism and Industry\, Research and Energy! \nAccording to the European Parliament\, transport accounts for 30% of the EU’s total emissions. If we are to keep global temperatures below 1.5C and achieve the 17 Sustainable Development Goals\, a change of gears is required to make our transport systems more efficient\, less polluting and better value for money. \nLocal and regional authorities have a clear and important role in making mobility more sustainable and inclusive through their strategic planning\, provision of transport infrastructure and services\, support to technological innovation and incentives for green transport options. Yet\, there is still a lack of financial and technical support to fulfil their potential in advancing sustainable mobility and connectivity. \nThat’s why as part of our Bureau meeting on 2 December\, the AER is organising a debate on the role of local and regional authorities in building sustainable mobility systems. \nThe aim is to explore how local and regional authorities can help achieve the objectives set out in the the European Green Deal\, the 2030 Agenda for Sustainable Development and the Paris Climate Accords. DESCRIPTION:The focus of the first day of Workshop of the Includ-EU Project will be on how to rethink services in light of crises and raising awareness on the role of design in shaping better and more sustainable services. Abram El-Sabagh\, expert in designing strategic solutions for the Sustainable Development Goals\, will facilitate the session\, in which participants will immerse in a peer-learning exercise\, which will help them to brainstorm collectively and identify challenges and opportunities to apply to the concrete specific needs of each regional/local reality. DESCRIPTION:We are pleased to invite you to the webinar on Improving the attractiveness of Technical and Vocational Education and Training for women. \nThe Technical and Vocational Education and Training sector has a major role to play in providing the skills Europe will need in the future. Moreover\, countries with well-designed vocational training programmes find it easier to avoid youth unemployment\, even in times of crisis. Creating venues for knowledge-sharing is key to this process. With that in mind\, we are delighted to invite you to our first workshop for regions later this month! \nOn Day 1\, an immersive peer learning exercise will help us re-think integration services in light of crises. On Day 2\, there will be presentation by DG Home\, followed by a structured exchange with local and regional stakeholders. DESCRIPTION:TVET policies and programmes are of core importance to ensure that all people can enjoy inclusive skill development leading to both individuals’ affirmation and the creation of diversified learning environments.  As reported by Srinvas Reddy\, Chief of the ILO Skills and Employability Branch\, “inclusive skills development and lifelong learning opportunities are vital to prevent people from being left behind\, to maintain people’s employability\, and to ensure that economies and enterprises recover promptly from the crisis”.  (Guide on making TVET and skills development inclusive for all\, ILO Skills and Employability Branch\, 2020). \n  \nYet\, as a result of rapid and increasing societal changes – as the digital transformation\, climate change\, globalisation and demographic trends – in-depth transformation have been taking place in the labour market creating further constraints to inclusion and societal wellbeing. This condition has been further amplified by the outbreak of the COVID-19 pandemic and the creation of the so called ‘lockdown generation’. \n  \nThe AER has been actively working on societal challenges throughout the past years. While the COVID-19 pandemic is a crisis of the now\, failing to get back on track to meet our 2030 targets puts our entire future in jeopardy. DESCRIPTION:Date: 12 May \nTime: 16:00 – 18:00 CEST \nRising populism\, widespread misinformation\, and a loss of trust in governments and institutions. Add a global pandemic to that list of ailments\, and it’s clear that democracy in Europe is not in the best shape.  \nBut what is the best course of treatment to restore Europe’s democratic health? The answer is a wholesale ‘lifestyle change’ for our democratic system\, starting at local level. The Conference on the Future of Europe is a unique opportunity to rebuild trust with citizens and reform our democratic architecture. Only through real dialogue with citizens all across Europe’s regions can we create a truly ‘participative’ democratic model fit for the post-pandemic world. \nLocal and regional authorities have a key part to play in making sure citizens have their say on Europe’s future. As the level of government closest to our citizens\, they are the bridge linking the ambitions of ordinary Europeans with the Institutions that govern them.  That’s why the AER Taskforce on Democracy\, led by the region of Örebro (SE) and chaired by Irén Lejegren\, are bringing together representatives from regional authorities\, civil society organisations\, along with European representatives to address the following questions: \n\nHow can democracy be strengthened at regional level?\nHow can regional authorities promote democratic governance in Europe?\nHow can youth be meaningfully involved in decision-making processes and discussions related to the future of Europe\, for instance\, the CoFoE?\nHow can we enhance participatory governance in Europe\, in order to achieve a stronger multi-actor and multi-level participatory democracy?\nWhat will be the consequences of not delivering on the outcomes and recommendations put forward by the citizens\, in particular youth\, during the Conference on the Future of Europe?\n\nOn this occasion\, regional youth representatives from AER member regions and youth advocators from the project Y-FED: Europe is what we make of it\, will be invited to join the debate and engage in a discussion with AER regional policy-makers. SUMMARY:Multi-stakeholder Approaches for Innovative Societies
DESCRIPTION:We are pleased to invite you to two webinars examining the ways in which multi-stakeholder approaches help build more innovative societies.\n \nTo build innovative and creative societies\, it is necessary to work both at a system level to improve innovation ecosystems and at an individual level to encourage young people from diverse backgrounds to participate in society. The events are part of the Skillnet webinar series organised by the AER\, which provides an opportunity for mutual learning around topics identified by AER members. \n\nCreating Effective Innovation Ecosystems\nAn innovation ecosystem describes the complex set of relationships among very diverse actors and entities\, which work for technology development and innovation in a territory. Amongst others\, this includes the material resources and human capital of universities\, colleges of engineering\, business schools\, business firms\, venture capitalists\, industry-university research institutes\, state or regional economic development agencies and chambers of commerce\, funding agencies and policymakers. \nConnectedness\, Competence and Talent\, and Capital are identified as issues of major importance by the European Commission’s Report on the 2020 stakeholder consultation “A Robust Innovation Ecosystem for the Future of Europe”. This webinar will look at the elements which make for an effective innovation ecosystem. SUMMARY:Advocacy Training for Young European Activists - Europe is what you make of it!
DESCRIPTION:The Assembly of European Regions\, in partnership with JEF\, is organising a training seminar on advocacy that will offer 30 young Europeans the opportunity to enhance their knowledge of the European Institutions and the Youth Strategy\, as wells as develop advocacy plans to promote their rights and priorities among local and regional authorities. \nThe training seminar is being organised as part of the “Y-FED: Europe is what we make of it” project. The Y-FED project is co-funded by the Erasmus+ Programme of the EU with the aim of empowering youth in the European and regional political dialogues and\, in turn\, building an Europe that it is closer to its young citizens. \n\nThe training seminar will be held from the 4th to the 6th of March 2021 in an online learning format and will be conducted in English. \nIt will adopt methodologies from non-formal education to provide young citizens with the necessary competences and resources to boost their active citizenship. It includes sessions on the European Youth Strategy and its Youth Goals leading to the development of regional and local advocacy plans focused on one out of the eleven European Youth Goals. \nThroughout the training seminar\, young citizens will develop the knowledge\, attitudes and skills necessary to become Youth-Ambassadors in their local and regional contexts. At the same time they will design\, organise and implement advocacy actions at a local and regional level. As a result of the training\, participants will: \n\nStrengthen advocacy skills; \nStrengthen advocacy tools;\nBecome acquainted with the European Youth Goals;\nDevelop knowledge on the principles of multi-level governance and subsidiarity;\nDevelop the skills to interact with decision-makers;\nDevelop an advocacy plan.\n\nThe training seminar will be composed three modules that will be completed throughout 10 hours. \nWelcome and Introduction   (Thursday 4th March  17:30 – 18:1o CET) \nThe training will be opened by AER Secretary General\, Christian Spahr\, who will welcome the participants and share the objectives of the Y-FED project and the training seminar. \nA round of ice-breaking presentation will take place before the kick of the sessions so to know more about the participants\, their motivation to attend the training and expectations. \n1. Thursday 4th March\, 18:00 – 20:00 CET  European Module: The European Youth Strategy 2019-2027 and the European Youth Goals\nThe training seminar will start with the introduction to the European Union Youth Strategy 2019-2027 and the European Youth Goals\, which outline the main challenges that young people face in their daily lives and present the vision for a Europe that enables young people to realise their full potential. \n2. Module on Youth and Regions: How can young people be engaged in the political development of their region? (Friday 5th March\, 18:10 – 20:10 CET)\nThis session will focus on enhancing participants’ knowledge on the principles of multi-level governance and subsidiarity and deepening the understanding of active youth participation in the democratic and political life at regional and local level. \nThis session will be accompanied by some practice examples on how young people can be engaged in the political life of their regions. The module will analyse and present several examples from across Europe about how local and regional authorities have been involving their young citizens in the development\, implementation and evaluation of youth policies\, and other policies that are most relevant to them. These good practices will serve as the ground for the development of participants’ advocacy plans. \n3. Module on advocacy: Introduction to advocacy and development of an advocacy plan (Saturday 6th March\, 10:00 – 13:00;  14:00 – 17:00 CET)\nThe objective of this module is to build participants’ competences and provide them with the tools required to advocate for youth participation at local\, regional\, and European levels. Trainees will work in groups of four and each group will jointly develop an advocacy strategy to advocate for one of the previously presented European Youth Goals and address the action to a regional authority from the following countries: Bulgaria\, Finland\, Germany\, Malta\, North Macedonia\, Poland\, Slovenia\, and Spain. \nThe developed advocacy strategy will serve the participants as a basis for the implementation of local and regional actions\, activity which will follow the training. \nClosing remarks and follow-up activities (Saturday 6th March\, 17:00 – 17:20) \nDOWNLOAD THE FULL PROGRAMME OF THE ADVOCACY TRAINING HERE!  \n\nFollowing the conclusion of the training seminar\, participants will have the chance to engage with local and regional authorities across Europe by participating at the AER Spring Bureau Meeting and implementing local advocacy actions. Additionally\, participants will be invited to submit the developed local advocacy plan and apply for micro-grants to actually implement the advocacy plans among their local and regional authorities with expert mentoring and under the coordination of the AER. \n
